Schweller Williams Mullen 321 E Main Street, Suite 400 Charlottesville, VA 22902 lschweller@williamsmullen.com RE: SP201900004 Virginia Institute of Autism Adult Service Center Dear Ms. Schweller: Staff has reviewed your revised submittal materials for a special use permit regarding the Virginia Institute of Autism (VIA) Adult Service Center (SP2019-04). The following are comments related to the revised conceptual plan. We would be glad to meet with you to discuss these comments if you have questions. Planning The following comments are related to planning: 1. Please provide ten (10) copies of an amended conceptual plan that use the same date in the title panel and within the title block. Transportation Planning The following comments related to on-site vehicular circulation have been provided by Daniel Butch: 2. Hillsdale Dr is currently in a traffic calming study by VDOT. In the provided autoturn analysis, buses exiting the parking lot turning right need to utilize both travel lanes on Hillsdale. a. Please confirm if buses will always be making right turns in and right turns out. b. If buses will be making left turns in and left turns out with right turns in and right turns out, please update current autoturn analysis. c. Narrative states buses will be dropping off at 8:45 am and picking up at 2:45pm. Please illustrate all four (4) buses parked in pick up and drop off area. Or, please confirm if drop off and pick ups will be staggered in time. Virginia Department of Transportation (VDOT) The following comments related to transportation have been provided by Adam Moore: 3. The bus autoturn analysis out of the site is not advisable by VDOT, particularly since the application proposes to use four buses for pick-up/drop-off services regularly. Please explore another option that does not utilize the entire width of the public road. Engineering The following comments related to engineering have been provided by Frank Pohl: 4. Suggest erosion and sediment control measures (silt fence) at the limits of disturbance. Draft SP Conditions Staff have drafted the following conditions. Please note these are draft conditions and have yet to be reviewed by the County Attorney’s office and the Zoning Division. 1. Development of the use shall be in general accord with the conceptual plan titled “Virginia Institute of Autism Adult Service Center” prepared by Timmons Group, with the latest revision date of 04.15.2019, as determined by the Director of Planning and the Zoning Administrator. To be in general accord with the Conceptual Plan, development shall reflect the following major elements within the development essential to the design of the development: a. Location of potential future outdoor recreation area as shown on the plan. Minor modifications to the plan which do not conflict with the elements above may be made to ensure compliance with the Zoning Ordinance. 2. Maximum enrollment shall be 65 participants. 3. Normal hours of operation for the center shall be from 7:30am to 6:00pm, Monday through Friday, with occasional evening and weekend activities. 4. Prior to converting a portion of the parking area to outdoor recreation space, provide silt fencing along the top of preserved steep slopes.
