Initial comments for the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services (Planner) Albemarle County Engineering Services (Engineer) Albemarle County Building Inspections Albemarle County Department of Fire Rescue Albemarle County Planning Services (Architectural Review Board) Virginia Department of Transportation — no objection Albemarle County Service Authority — no objection Albemarle County Information Services (E911) — no objection Comments reflect information available at the time the development proposal was reviewed and should not be considered final. However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to approval. A special exception was requested to modify Section 5.1.40(b)(2)(c) of the Zoning Ordinance, particularly the requirement that "in no case shall the closest point of the back of the antenna be more than twelve (12) inches from the facility ". Per the narrative submitted with the application, the closest point of the back of the antennas will be approximately 18 inches from the face of the monopole. However, the proposal will comply with the larger (18") limitation for the farthest point of the back of the antenna. Staff has no objection to this request and has scheduled this item on the consent agenda for the Board of Supervisors' August 21, 2019 meeting. Engineering — John Anderson G-1 1. Recommend revise plan title to: SDP201900038, Shadwell (Easton Property) Tier II PWSF. 2. Recommend SDP201900038 sheet G-1 include estimate of Limits of Disturbance (ft2). 3. Depending on area of LOD, a VSMP /WPO Plan may be required. 4. Vicinity Maps are not to scale. Provide 1"=1,000' or 1"=2,000' scale vicinity map/s. C-1 5. Label limits of existing drive. 6. Label I-64 and U.S. Rt. 250 R/W. C-lA 7. Recommend provide note listing LOD Area, xx.x ft2. C-4 8. Albemarle does not object if ESC Notes appear with Grading Plan, but project may not be subject to VESCP requirements. If, for example, tower compound LOD is 40' X 75' (or <) and drive LOD is 20' X 350' (or <), or any design total LOD <10,000 ft2, then project is not subject to VESCP or VSMP requirements (see 17-300, 17-302). 9. Show LOD calculation. List total project Limits of Disturbance, U.S. Rt. 250 to compound. Do not include existing gravel road /drive. Include improvements at Rt. 250 (VDOT PE-1 Private Entrance and Low -Volume Commercial Entrance detail). 10. Coordinate land use permit with VDOT. 11. Submit VSMP /WPO Application if LOD=10,000 ft2. C-4C 12. Albemarle does not object if ESC Sequence appears on site plan, but project may not be subject to VESCP requirements. See item 8, above. If total LOD = 10,000 ft2, submit VSMP /WPO Application, transfer ESC information to a VSMP /WPO Plan (ref. 17-300, 17- 302), and remove ESC-related information from the site plan. 13. If VESCP /VSMP requirements apply, ESC /SWM plan measures require bond; bond must be posted prior to scheduling preconstruction with Albemarle or receiving a Grading Permit. Building Inspections — Michael Dellinger 1. Add the following note to the general notes page: "Building and electrical permits are required for the tower, any structure greater than 150 sgft housing equipment, and the electrical service." Fire and Rescue — Shawn Maddox 1. Any gate must have a minimum clear opening width of 20'. 2. The proposed road width must be 20' of unobstructed travel width. ARB — Margaret Maliszewski The ARB took the following actions at its July 15, 2019 meeting: Regarding the Certificate of Appropriateness for the ground equipment and base station: Motion: Mr. Wardell moved to approve the Certificate of Appropriateness for the ground equipment and base station. Mr. Van der Werf seconded the motion. The motion carried by a vote of 3:0 (Hancock and Stoner absent). Regarding visibility of the monopole: Motion: Mr. Wardell moved to forward the following recommendation to the Agent: The ARB finds that the proposed location will sufficiently minimize the visibility of the monopole from the Entrance Corridor. Mr. Van der Werf seconded the motion. The motion carried by a vote of 3:0 (Hancock and Stoner absent). Virginia Department of Transportation (VDOT) — Adam Moore No objection. ACSA — Richard Nelson No objection. E911— Andy Slack No objection.
