(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] [4.12] Identify on the plan the five parking spaces that are proposed to be removed to ensure that the parking area is in compliance with the maximum number of parking spaces permitted. If these parking spaces are in another portion of Martha Jefferson Hospital's property, please identify where this location is, along with the subject parking spaces. 2. [32.7.8] Provide a lighting plan for the proposed new outdoor lighting that is shown in the parking areas. 3. [32.7.9] In the plant schedule on sheet 6, two (2) London plane trees are listed; however, three are shown on the plan — two on either side of the new entrance and one nearby between the sidewalk and the edge of the project boundary. Please revise the plant schedule. 4. [32.7.9] Identify the shrubs proposed to be planted in this area, and include them in the plant schedule. 5. [32.7.9] The site layout sheet shows a two -foot overhang for the parking spaces on the far western portion of the new parking area; however, the landscape sheet shows shrubs being planted in this area. Please revise. Also, depict all of the grass overhang areas on the landscaping sheet so that staff can ensure there is adequate spacing with the new landscaping proposed. Comments from Other Reviewing Departments and Agencies Albemarle County Engineering Services — Matthew Wentland, mwentland@albemarle.org — Requested Changes; please see the comment below: 1. The VSMP plans will need to be submitted and approved before site plan amendment approval. Albemarle County Building Inspections — Michael Dellinger, mdellinger@albemarle.org — Requested Changes; please see the comments below: Add the following note to the general notes page: 1) Accessible parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same level as the parking space they serve. 2) Accessible parking spaces to have signage in accordance with the Virginia Construction Code. Painting asphalt only markings do not comply. Other than these two items, no objection. Albemarle County Fire -Rescue — Shawn Maddox, smaddox@albemarle.org — No Objection. Albemarle County Service Authority — Richard Nelson, rnelson@serviceauthority.org — Requested Changes; please see the comments below: Sheet 2 — Include Deed Book and Page number for water easement. Sheet 4 — Ensure the existing water main does not need to be adjusted with the proposed grading. Add a comment to have the contractor contact ACSA 3 days in advance to the FHA relocation to schedule an inspector to be on site. Call out the sewer manhole to be adjusted as privately owned.
