(11), (14) and (15), 14-302(B)(1), (2), (4), (5), (6), (7), (9) and (10), 14- 303(A), (B), (C), (D), (E), (F), (H), (I), (L), (0) and (P), 14-312 and 14-314_ Information is too condensed to accept notes, vicinity map, signature blocks, line -curve data. (1' =200') 3. Revise proposed 0.9045 Ac. Forest /Open Space easement to exclude all areas streamward of normal WSE, or other identifiable horizontal limit of waters of the U.S. Mechums River may not be included in forest /open space easement. Owner retains limited control over waters of the U.S. (Rev. 1) Addressed. 4. Recommend reconfigure 0.9045 Ac. easement to lie within stream buffer (outside horizontal limits of Mechums River), since ordinance limits activities which may occur within stream buffers. Note: Possible error in GIS may show WPO buffer wider on TMP 04200-00-00-059BO than it actually is. Working with GIS, but in the meantime, recommend restrict forest /open space easement to 100' offset from edge of river. (Rev. 1) Addressed. As, discussed 7/12, GIS is accurate: FEMA mapped floodplain and stream buffer are identical on T.M. 42 Parcel 52B at this location. 5. Include text scale; i.e., 1" =200', 1" =100' etc. (Rev. 1) Addressed. 6. Recommend distance be represented x.xx' as opposed to x.xxFt. which adds text characters. Notes /Planning Div. comments follow, in their entirety (comments d. 6/20/19) (Rev. 1) Item 8 (1.-5.) appears to be addressed, with one follow-up. Note: Planning retains control to review /approve plat revisions in response to Planning comments (listed below, item 8.) Item 8. sub -items 15. appear to be addressed to Engineering. See request for slight revision to owner signature panel at 2c. 1. 14-302(A): Include a vicinity map at a scale of 1 " = 2,000 feet or at other appropriate scale. (Rev. 1) Addressed. 2. Please add the following notes to the plat: (Rev. 1) 2.a, b, c, d Addressed. 2a. 14-302(B)(5): Include the zoning district, which is RA Rural Area. 2b. 14-302(B)(7): Add the watershed water supply note to the notes section. 2c. 14-302(B)(10): Add the following note: "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." 2d. 14-303(A): Add the following note, revised as needed with the correct information for this plat: "The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any." 3. 14-303(0)(P): Include signature panels for each owner and for the agent or his designee. The signature panel for the owner shall be located immediately below the statement required by the statement in comment 2c. (Rev. 1) Partially addressed. Asefollow-up: Engineering recommends type each owner's name in Owner Approval Signature Panel (on first line /Owner Name): Craig A. Johnson, Leigh D. Johnson. Plats that leave print information up to an individual run risk of information that is unclear, or illegible, and that may later require revision. 4. 14-303(0): Include a signature block for the agent (County). (Rev. 1) Addressed. 5. Please revise the adjacent parcels information. It appears TMP 42-58A is shown twice and on 58A1. Additionally, TMP 42-125 appears to be 42-127 in GIS. (Rev. 1) Addressed. 9. Forest /open space easement; provide these notes on plat (—from a recorded plat- text image deleted, with Rev. 1): (Rev. 1) Partially addressed. As follow-up: Since there are no known existing utility easements or agreements on T.M. 42 Parcel 5213, please edit last portion of last sentence of the longer of two Forest /Open Space Easement -related notes, which reads, `...shall be permitted as described in existing and future utility easements and agreements,' to read instead, `...shall be permitted as described in any existing or future utility easements and agreements.' Slight edit may help to clarify, or avoid misunderstanding. 10. Label Decca Lane. (Rev. 1) Addressed. 11. Provide deed bk.-pg. ref. for Decca Lane. (Rev. 1) Not addressed. Provide SWM Facility Easement (— blue circle, below). Provide easement around wet pond. SWM Access and Forest /Open Space Easements appear to be fine, but plat must establish SWM Facility easement for wet pond (SWM detention facility). 16. Revise plat title: Insert between first and second lines of title, a new line: `SWM Facility & SWM Access Easement Plat.' 17.
