MOwee WHITE HALL DISTRICTS r Scenic Highway Variance Request Werner and Susan Kappes, Jellystone Park Campground December 12, 1988 Justification for the Request Whereas the closing of Lake Reynovia Campground and the franchise conversion to a Yogi Bear's Jellystone Park Camp-Resort from a Safari Campground has resulted in a substantial increase in our business, we need a larger ser- vice area for our customers. Whereas the length of most camping units has increased to 50'' to 65' total length (towing vehicle and trailer or motoirhome and towed car) from the maximine lengths of 404 ten years ago, we need to reduce the congestion on Rt. 250 as they enter our campground by providing large parking areas within the boundaries of our Park and an enlarged service area for registering campers quickly for settling them on their sites. Whereas we want to preserve and maintain the character of the district and, thus, the esthetic beauty of a scenic highway, we want to build onto the present store/residence building in such a way as to minimize the visual impact from Rt. 250 and to present as pleasing an architectually designed buildin~ as possible. Whereas the floorplan of the store/residence limits the enlargement of the store to only the north or east sides, and, whereas our north variance request w s denied, we have to build east into the present parking lot. Whereas the present building, built in 1970 before the scenic corridor was defined, is sitting 14' on the scenic 150' set back, we need to request a variance in order to build an addition in..line with the front of the pre- sent building. Whereas the present building sits 136' back from the highway right-of-way and is substantially further back than 6 of the 7 immediate buildings located on neighboring properties, we feel that an addition also 136' back would not be detrimental to the adjacent properties. Whereas our business is unique along Rt. 250 because it serves large camping units owned by tourists lured here by historical homes, and a national park or parkway that caters to campers, we feel that this variance request not a precedence for other private or commercial requests along this highway. Therefore, we request approval of a 14' by 30' variance on the scenic highway corridor of Rt. 250 in order to add a structure to the existing store/ residence to the EAST as the Board of Zoning Appeals recommended. The following reasons from VA-88-.75 Request sill apply: 1) Twenty-four security is necessary for the business use of this property requiring on-site housing for the manager. 2) This manager's residence must be within. sight supervision of the swimming pool, and close to the entrance of the campground for control of traffic and customers. 3) Rt. 250 has an unusually wide-right-of-way of 110 feet in front of the property. This 110' right-of-way exists for only approximately 10 miles, from Crozet intersection of Rt. 240 and Rt.635 to the top of Afton Mountain.
