Dear Mr. Price:
This letter is to inform you that on November 13 , 1990, during the
meeting of the Albemarle County Board of Zoning Appeals, the Board
unanimously approved your request for VA-90-70, subject to
approval by the from Architectural Review Board.
This variance approval allows relief from Section 4 . 15. 3 . 5 of the
Albemarle County Zoning Ordinance to incease the size of 2
directional signs from 2 square feet each to 25 square feet each
and to increase the area of 3 additional directional signs from 4
square feet each to 9 square feet each, a total variance of 57
feet for five directional signs.

ACREAGE: 25 acres
LOCATION: North side of Route 250 east, approximately
across from State Farm Blvd.
REQUEST:
The applicant requests relief from Section 3 . 0 of the Albemarle
County Zoning Ordinance, which states:
"3 . 0 Definitions: Sign, Directional: A sign, one end
of which is pointed, on which an arrow is painted or
otherwise indicates the direction to which attention
is called, not illuminated, four (4) square feet or
less in area, giving the name only of a person(s) ,
farm, business or other establishment. "
The applicant requests a variance to a) increase the size of 2
directional signs from 4 square feet each to 25 square feet each
and to b) increase area of 3 additional directional signs from 4
square feet each to 9 square feet each. Total variance of 57
square feet for 5 directional signs.
The applicant's justification includes:
1. The signs will be effective in directing public traffic in a
multi-use area.
2 . The signs will pose no visual impact on Route 250 East or
Ashcroft Subdivision.
3 . The proposed signs will be tasteful and discreet.
4 . The designed system is based upon a minimum cap height, that is
readable by visually impaired users.

RECOMMENDATION:
The Westminister site comprises (25) plus acres of residential
detached units, apartments, Health Center, office area and
maintenance buildings. The size of the site and the multiple uses
pose somewhat of a problem to the applicant in directing traffic
around the area.
Because the proposed signs will not be visible from Route 250 East
or Ashcroft Subdivision, the authorization of this variance should
not be of substantial detriment to adjacent property nor should
the character of the district be changed. However, the other two
criteria would not, in staff's opinion, be met. Therefore, staff
recommends the application be denied for cause.
1. The applicant has not provided evidence that the strict
application of the ordinance would produce undue hardship;
2 . The applicant has not provided evidence that such hardship is
not shared generally by other properties in the same zoning
district and the same vicinity.

Dear Mr. Knowles:
As per your request please find enclosed two sign permit
applications and a variance application which needs to be
completed, signed by the owner of the property, and returned to
our office with a justification letter and fees of $105. 00. Checks
should be made payable to the County of Albemarle.
In order for the variance application to be heard by the Board of
Zoning Appeals on November 13th, please submit this information by
October 15th.
