SITE DESCRIPTION The project area is comprised of Parcel ID# 06100-00-00-13200 in the Rio Magisterial District (City of Charlottesville), Albemarle County, Virginia. The property is located within the Fashion Square Mall at the intersection of Seminole Trail (SR 29) and East Rio Road. The subject parcel is currently developed as a parking area for the Fashion Square Mall. The site presently contains approximately 79,127 SF (1.817 Ac.) (88.0%) of impervious coverage. The site is generally sloped from north to south and stormwater runoff is currently collected by catch basins located in the southwest and southeast corners of the existing parking area. The existing conditions of the tract have been verified by the ALTA/NSPS Land Title survey, as prepared by First Order, LLC, dated 6/1/2018, last revised 7/16/2019. H. PROJECT DESCRIPTION This report has been prepared to define and analyze the stormwater drainage conditions that would occur as a result of the redevelopment of Parcel ID# 06100-00-00-13200 in the Rio Magisterial District (City of Charlottesville), Albemarle County, Virginia. The proposed development includes the construction of a 5,465 SF Longhorn Steakhouse with additional site improvements including paved parking areas, driveways and associated landscaping, lighting and utilities. The proposed development will result in a decrease in impervious coverage of 11,939 SF (0.274 Ac.). The project includes new stormwater management facilities to address applicable aspects of the Virginia Stormwater Management Program (9VAC25-870) and the Virginia Erosion and Sediment Control Regulations (9VAC25-840) III. EXISTING SITE CONDITIONS The subject parcel is currently developed as a parking area for the Fashion Square Mall. The existing conditions of the tract have been verified by the ALTA/NSPS Land Title survey, as prepared by First Order, LLC, dated 6/ 1 /2018, last revised 7/ 16/2019. This information has been utilized to establish an Existing Conditions Drainage Area Map which is included within the Appendix of this Report. The tract has been evaluated with the following existing drainage sub -watershed areas: Study Area West: This portion of the tract consists of approximately half of the existing parking area that will be disturbed as part of the proposed site improvements. The majority of the stormwater runoff from this study area currently is collected by two (2) existing catch basins located in the southwest corner of the parking area that are tributary to the existing stormwater conveyance system within the Fashion Square Mall development. The majority of the stormwater runoff from this study area currently is collected by one (1) existing catch basin located in the southeast corner of the parking area that is tributary to the existing stormwater conveyance system within the Fashion Square Mall development. Based on Albemarle County soils survey information, the soil types native to the site include: ALBEMARLE COUNTY SOIL SURVEY INFORMATION SOIL TYPE (SYMBOL) SOIL TYPE (NAME) HYDROLOGIC SOIL GROUP 34C Glenelg loam, 7 to 15 percent B slopes 88 Udorthents, loamy D 91 Urban Land D IV. PROPOSED SITE CONDITIONS The proposed redevelopment of Parcel ID# 06100-00-00-13200, includes the construction of a 5,465 SF Longhorn Steakhouse, with a total of 123 parking spaces. Additional site improvements include paved parking areas, driveways and associated landscaping, lighting and utilities. The stormwater management facilities include two (2) Contech Inline Continuous Deflective Separator (CDS) manufactured treatment devices. One is located in the southwest corner of the site, and one is located in the southeast corner of the site. The tract has been evaluated with the following drainage sub -watershed areas as depicted on the Proposed Conditions Drainage Area Map: Study Area West: This study area consists of impervious area and open space on the westerly portion of the site associated with the parking area and vehicle/pedestrian circulation areas as well as the roof of the proposed Longhorn Steakhouse. Stormwater runoff from this area will be collected by the proposed inlets to the north/west of the building and in the southwest corner of the site and will be routed to one of the Contech Inline CDS manufactured treatment devices prior to being discharged to the existing stormwater management facilities within the Fashion Square Mall development. Study Area East: This study area consists of impervious area and open space on the easterly portion of the site associated with the parking area, driveways and vehicle/pedestrian circulation areas. Stormwater runoff from this area will be collected by the proposed inlets in the southeast corner of the site and will be routed to one of the Contech Inline CDS manufactured treatment devices prior to being discharged to the existing stormwater management facilities within the Fashion Square Mall development. WATER QUALITY Stormwater runoff from the proposed redevelopment of the subject parcel is tributary to the existing stormwater management facilities within the Fashion Square Mall development. Due to the fact that the proposed project is located on a previously developed site, will disturb less than one acre and will result in a net reduction of impervious cover form the predevelopment condition, the project has been designed to reduce the total phosphorus load by a minimum of 10% from the predevelopment total phosphorus load as required by 9VAC25-870-63.A2.b. The reduction in phosphorus load will be achieved through the use of two (2) Contech Inline CDS manufactured treatment devices which are rated for an event mean concentration (EMC) % total