Daniel Butch, Senior Planner - Transportation SCHOOL DISTRICT: Kristian Zimmerman- Planner II, TJPDC N/A BACKGROUND: The Thomas Jefferson Planning District Commission (TJPDC), which also staffs the Charlottesville - Albemarle Metropolitan Planning Organization (C-A MPO) has completed the Jefferson Area Bicycle and Pedestrian Plan 2019 (the 2019 Plan) as an update to the 2004 Jefferson Area Bicycle, Pedestrian and Greenways Plan. The 2019 Plan was developed over two years of community engagement and outreach, made possible through a grant awarded by the Charlottesville Area Community Foundation to TJPDC and Piedmont Environmental Council. Creation of the 2019 Plan involved extensive public involvement and collaboration with County/City staff. The 2019 Plan brings together multiple planning efforts to provide a guide for implementation on a regional scale. The Jefferson Area Bicycle and Pedestrian 2019 Plan was adopted by the CA-MPO Policy Board in February 2019, the Planning District Commission in March 2019, and Albemarle County Planning Commission on May 7, 2019 the Planning Commission voted 7:0 to adopt the resolution to recommend approval of CPA201900001 (Attachment A4). DISCUSSION: The 2019 Plan identified corridors of regional significance encouraging implementation on the regional scale by enhancing connectivity between residential areas and economic centers within the urban areas of Albemarle County, and the City of Charlottesville. Recommendations are also provided regionally for towns, development areas, and rural areas in Albemarle, Greene, Louisa, Nelson and Fluvanna Counties. This Plan also recommends bicycle and pedestrian safety and education programs to reduce roadway crashes and injuries among pedestrians and bicyclists. The goal is to increase awareness of the responsibilities of pedestrians, bicyclists, and motorists, and promote tolerance among all roadway users. The creation of an online regional dataset and map of existing and proposed bicycle and pedestrian infrastructure is currently in progress between the County of Albemarle, the City of Charlottesville, and UVA. This is an on -going planning effort in coordination with TJPDC. Once complete, this map will be a collaborative resource with the 2019 Plan to identify, prioritize, and advocate for bicycle and pedestrian infrastructure in the region. Implementation will require effort from the regional stakeholders to create an accessible bicycle and pedestrian infrastructure network with regional significance. The 2019 Plan will be provided to all local governments within the region for their consideration for inclusion in their Comprehensive Plans and specific transportation, recreation, bicycle and pedestrian planning documents. The 2019 Plan- if adopted- shall serve as a foundation for studying, promoting, and improving the connectivity and safe use of bicycles and pedestrian routes within Albemarle County. RECOMMENDATIONS: The Jefferson Area Bicycle and Pedestrian Plan 2019 CPA2019-0001: To consider amending Chapter 10- Transportation of the Albemarle County Comprehensive Plan by formally incorporating recommendations from the Jefferson Area Bicycle and Pedestrian Plan 2019. Completed by the TJPDC, the 2019 Plan is an update of regional bicycle and pedestrian improvements. CPA2019-0001 would replace references to the 2004 Jefferson Area Bicycle, Pedestrian, and Greenways Plan and amending references to Chapter 10 Transportation Appendix A10.1. The 2019 Plan establishes new regional corridors of significance and provides recommendations for implementation of bicycle and pedestrian improvements for regional connectivity. References to the 2004 Jefferson Area Bicycle, Pedestrian, and Greenways Plan in Chapter 10- Transportation can currently be found under Objective 4 Strategies 4a and 4c. The 2019 Plan is supportive of the transportation chapter's goal of an increasingly multimodal, environmentally sound, well maintained, safe and reliable transportation network. Staff recommend the Board of Supervisors: 1: Adopt the attached Resolution (Attachment E) to Approve Amending the Albemarle County Comprehensive Plan, CPA2019-0001 to formally incorporate recommendations from the Jefferson Area Bicycle and Pedestrian Plan 2019 under Objective 4 strategy 4a and strategy 4c. 2: Approve adding the Jefferson Area Bicycle and Pedestrian Plan 2019 reference under Transportation A.10.1 Appendix under new reference of A.10.17.
