RE: Greer Elementary School
Tax Map 60, Parcel 78A
Dear Sir:
This letter is to inform you that on October 10, 1989, during
the regular meeting of the Albemarle County Board of Zoning Appeals,
your application for VA-89-85 was approved.
This variance approval allows relief from Section 5.8 of the
Albemarle County Zoning Ordinance to allow permanent use of one (1) mobile
office trailer as classrooms subject to the following conditions:
1) That the variance be granted for a period not to exceed
four (4) years, and
2) That the location of the office trailer shall be approved
by the Zoning Administrator.
If you have any questions, please contact our office.
Sincerely,
John Grady
Deputy Zoning Administrator

Public Hearing: October 10, 1989
STAFF REPORT - VA-89-85
APPLICANT: Albemarle County School Board
(Greer Elementary School)
TAX MAP/PARCEL: 60/78A
ACREAGE: 216.762 acres
ZONING: RA, Rural Areas
LOCATION: Located off Hydraulic Road (Rt. 743) and Lamb's
Road (Rt. 657) behind Albemarle High and Jack
Jouett Middle Schools
REQUEST:
The applicant seeks a variance from Section 5. 8 of the Albemarle
County Zoning Ordinance. This section states:
"5.8 Temporary Nonresidential Mobile Homes
A temporary nonresidential mobile home may be authorized by
the zoning administrator provided the mobile home is used to
house a planned permanent use and the applicant has received
site plan approval for such permanent use on the same
site . . . "
The applicant proposes to use one (1) office trailer as
classrooms, for four (4) years. It is proposed to be located
behind the school, near the playground. The perimeter of this
area is heavily wooded, and it will not be visible from adjacent
property.
RECOMMENDATION:
Variances for this purpose (public or private) are commonly
recurring to the extent that the additional ordinance provisions
may be warranted. See the attached letter from Robert Thraves to
Wayne Cilimberg, Director of Planning and Community Development.
Public uses such as schools, are considered essential to the
welfare of the community, and as such are given special
consideration. For example, public uses and buildings such as
schools are permitted by right in all zoning districts. With
fluctuating enrollment from one school year to another, the use of
temporary classroom space becomes necessary to the school
operation.

Because it serves a public purpose and as such is essential to the
welfare of the community, this application should be approved.
The following conditions are recommended for approval:
1) That the variance be granted for a period not to exceed four
(4) years.
2) That the location of the office trailer shall be approved
by the Zoning Administrator.
