SDP2018-66 Longhorn Steakhouse - Initial Site Plan
Mr. Jack DeGagne,
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer
submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in
section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of
the final site plan.
The final site plan will not be considered to have been officially submitted until the following items are received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. The applicable application fee
Please submit 13 copies of the final plans to the Community Development Department. The assigned Lead
Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the
final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature until
tentative approvals for the attached conditions from the following agencies/reviewers have been obtained:

The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [Conditions of Variation Approved 7-17-19] The final site plan shall comply with the following conditions:
1. The final site plan must provide a shared use path, at least 10 feet wide, along the entire expanse of the
eastern boundary of the lease area. The path must:
a. Connect to the required sidewalk along the southern egress for the site.
b. Include a 6' wide landscape strip between the shared use path and the mall "ring road"
travelway, planted with street trees meeting the requirements of Section 32.7.9.5.
2. If VDOT does not approve a connection of the northernmost proposed shared use path to the existing
sidewalk on Rte. 29, then the applicant must provide in place of the required sidewalk along the
southern egress of the site either a 10' wide shared use path and a 6' wide landscape strip OR a 10,
wide sidewalk and a 6' wide landscape strip for the duration of the southern egress road. In either
case the landscape strip must abut the road and be provided the required street trees pursuant to
Section 32.7.9.5 to buffer pedestrians. The total width of these improvements shall be 16' wide.
2. [33.44, 32.7.2.3(a), 32.7.2.3(b), 32.7.2.3(c)] Provide a 5' wide sidewalk along the southern egress road south of the
site. Ensure it connects to the existing sidewalk along Rte. 29 and the required shared use path discussed above. The
pedestrian connection shall meet ADA standards.
3. [33.44, 32.7.2.3(b), 32.7.2.3(e)] The 8' wide shared use path along the northern boundary of the lease area shall be
revised to be 10' wide.
4. [32.7.9.5(e)] Provide a single row of 12" tall evergreen shrubs along the perimeter of the parking area adjacent to Rte.
29 and the southern egress road where there is currently a large opening being produced by the uneven spacing of the
street trees.
5. [32.5.1(c), 32.6.2(a), 32.6.2(g)] Offsite storm sewer and sanitary sewer easements are required on TMP 06100-00-00-
13000. This property is not owned by the same owner as the subject property. All required off -site easements must be
approved and recorded prior to final site plan approval. Recordation information of this action shall be provided on the
final site plan.
6. [32.6, 32.4.3.2, 32.4.3.3, 32.4.3.6, 32.4.3.21 The final site plan shall not be approved until all SRC reviewers have
approved the plan. Their comments are referenced below and attached.
7. [32.6, 32.6.1, 32.6.21 The final site plan shall meet all the requirements of section 32.6 of Chapter 18 of the Code.

Dear Mr. DeGagne,
At its meeting on Monday, June 17, 2019, the Albemarle County Architectural Review Board unanimously
voted to forward the following recommendations on the above -noted Initial Site Development Plan to the
agent for the Site Review Committee:
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and
recommended conditions of initial plan approval:
1. None. Note that a Certificate of Appropriateness is required prior to final site plan approval.
• Regarding recommendations on the plan as it relates to the guidelines: None.
• Regarding conditions to be satisfied prior to issuance of a grading permit: None.
• Regarding the final site plan submittal:
1. Consider revising the porch element.
2. Revise the Exterior Finish Legend on the architectural elevations (A5.1 and A5.2) to reflect only
those materials and colors that are proposed for this project. Omit any superfluous notes.
3. Submit manufacturer's specifications for the storefront window system.
4. Provide renderings of the proposed pedestrian connection in the northwest corner of the site as
seen from the EC.
5. Revise the demolition/tree conservation plan, grading plan, and landscape plan to show tree
protection fencing outside of areas to be disturbed and graded.
6. Include a detail of the guide rail in the site plan. Provide a design that has an appropriate
appearance for the Entrance Corridor and that is compatible with the existing railing on the site.
Provide color/material samples.
7. Provide the standard mechanical note on the General Notes (Sheet C2.1) of the site plan set:
Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated.
8. Provide manufacturer's cut sheets for all proposed lighting models. Provide the total lumens for all
proposed light fixtures with LED lamps, and lamp type and wattage for all non -LED lamps in the
luminaire schedule on the lighting plan (C4.1).
9. Rectify discrepancies, errors, and omissions in the luminaire schedule. Provide the complete
catalog number for proposed fixtures, including but not limited to the finish color.
10. Specify the color(s) for all proposed exterior light fixtures in the manufacturer's cut sheets or in
the luminaire schedule.
11. Provide the full and complete standard lighting note on the lighting plan (C4.1) of the site plan set:
Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a
full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads. The spillover of lighting from luminaires onto
public roads and property in residential or rural areas zoning districts shall not exceed one half
footcandle.
12. Ensure that all proposed wall -mounted architectural lights are accounted for in the lighting plan
(C4.1).
13. Limit lighting to that which is needed for safety/security rather than emphasis on the building
fagade illumination.
14. Provide full cut-off lights for any lamp emitting 3,000 initial lumens or more.
15. Eliminate lighting that illuminates the outline of any structure. Indicate the locations of all light
fixtures on the lighting plan (C4.2). Revise the photometrics to account for all proposed lighting.
Include cut sheets for all fixtures in the site plan.
16. Provide additional landscaping area to ensure that proposed street trees along the EC frontage will
not conflict with easements.
17. Ensure that there are no potential conflicts between the proposed placement of freestanding light
fixtures and proposed canopy trees, particularly the placement of the proposed light in the center
of the parking area which overlaps with the canopy of a Kentucky coffee tree proposed in a
parking island.
18. Ensure that the placement of proposed trees will not conflict with the canopies of existing trees on
the site.
19. Ensure that the proposed locations of trees do not conflict with the proposed and extant locations
of utility lines.
20. Note that a separate sign application submittal is required, but not before final site plan approval.
You may submit your application for continued ARB review at your earliest convenience (your next expected
submission is for a Final Site Development Plan). Application forms, checklists and schedules are available
on-line at www.albemarle.or /g ARB. Please be certain that your ARB submittal addresses the above -noted
issues.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dynamic Engineering, revised
24 April 2019, and offers the following comments:
1. Provide details concerning the proposed retaining wall modification. Details will be sent
to the Culpeper District Structure & Bridge Section for review.
2. It appears that runoff will concentrate on the proposed pedestrian connection from both
sides. This will have to be properly managed; please provide detail.
If further information is desired, please contact Justin DeeI at 434-422-9894.
However, note that a VDOT Land Use Permit will be required prior to any work within the right-
of-way. The owner/developer must contact the Charlottesville Residency Transportation and
Land Use Section at (434) 422-9399 for information pertaining to this process.
