Dear Sir:
This letter is to inform you that on July 11, 1989, during the
regular meeting of the Albemarle County Board of Zoning Appeals,
your application for VA-89-45 was approved.
This variance approval allows relief from Section 5.8 of the
Albemarle County Zoning Ordinance to allow permanent use of four
(4) mobile office trailers as classrooms subject to the following
conditions.
1) that the variance be granted for a period not to exceed
three (3) years.
2) that the location of the (4) mobile classrooms be approved
by the Zoning Administrator, and
3) the screening be approved by the Zoning Administrator

OWNER/APPLICANT: Albemarle County School Board
(Red Hill Elementary School)

ACREAGE: 4. 55 Acres
LOCATION: On the south side of Rt 760 , at the
intersection with Rt 710
REQUEST: The applicant seeks a variance from Section 5.8 of the
Albemarle County Zoning Ordinance. This section
states:
"5.8 Temporary Nonresidential Mobile Homes
A temporary nonresidential mobile home may be
authorized by the zoning administrator provided the
mobile home is used to house a planned permanent use
and the applicant has received site plan approval
for such permanent use on the same site. . . ."
The applicant proposes to use two ( 2) trailers for a period
not to exceed five ( 5 ) years. Due to the length of this period
of time, it is listed as permanent and not temporary use. Four
( 4) trailers presently exist by approval of VA-88-39 on June 28,
1988.
RECOMMENDATION:
Variances for this purposes (public or private) are commonly
recurring to the extent that additional ordinance provisions may
be warranted. Public uses such as schools, are considered
essential to the welfare of the community, and as such are given
special consideration. For example, public uses and buildings
such as schools are permitted by right in all zoning districts.
With fluctuating enrollment from one school year to another, the
use of temporary classroom space becomes necessary to the school
operation.
Staff recommends that all efforts be made to preserve the
row of Oak trees planted along the road frontage.
Because it serves a public purpose and as such is essential
to the welfare of the community, this application should be
approved. The following conditions are recommended for approval:
1) That the variance be granted for a period not to
exceed five years;
2) That the location of the office trailers shall be
approved by the Zoning Administrator.
