1. REVISE THE ARCHITECTURAL DESIGN TO ACHIEVE GREATER UNITY OF PARTS AND GREATER CONNECTION
TO HISTORIC ARCHITECTURE OF THE AREA. CONSIDER MODIFICATIONS TO CURTAIN WALL FRAMING
MATERIAL AND WINDOW OPENING SIZES, GREATER USE OF BRICK, ALTERNATE ROOF FORM, REDUCED
EXPANSE OF CURTAIN WALL, AND ALTERNATE EIFS COLOR. PROVIDE MATERIAL AND COLOR SAMPLES FOR
REVIEW.
DURING OUR PREVIOUS MEETING, THE BOARD SUGGESTED THE WE EXAMING THE FOLLOWING AREAS
TO PROVIDE A BUILDING THAT MORE CLOSELY ALIGNED WITH COUNTY GUIDELINES:
A. RESPOND TO IMMEDIATE ADJACENT CONTEXT: WHILE THE PREVIOUSLY PROPOSED RED BRICK IS
FOUND ALONG THE ROUTE 20 ENTRANCE CORRIDOR, IT USED SPARINGLY WITHIN THE CASCADIA
DEVELOPMENT (AND NOT WITHIN IMMEDIATE VISUAL VICINITY FROM THE ENTRANCE CORRIDOR).
EARTH-TONE STACKED AND FIELD STONES, AS WELL AS EARTH-TONE BRICKS, ARE FOUND WITH MUCH
MORE REGULARITY. IN RESPONSE, WE’VE REVISED FROM THE MERIDIAN “OLD LEXINGTON” BRICK
(TRADITIONAL RED IN TONES AND HUE) TO THE PINE HALL “SHADOW CREEK” (MUCH MORE BROWN,
SUBDUED, EARTH-TONED, AND SAME MANUFACTURER/COLOR FAMILY AS FOUND ON ADJACENT
DUPLEX VILLAS). WE ALSO BELIEVE THE CHANGE IN MATERIAL REACTS TO THE SUGGESTION THAT
THE BUILDING COULD BE READ AS A CIVIC USE, AND, BY BEING IN KEEPING WITH THE ESTABLISHED
MATERIAL PALETTE, INTENDS TO BECOME A VISUAL EXTENSION OF THE RESIDENTIAL BUILDINGS.
B. BUILDING UNIFICATION: THE PREVIOUS SUBMISSION READ ALMOST AS THREE SEPARATE BUILDINGS:
THE RED BRICK, THE CHARCOAL THIRD STORY, AND THE CREME CURTAIN WALL. TO UNIFY THE
BUILDING, WE MADE TWO MAJOR MOVES: THE ELIMINATION OF SPANDREL GLASS, AND THE SWITCH
TO EARTH-TONE BRICK. WE ELIMINATED THE SPANDREL GLASS AND REPLACED IT WITH A METAL INFILL
PANEL THAT MATCHES THE STOREFRONT FRAME AND THE HARDIE-PANEL ON THE THIRD STORY. THIS
CHANGE WE FEEL WILL HELP INTEGRATE THE BUILDING MATERIALS INTO THE VARIOUS BUILDING
FORMS, INSTEAD OF HAVING EACH FORM ARTICULATED BY A SEPARATE MATERIAL. IN ADDITION,
BY SWITCHING TO THE EARTH-TONE BRICK, THE CREME STUCCO AND THE BRICK ARE VISUAL MUCH
MORE SIMILAR, AND HELP UNIFY THE “BASE” OF THE BUILDING FORM.
C. STUDY THE ROOF FORM: IN CONSIDERATION OF THIS COMMENT WE REVIEWED ALTERNATIVE ROOF
FORMS WITH THE CLIENT, AND IN MOST CASES FOUND THESE CHANGES TO DETRACT FROM THE
OVERALL APPEARANCE OF THE BUILDING. IN RESEARCHING LOCAL CORRIDOR PRECIDENTS WE
FOUND MORE EXAMPLES OF MODERN ROOF FORMS. WE REDUCED THE ROOF’S OVERALL HEIGHT
BY 1/2 - WHICH LIMITS IT’S VISUAL IMPACT - PARTICULARLY SOUTHBOUND ALONG ROUTE 20. THE
ROOFLINE OF THE BUTTERFLY ROOF NOW COMES TO THE SAME HEIGHT ON BOTH SIDES, WHICH ALSO
HELPS UNIFY THE STRUCTURE. THE FINAL MODIFICATION TO THE BUTTERFLY ROOF IS TO PROVIDE RELIEF
AT THE VALLEY EAVES LINE, TO ALLOW FOR A GUTTER AND RAINWATER LEADER.
