The Planner will approve the site plan when the following items (from the Planner and from other SRC plan reviewers) have been satisfactorily addressed and when all SRC plan reviewers have indicated in writing their tentative approvals. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [32.6.2(a), 32.5.2(a)] Title. Note the application number for this amendment is SDP201900031. Also, please replace "Major" with "Minor" in the header, as this application is being processed as a minor site amendment. 2. [32.6.2(i), 4.12.17(c), 5.1.60 (g)] Travelway widths. a. Label pavement widths for all travelways, particularly in areas in front of the building. b. There are a few issues with the travelway widths currently proposed. i. [4.12.17] Revise one queuing lane for the car wash facility to be at least 12ft in width to meet the minimum design requirements for one-way circulation. ii. [5.1.60, 4.12.2] Revise the second queuing lane for the car wash facility to be at least 1 lft in width. This modification may be granted as it is found to be in general accord with the standards provided by Sec. 5.1.60(g). iii. [4.12.17] The width of the travelway supporting two-way travel between the site entrance and car wash queuing lanes currently measures 19.5ft at the narrowest point. The minimum design standard for two-way travelways is 20ft, as provided in Sec. 4.12.17(c). Revise the travelway such that the face -of -curb to face -of -curb width is 20ft. [32.5.2(b)] Parking requirement. a. Parking requirements for car wash uses are not specifically regulated within the County Ordinances. However, by researching other site plans for car wash facilities in Albemarle County, it was found that the parking requirement for this facility was calculated similarly to other approved facilities in the County. As such, the metric for parking space allocation is acceptable to staff. If, however, the allocation of space between uses should change in the future, those changes may impact the parking requirement for this development. b. Align the parking stall count provided on the Cover Sheet with that given on the Landscape Plan. 4. [32.7.9.6(a)] Landscaping within a parking area. a. Provide a calculation to demonstrate that the minimum area requirement for landscaping within a parking area is being met. Note: An area of at least five (5) percent of the paved parking and vehicular circulation should be landscaped with trees or shrubs. Refer to Sec. 32.7.9.6(a) for more information. b. The table provided on Sheet L1.03 indicates three (3) trees are provided in the interior parking lot area. However, it looked as though only two are shown on the plan. Is this correct? 5. [32.6.2(a), 32.5.1(c)] Dimensions. Three (3) different acreages are given for the subject parcel throughout the plan. Review and align to a single acreage measurement. Also, do the area measurements listed on the plan sheets (1.1495 AC and 50,192.10 SF) both represent the size of the parcel area? Or does the square foot measurement refer to the size of the building? If they represent two different aspects, make this clear. If they both represent the same aspect (parcel area), please confirm that the measurements provided are correct. As is, the conversion between units is inaccurate. 6. [32.6.2(a), 32.5.2(b)] Building size. Clarify on the Cover Sheet the size of the building and, of that, how space will be allocated between uses (office/car wash). Currently, the building square footage listed in the notes and the square footage use breakdown offered in the trip generation table do not match. Review and align accordingly. 7. [32.6.2(a), 32.5.2(a)] Application Plans. Note in the Site Data notes that the approved final site plan for the property is SDP 198900047. 8. [32.6.2(a), 32.5.2(a)] Zoning. All zoning overlays that exist on the property should be included in the zoning notes and line item. Therefore, revise the zoning note line to "HC- Highway Commercial, Airport Impact Area, Entrance Corridor, and Managed Steep Slopes" and delete the current line items for Airport Impact Area and Entrance Corridor. 9. [32.6.2(a), 32.5.2(a)] Building separation. Include the minimum building separation requirement in the setback notes on the Cover Sheet. 10. [32.6.2(a), 32.5.2(a)] Table of Contents. Provide a table of contents on the Cover Sheet noting sheet numbers, titles, and a total number of sheets. 11. [32.6.2(a), 32.5.2(a)] Water supply. Revise site data title on Cover Sheet from "Drinking Water Watershed" to "Water Supply Watershed". 12. [32.6.2(a), 32.5.2(a)] Parcel owner(s). The plan names different owner(s) for the subject property between the Cover Sheet and plan sheets. Review and revise. 13. [32.6.2(a), 32.5.2(a)] Abutting Parcel Owners. Provide the zoning district and present uses for each abutting parcel, in addition to the tax map and parcel numbers and owner(s). 14. [32.6.2(a), 32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest existing street intersection from the proposed ingress and egress. 15. [Albemarle County Engineering Policy] Sight distance. Indicate the available sight distance for entrances and left turn lanes. 16. [Albemarle County Engineering Policy] Retaining walls. Will there be retaining walls in areas where new light poles are proposed? If so, label the maximum height of the retaining walls. 17. [32.6.2(a), 32.5.2(d)] Slopes. Change the label for "Managed Critical Slopes" on Sheet L1.02 to "Managed Steep Slopes" to align with the zoning ordinance. 18. [32.6.2(a), 32.5.2(n)] Fence.
