Box 6217 Charlottesville, Virginia 22906 Phone: (804) 977-1498 Fax: (804) 977-6778 September 16, 1991 Ms. Amelia Patterson, Zoning Administrator, and Yolanda Lipinski, Planner County of Albemarle 401 McIntire Road Charlottesville,Virginia 22901 Re: Keswick Sewage Treatment Plant,BZA&ARB Applications Dear Ms. Patterson: On behalf of the Keswick Acquisition Corporation, AT&E filed an application to the Board of Zoning Appeals on September 9, 1991, for a variance from the setback requirement from I-64, which is adjacent to the site of the proposed sewage treatment plant. On September 16, 1991, with this letter, AT&E is filing an application to the Architectural Review Board for a Certificate of Appropriateness for the site plan for the sewage treatment plant, on behalf of the Keswick Acquisition Corporation. The following is a narrative of how the proposal is compatible with the surrounding area and the Entrance Corridor design guidelines, and justification for the variance requested. The treatment plant is an "advanced waste treatment plant" using extended aeration, chemical treatment, sand filtration, and ultra violet disinfection to achieve the discharge limits set by the Virginia Water Control Board in the National Pollution Elimination System Discharge Permit Number V A 0 0 8 5 9 7 9, issued March 7, 1991. The discharge limits are very strict due to the high quality and seasonal low flow of the stream into which it discharges. The sewage treatment plant is a site specific and site dependent design. This plant has been designed to provide high quality treatment with minimum energy consumption and high operating reliability. The plant site was selected at the lowest portion of the project in order to allow gravity flow to the plant. The influent pump station has three pumps, each of which will pump 125% of Ship To: 2123 Ivy Road, Charlottesville, Virginia 22903 the plant design flow, and an emergency generator to operate the pumps during power failures in the primary power supply. Flow through the plant is by gravity, after the influent lift station pumps the flow to the head of the plant. Gravity flow dictates that the highest elevations on the plant site be utilized in order to discharge plant effluent above the high water levels in the receiving stream. In order to achieve these design features, the aeration basins, the control building, and the sludge drying beds have been located on the high ground which is parallel to the property line which is common with the Interstate right of way. The right of way line varies from 100 feet to 150 feet from the centerline of the west bound lane of the Interstate. The Interstate along the plant site is constructed on fill and natural ground which is slightly higher than the treatment plant site. There are native evergreen trees, about 20 feet deep, on the edge of the Interstate right of way which appear to have grown there since the construction of the Interstate in about 1970. There is also a stand of older, mixed evergreens and deciduous trees on the treatment plant property. The mix is about 70% evergreens and 30% deciduous trees. A 10 feet strip of the older trees on site will remain undisturbed and a new 10 foot buffer strip of evergreen will be planted after the plant structures are constructed. The result will be a buffer of trees, varying in age, about 40 feet deep between the west bound lane of the Interstate and the treatment plant. At 65 miles per hour, an Interstate traveler will have approximately 2 seconds in which the plant would be visible if there was no tree buffer. Therefore, we believe that the construction of the sewage treatment plant will not alter the scenic beauty of the Entrance Corridor in any way. The "green tunnel", as the Interstate between Richmond and Charlottesville as referred to by some, will not be altered by the construction of this facility. Thank you for your help in this matter.