2. CONSIDER METHODS FOR ESTABLISHING CONTINUITY BETWEEN THE CASCADIA ENTRANCE SIGNS AND THE
PROPOSED OFFICE BUILDING DEVELOPMENT.
BY SWITCHING FROM A RED TO AN EARTH-TONE BRICK, THE BUILDING IS ABLE TO MORE CLOSELY
RELATE TO THE EXISTING ENTRANCE SIGNS, WHICH CONSIST OF AN EARTH-TONE STONE BASE.
3. ADD THE STANDARD WINDOW GLASS NOTE TO THE ARCHITECTURAL DRAWINGS: VISIBLE LIGHT
TRANSMITTANCE (VLT) SHALL NOT DROP BELOW 40%. VISIBLE LIGHT REFLECTANCE (VLR) SHALL NOT EXCEED
30%.
VLT AND VLR NOTES HAVE BEEN ADDED TO THE ATTACHED ARCHITECTURAL DRAWINGS.
4. REVISE THE PLANS TO CLARIFY THE USE OF SPANDREL GLASS. PROVIDE A GLASS SAMPLE FOR REVIEW.
PREVIOUS SPANDREL GLASS HAS BEEN REPLACED BY METAL INFILL PANELS. METAL PANELS ARE
REFERRED TO ON THE ARCHITECTURAL ELEVATION DRAWINGS BY THE LETTER “D”; SEE PAGE A2.1.
5. TO SCREEN THE MECHANICAL EQUIPMENT, CONSIDER AN ALTERNATE SPECIES OF EVERGREEN SHRUB
WHOSE HEIGHT IS MORE CONSISTENT WITH THAT OF THE EQUIPMENT.
AN ALTERNATIVE SPECIES OF SHRUB AS BEEN SPECIFIED WHOSE HEIGHT MORE ACCURATELY
CORRESPONDS TO THAT OF THE EQUIPMENT - THE RHODODENDRON; SEE SHEET SP6.
6. ADD THE STANDARD MECHANICAL EQUIPMENT NOTE TO THE ARCHITECTURAL PLANS: VISIBILITY OF ALL
MECHANICAL EQUIPMENT FROM THE ENTRANCE CORRIDOR SHALL BE ELIMINATED.
NOTE REFERRING TO THE VISIBILITY OF THE MECHANICAL EQUIPMENT HAS BEEN ADDED TO THE
ATTACHED ARCHITECTURAL DRAWINGS.
7. REVISE THE LIGHTING PLAN IN THE SITE PLAN TO MAKE THE PROPOSED LIGHT FIXTURES CLEARLY LEGIBLE.
LIGHTING PLAN HAS BEEN MODIFIED TO MAKE LIGHT FIXTURE LABELS CLEARLY LEGIBLE.
8. COORDINATE LIGHTING (LAMP TYPE, FINISH COLOR, COLOR TEMPERATURE) WITH THAT IN THE
RESIDENTIAL DEVELOPMENT. INCLUDE A LUMINAIRE SCHEDULE ON THE LIGHTING PLAN WITH ALL STANDARD
INFORMATION. INDICATE THE COLOR TEMPERATURE OF THE PROPOSED LAMPS. INDICATE FIXTURE FINISH.
LIGHTING HAS BEEN REVISED TO MORE CLOSELY COORDINATE WITH THE RESIDENTIAL DEVELOPMENT,
SEE SHEET SP5.
9. INCLUDE A NOTE ON THE LIGHTING PLAN INDICATING THE OVERALL HEIGHT OF THE PARKING LOT POLE
FIXTURE, INCLUDING THE BASE (IF USED). MAXIMUM HEIGHT SHALL NOT EXCEED 20’.
NOTE REFERRING TO HEIGHT OF POLE FIXTURE HAS BEEN ADDED TO LIGHTING PLAN, SEE SHEET SP5.
10. INCLUDE THE COMPLETE LANGUAGE OF THE STANDARD LIGHTING NOTE ON THE SITE PLAN: EACH
OUTDOOR LUMINAIRE EQUIPPED WITH A LAMP THAT EMITS 3,000 OR MORE INITIAL LUMENS SHALL BE A FULL
CUTOFF LUMINAIRE AND SHALL BE ARRANGED OR SHIELDED TO REFLECT LIGHT AWAY FROM ADJOINING
RESIDENTIAL DISTRICTS AND AWAY FROM ADJACENT ROADS. THE SPILLOVER OF LIGHTING FROM
LUMINAIRES ONTO PUBLIC ROADS AND PROPERTY IN RESIDENTIAL OR RURAL AREAS ZONING DISTRICTS
SHALL NOT EXCEED ONE HALF FOOTCANDLE.
