The proposed project consists of a swimming pool,parking lot and roads within block 3 of the approved Old Trail Village Neighborhood Model District. This block is located on the northeast side of the northern roundabout along Old Trail Drive,just south of Lickinghole Creek. The existing grades change approximately 50 feet in elevation from the existing roundabout to the stream buffer limits of Lickinghole Creek at the northeast corner of Block 3. The permanent improvements to this block have been designed to avoid impacts to the stream buffer. However, in order to adequately design Marlbeck Drive and accommodate the design features prescribed by the approved General Development Plan, temporary impacts of erosion and sediment control measures are necessary within the stream buffer. The erosion and sediment control plan shows two sediment traps outfalling to Lickinghole Creek. A portion of sediment trap#1 and its associated grading and riprap outfall impact approximately 7220 sq. ft. of the stream buffer. The riprap outfall of sediment trap#2 impacts approximately 580 sq. ft. of the stream buffer. These amount to 7800 sq. ft. (0.18 ac.) of temporary stream buffer impacts. As stated on the plans, and required by Albemarle County,these erosion and sediment control measures will be removed upon approval by the E&S inspector and the area restored to initial conditions.
