Mr. Coleman submitted a request to us to move his satellite dish thirteen ( 13) feet at at the request of the Albemarle County Zoning Department. This would be impossible due to the fact that Mr. Coleman experiences a great deal of microwave interference from Herds Mountain. After two weeks of testing and a great deal of expense to Mr. Coleman we found that this was the only location a satellite dish would work at a 95% capacity. The next available Board of Zoning Appeals meeting date is May 14, 1991. However, you expect that a special meeting will be necessary for the Board to review another zoning matter awaiting your determination. If this special meeting is called, our matter may also be placed on that agenda. This special meeting would occur sometime after May 14 , but before the June 11 meeting date. The reason for our request is to allow our expert to appear at the meeting to address the issue of microwave interference at the Coleman farm. Mr. Stuart Perry's firm tested for interference and can establish the fact that the satellite dish may not be located anywhere on the farm other than its present location. I have confirmed April 3 at 10: 00 a.m. for us to meet with Peyton Robertson, Bettina Ring of the Department of Forestry and Will Coleman. This site was 111 selected by Satellite Service, Inc. , and is located at Fox Ridge Farms, Virginia. The earth station was analyzed for reception of video traffic from all Idomestic C-band satellites located in the satellite arc from 65 to 143 degrees West Longitude. Operation on all the transponders in the 3700 111 to 4200 MHz frequency band was investigated. This analysis was performed for a Paraclipse 3. 8 meter antenna. The long term interference objective at 4 GHz was -147 dBW. This objective Ushould provide acceptable reception of video traffic from all the desired satellites . This detailed interference analysis is meant to provide an estimate of potential interference at this location and to recommend a course of future action. An analysis was undertaken to determine the potential for microwave interference to a receive/only earth station at the site specified in Section 1 . Section 1 describes the site location and the antenna ' considered in this analysis . IInitially, a computer analysis of this site was performed to determine the extent of potential interference on a line-of-sight (LOS) basis . This analysis considers the microwave environment with respect to the earth station and calculates predicted signal levels between these systems . Paths which exceed a given objective level are printed for further analysis . These objective levels give the maximum interference levels allowed between the earth station and the surrounding terrestrial microwave environment in the 4 GHz frequency band. To further analyze the effect of the predicted interference conflicts, terrain path profiles were prepared for the critical cases . This involves plotting the interference paths on topographic maps, typically 7 .5 minute series U.S.G.S. maps, to determine the terrain characteristics of the path. These calculations give the amount of signal attenuation achieved due to terrain blockage. Section 3 summarizes the results of the site analysis . This summary includes the number of cases that were considered for each antenna, the number of interference cases that remain and the proposed resolution of these interference problems . Table(s ) 3 . 1-1 summarizes the results of the interference analysis with ( ) y the predicted 0-H losses calculated on the various paths presented. If multiple analyses are conducted, such as changes in satellite arc or antenna, the results are presented in Tables 3 . 1-2 and 3 . 1-3, etc. A brief explanation of the various columns in Table(s) 3 . 1-1, follows: PATH ID: This is the predicted interference path. The first site listed is the transmitter at 4 GHz . I BAND: This shows the frequency of the interfering paths . The 4 GHz paths affect reception of the downlink. DIST: This is the distance from the earth station to the terrestrial station in kilometers . AZ: This is the azimuth bearing in degrees (taken from True North) , from the earth station toward the terrestrial station. ES GAIN: This is the gain of the earth station in dBi at the calculated earth station discrimination angle. I LOS LOSS REQ'D: This is the amount of loss required in dB on a 11 line-of-sight basis, to meet the interference objective. 0-H LOSS: This is the calculated of over-the-horizon (0-H) losses in dB between the earth station and the involved terrestrial station. The 20 percent column represents losses for the long term objective, while the . 01 percent column represents losses for the short term objective, at 4 GHz . REVISED MARGIN: This is the difference between the LOS margin and the predicted 0-H losses achieved due to terrain blockage. Sufficient attenuation is calculated for the paths which show the word 'CLEAR' in the revised margin. Cases showing a positive revised margin will require additional losses in order to meet the interference objectives . The information listed on the bottom of the table reflects the desired Iantennas, satellite arc, and interference objective, for the proposed site. I Figure 3 . 1-1 is the polar plot of the potential 4 GHz interference cases . The case numbers shown on the polar plot reflect the information presented for each case in Table 3 . 1-1 . If different parameters are used, the polar plots will be 3 . 1-1A, 3 . 1-1B, etc. There will not be any polar plots included if there are no interference cases remaining after profiling. When considered appropriate, histographs are presented as Figure 3. 1-2 . I In analyses for full transponder reception, Table 3 . 1-2 is included as a transponder analysis showing specific satellite transponders affected by the potential interference cases . Section 4 presents conclusions and recommendations . It gives an overall description of the microwave environment and suggests a future course of action. Section 5 contains the operational parameters of your potential earth station site (Table 5 . 1-1 ) . Table 5 . 1-2 lists the azimuths and elevations data for the satellite arc, and those satellites within that arc. Figure 5 . 1-1 indicates the location of the proposed receive/only earth station. This location should be verified, and if it is not the desired site, Comsearch should be notified immediately so that the precise location can be plotted and analyzed. Section 6 presents the Great Circle interference cases . This provides a listing of the utilized channels and type of traffic loading for each path. Path profiles were prepared { Iand 40 of the potential cases were found to have sufficient over-the-horizon losses to reduce the interference levels to acceptable magnitudes . On behalf of Mr. Coleman, we propose screening the dish as a condition for the issuance of a variance. You asked if all of Mr. Coleman's farm was considered in locating a site for the satellite dish. A survey of the entire farm was conducted by two companies. First, ComSearch concluded from a computer study that the entire farm was blanketed by microwave interference. ComSearch recommended on-site testing. A copy of the ComSearch report is enclosed. At significant expense to Mr. Coleman, Covey's Radio and TV Service, Inc. spent two weeks of on-site testing to locate the existing site. Enclosed is a copy of a letter dated November 19, 1990 from Stuart Perry, President of Covey' s cinfirming that the existing location is the only viable location to assure adequate reception. At the time Mr. Coleman purchased the farm, the seller placed the property in an open-space, conservation easement. A copy of the easement to the Virginia Outdoors Foundation is enclosed. Pursuant to the easement, the farm may not be further subdivided and use other than for agricultural and related uses is prohibited. Please note that no structure may be located within 1, 000 feet of Route 678 . We ask for a variance on the basis of hardship. Mr. Coleman's livelihood depends on the satellite dish to assure reception of channels such as the Financial News Network (FNN) which provide constant financial information, including the NYSE "Broadtape" . You asked about the existing evergreens shown on a previous draft of the plan. These appear to be Virginia cedars -- one of the species proposed in our plan. With adequate screening, the dish may remain without impairing the scenic quality of the river. To require the removal of the dish will cause an unnecessary hardship for the applicant. The planting of such native species as white pine and red cedar should provide screening of the satellite dish and mitigate the visual impact of the dish on recreational users of the Moormans River. From a practical standpoint, the use of screening vegetation to accommodate an existing satellite dish (which you have indicated has no other possible location) does not strike me as problematic. From a policy standpoint, establishing a precedent of exception to the Scenic Stream overlay provisions could create problems for future circumstances which are similar in nature. To the extent that this in fact a unique situation, I view the Planting Plan as a satisfactory remedy in restoring the scenic qualities which the ordinance is intended to protect.
