RE: Earlysville Greene Phase II Site Plan Amendment
Dear Mr. Whyte:
I am forwarding copies of the comments from the following
departments:
• Engineering Department - contact Peter Parsons 296-5861
o Inspections Department - contact Jay Schlothauer 296-5832
• Zoning Department - contact Kathy Dodson 296-5868
• Health Department - contact Gary Rice 972-6259
Please work with each department individually in addressing
the comments and obtaining their tentative approval. If you
are agreeable to revising the plan to address these comments
we can approve it administratively. However, if you
disagree with any of these comments we can schedule a public
hearing at the Planning Commission to resolve such issues .
This will require proper adjacent property owner notification
of the proposed site plan amendment.
Please note that, in my opinion, the most crucial approval
at this point is from the Health Department. If they can
not approve the site and its drainfield locations for the
additional demand occasioned by Phase II, we can not approve
this site plan amendment at all.
The comments of the Planning Department are as follows:
• Provide signature panels for the Planning
Department, Engineering Department, Zoning
Department, Inspections Department, and Health

-.r • Condition 1. h of the 1983 approval of Phase I
stated: "When future additions and parking are
submitted for approval an entrance may be required
on Earlysville Forest Drive. " Staff opinion is
that an entrance onto Earlysville Forest Drive is
desirable considering the large development of
Earlysville Forest subdivision and the issue of
public safety in regard to providing access to the
site without having to go onto Route 743 . The
road should be at least twenty feet wide to
accommodate two-way traffic and the pavement
specifications will be determined by the
Engineering Department. Virginia Department of
Transportation must approve the location of the
entrance.
• Any revisions to the site plan which are occasioned by the
review and comments of any of the departments should be
submitted through me. Please submit seven (7) copies of the
revised site plan.
If it is necessary to take this site plan to the Planning
Commission, the revisions should be submitted on or before
the following dates with the corresponding date for the
meeting:

We have reviewed the siteplan amendment for the above project.
We recommend approval subject to the following conditions:
1) Department of Engineering approval of grading and drainage
plans and calculations, to include verification that the
stormwater detention basin was sized to accomodate Phase II.
2) VDOT verification that an adequate 350' sight easement has
been recorded for the entrance.
3) Department of Engineering issuance of an erosion control
permit.

To: THE ALBEMARLE COUNTY PLANNING COMMISSION
A Petition
- WHEREAS, Mr. M. 0. Whyte desires to build a grocery store on
Route 743 in Earlysville and has applied to Albemarle County
for the necessary permits; and
WHEREAS, the Albemarle County Planning Commission approved a site
plan which maintained a sight and sound buffer between the
proposed development and the adjoining residential properties;
and
WHEREAS, subsequent-to fhe^Planning Commission' s action the
County .Engineers require_. the construction of a stormwater
detention pond in lieu of the drainage items shown on the site
plan, thereby substantially altering the site plan without
notification or review of the adjoining property owners; and
WHEREAS, construction of the said stormwater detention pond has
destroyed the sight .and sound buffer between the development
and the adjoining residential properties, and represents a
potential health and safety hazard to children and other
residents of the immediate area; and
WHEREAS, it is our understanding that the stormwater runoff could
be handled as effectively by other means such as increasing
downstream pipe capacity; specifically, by constructing an
additional culvert crossing under Viewmont Road;
NOW THEREFORE, in consideration of the foregoing, we, the
undersigned residents of Earlysville, hereby petition the
Albemarle County Planning Commission to require the prevention
of further construction of the said stormwater detention pond,
and require instead that the disturbed area be regraded to its
approximate original contours, landscaped, seeded and planted
with a suitable sight and sound buffer; and further require
the drainage aspects of the site plan to be restudied and
redesigned such that the negative impacts on the community' s
health, safety and aesthetic well-being are minimized.

Dear Mr. Phillips:
We have reviewed your computations for the stormwater detention
basin and the outfall channel across the existing -vvel lot and have '
the following comments.
1) Your assumption of a maximum allowable velocity of
5 FPS in the channel is not acceptable. The soils
in this area are classified as loams by the S.C.S.
soil study. The maximum allowable velocities for
loams are 2. 25 to 3. 5 FPS. We suggest using 2. 5
FPS. If the soils are "stiff clays" as you stated,
you will have to furnish evidence of that fact.
2) In your computations for the basin outlet structures
you assumed a ponded depth of 4 feet to calculate
the flow through the 12" pipe but then used 3 . 58 feet
for the vertical riser. This may not seem like a
great difference but by our figures it results in a
30% increase in the outflow to the downstream channel
over the amount you calculated.
Please rework your computations using correct assumptions and design
methods.
The rest of the grading and drainage shown appears adequate.
We note that the parking spaces adjacent to the new entrance will
probably not meet with VDH&T acceptance and .sequest that you submit
this plan to them for their approval.

We also suggest that you check with the Health Department to
see if they have any objection to your routing the existing stream
as close to ,the existing well as you have it shown.
Please resubmit two copies of your revised plan and computa-
tions to this office.

a) Dedication of a temporary easement for a turn-around
at the end of the existing state road.

Discussion: There are traffic movement problems in the
south parking area and there are off-site
drainage problems however, we cannot require
the changes that would be necessary to
correct the problems.

a) County Engineer approval of road and drainage plans
from Route 684 to proposed parcel 4 . The portion of
of the road from 684 to the Young property will

Recommend approval subject to:
a) County Engineer approval of final road and drainage
plans.
