Subject: SDP201800084 Parking Lot and Apron Expansion - Minor Amendment
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [35.1] Fees... Rev 1. Comment addressed.
2. 132.5.2(d), 30.7.4(b)(h)] Managed Slopes... Rev 1. Comment addressed.
3. [32.5.1(c)l] Boundary lines... Rev 1. Comment addressed.
4. [Comment] On the cover sheet provide the following... Rev 1. Comment addressed.
5. [32.5.2(C), 32.6.2(a)] Phasing. All site changes associated with the entrance pavilion shall be shown on the
parking/apron expansion site plan, or all reference to this improvement shall be removed completely from this plan and
submitted on some other site plan. Rev 1. Comment not adequately addressed. The entry pavilion and landscaping
island fronting the pavilion is not associated with these plans; however, they are still depicted on sheet L101-4.
Please remove the entry pavilion from this sheet. ARB has not approved this aspect of the plans. Rev 2.
Comment addressed.
The landscaping island fronting the pavilion can remain; however, if it is not proposed to be installed either
remove the proposed plantings or provide a phase line around these plantings to indicate phase 2 and provide
an estimated date of beginning and completion for this phase. Additionally, sheet L101-4 depicts proposed
replacement plantings throughout the existing parking lot; however, in follow-up emails it has been stated that
these improvements will be pushed to a future date. Either remove the proposed plantings or provide a phase
line around these plantings to indicate phase 2 and provide an estimated date of beginning and completion for
this phase. Rev 2. Comment not addressed. I offer the following clarification:
If the landscaping is to be removed now but not replaced till Spring of 2020, revise all reference to "Phase 3" for
this landscaping and replace with reference to "Phase 1". Additionally, be aware that this landscaping will be
required to be bonded with the County for a 1-year period to allow the replacement of the landscaping to be
postponed. This shall take place with the final inspection of the phase 1 parking lot expansion.
If the landscaping is to be removed in the Spring of 2020 and replaced in the Spring of 2020, then the "Phase 3"
label is appropriate, provide the following note next to the phasing: "Phase 3 landscapinz is to be removed in the
Sprint of 2020 and replaced in the Sprint of 2020".
6. [32.5.2(n)] Outdoor Lighting. Proposed lighting must comply with requirements of Sec. 4.17 of the Zoning Ordinance.
Ensure the LLF is revised to 1. Rev 1. Comment addressed.
7. [Comment] Prior to site plan approval a WPO plan shall be submitted and approved. If you have questions on how to
submit a WPO application please work with the County Engineering Department. Rev 2. Comment addressed.
Additional Comments on the Revision
8. [32.7.9.7(A)3] Screening. The landscaping around the new parking lot has been revised to omit portions of the existing
tree line, which were being utilized to screen the new parking form the public right of way (Rte. 606). To make up for
this loss of screening please revise the parking lot perimeter landscaping to continue a single row of the Juniperus
Virginiana'Canaertii' (JVC) plantings behind the proposed double row of Schip Laurel shrubs. See location in the
diagram below. Rev 2. Comment addressed.
9. [32.7.9.4(b)] Conservation Checklist. The applicant shall sign the conservation checklist. Rev 2. Comment addressed.
Building Inspection — Mike Dellinger
1. Add the following note to the general notes page:
Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a
stamped engineered design also. Walls require inspections as outlined in the USBC.
2. Add the following note to the general notes page:
Accessible parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the
same level as the parking space they serve.
3. Add the following note to the general notes page:
ALL water lines, sewer lines, and fire lines from the main to the structure MUST have a visual inspection performed by the
building department.
4. Add the following to the general notes page:
All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.

In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final
site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed
to have been voluntarily withdrawn by the developer. If you have any questions about the comments please feel free to
