Charlottesville ' s Jellystone Park
Scenic Highway Corridor Variance Request
October 11 , 1988
11 The closing of Lake Reynovia Campground and the francise
conversion to Yogi Bear ' s Jellystone Park Camp-Resort from a
Safari Campground has resulted in a substantial increase in
business requiring a larger service area for our customers .
2) The present store is located on the Rt. 250 side or north side
of the existing office/manager ' s residence that was built in
1970 before the scenic highway ordinance.
3) Remodeling the residence part of the building for increased
office/store space is not practical when 24 hour security and
liability supervision is necessary from the manager.
4) Developing a store area on the south side of the existing build-
ing is prohibited by flood plain restrictions .
5) Constructing a new structure in another location on the pro-
perty is prohibited by insurance liability and security require-
ments which insist on close proximity to the pool and entrance to
the campground.
6) EnIarging the store will allow us to open up two bathrooms
located near the major camping area for public use. At present,
these bathrooms are hard to reach when the store is busy.
7) Rt. 250 has an unusually wide right-of-way in this section of
road based on a projected expansion of Rt. 250 from a two lane
highway to a four lane one. With I-64 running parallel to
Rt . 250 along this section, it would be hard to imagine that
a 4 lane road would be needed in front of the campground.
8) The 110 ' right-of-way makes the 150 ' corridor exceptionally
deep along the campground ' s frontage.
9) Architectually, building the addition towards the highway will
maintain the roof line continuity of the present building.
10) Aesthetically, the enlarged building will enhance the estab-
lished tree line and sight line balance of the pool and other
existing buildings, i .e. pavilion.

Dear Mr. Burgess,
Thank you for your letter of October 26, 1988 concerning the
request of Mr. Werner Kappes for a zoning variance on his
property (Tax Map 71 , Parcel 3) .
We have spoken with Mr. Kappes and have also had input from
another property owner in the area. Our primary concern in
this and any future requests for a variance along Highway 250
is the maintenance of its integrity as a scenic highway.
In this case, however, both as next door neighbors to the
campground and from a more objective viewpoint as passers-by,
we feel that the proposed variance should be granted, as its
visual impact from the road as well as from our home would be
minimal .
