The following comments are provided regarding the above noted zoning map amendment:
1. Density
a) A maximum density of 6 dwelling units per acre are recommended under the
comprehensive plan designation of Neighborhood Density Residential. The applicant
has asserted that the land shown under the Water Protection Ordinance stream
buffer totals only 2.78 acres, not 3.01 acres as calculated by County staff (page 9 of
the Response to November 2, 2018 Staff Comment Letter). Excluding 2.78 acres of
land under the Water Protection Ordinance stream buffer to leave 10.58 buildable
acres, the Comprehensive Plan recommends 63 dwelling units. A survey
demonstrating this acreage is recommended.
b) The narrative proposal describes an increase of 9 dwelling units more than the
comprehensive plan's recommended density. These units are proposed to be
affordable dwelling units as justification for the increased density. However, the
comprehensive plan lists a 15% of units affordable housing strategy for all rezonings,
and does not afford bonus density for this requirement. The County does not
administratively apply bonus density beyond the recommended comprehensive plan
density. Bonus density as referenced by the applicant on page 2 of their Response to
June 26, 2019 Staff Comment Letter applies bonus density granted above Zoning
Ordinance's recommended density to the density approved by the Comprehensive
Plan. The two are not interchangeable. An increase in density may be approved by
the Board of Supervisors, if they deem it appropriate.