phosphorus removal efficiency of 20% per the Virginia Stormwater BMP Clearinghouse. VI. STREAM CHANNEL EROSION Stormwater runoff from the proposed redevelopment of the subject parcel will be discharged into the existing manmade stormwater conveyance system within the Fashion Square Mall development. As previously noted, the project will result in a reduction of 11,939 SF (0.274 Ac.) of impervious coverage, thereby reducing the peak flowrate of stormwater runoff from the subject parcel. Due to the reduction in peak runoff flowrate in the post development condition, the proposed development is not anticipated to result in any stream channel erosion downstream of the site. VIE[. FLOODING As previously noted, the project will result in a reduction of 11,939 SF (0.274 Ac.) of impervious coverage, thereby reducing the peak flowrate of stormwater runoff from the subject parcel. As demonstrated below, the post development peak flow rate for the 10-year 24-hour storm event is less that the predevelopment peak flow rate for the10-year 24-hour storm event, thus satisfying the flood protection requirements set forth by 9VAC25- 870-66.C2.b. EROSION AND SEDMENT CONTROL The proposed redevelopment has been designed to meet the Virginia Erosion and Sediment Control Plan minimum standards set forth by 9VAC25-840-40. Proposed erosion and sediment control measures include the installation of silt fencing, inlet filters and placement of hay bales as a means of sediment trapping. Additionally, stabilized construction entrances will be utilized to minimize sediment being carried offsite by vehicles leaving disturbed areas of the site. Further, temporary and permanent stabilization measures will be used as depicted on the Soil Erosion and Sediment Control Plan located in the appendix of this report. IX. CONCLUSION The proposed development has been designed with provisions for the safe and efficient control of stormwater runoff in a manner that will not adversely impact the existing drainage patterns, adjacent roadways, or adjacent parcels. The reduction in phosphorus load by a minimum of 10% from the predevelopment total phosphorus load as required by 9VAC25-870-63.A2.b will be achieved through the use of two (2) Contech Inline CDS manufactured treatment devices which are rated for an event mean concentration (EMC) % total phosphorus removal efficiency of 20% per the Virginia Stormwater BMP Clearinghouse. The project will result in a reduction of 11,939 SF (0.274 Ac.) of impervious coverage, thereby reducing the peak flowrate of stormwater runoff from the subject parcel and satisfying the stream channel erosion and flood protection requirements set forth by 9VAC25-870-66. The proposed erosion and sediment control measures depicted on the Soil Erosion and Sediment Control Plan have been designed to meet the Virginia Erosion and Sediment Control Plan minimum standards set forth by 9VAC25-840-40. Therefore, no negative impact to water quality, stream channel erosion or flooding is anticipated as a result of the proposed redevelopment of the subject parcel. TECHNICAL CRITERIA. 4 VAC 3-20-50. Applicability. This part specifies technical criteria for localities that establish a local stormwater management program and for state projects. 4 VAC 3-20-60. General. A. Determination of flooding and channel erosion impacts to receiving streams due to land development projects shall be measured at each point of discharge from the development project and such determination shall include any runoff from the balance of the watershed which also contributes to that point of discharge. B. The specified design storms shall be defined as either a 24-hour storm using the rainfall distribution recommended by the U.S. Soil Conservation Service when using U.S. Soil Conservation Service methods or as the storm of critical duration that produces the greatest required storage volume at the site when using a design method such as the Modified Rational Method. C. For purposes of computing runoff, all pervious lands in the site shall be assumed prior to development to be in good condition (if the lands are pastures, lawns, or parks), with good cover (if the lands are woods), or with conservation treatment (if the lands are cultivated); regardless of conditions existing at the time of computation. D. Construction of stormwater management facilities or modifications to channels shall comply with all applicable laws and regulations. Evidence of approval of all necessary permits shall be presented. E. Impounding structures that are not covered by the Impounding Structure Regulations (4 VAC 50-20-10 et seq.) shall be engineered for structural integrity during the 100-year storm event. F. Pre -development and post -development runoff rates shall be verified by calculations that are consistent with good engineering practices. G. Outflows from a stormwater management facility shall be discharged to an adequate channel, and velocity dissipators shall be placed at the outfall of all stormwater management facilities and along the length of any outfall channel as necessary to provide a nonerosive velocity of flow from the basin to a channel. 1 - 20 VIRGINIA STQRMWATER MANAGEMENT LAW and REGS CHAPTER 1 H. Proposed residential, commercial, or industrial subdivisions shall apply these stormwater management criteria to the land development as a whole. Individual lots in new subdivisions shall not be considered separate land development projects, but rather the entire subdivision shall be considered a single land development project. Hydrologic parameters shall reflect the ultimate land development and shall be used in all engineering calculations. I. All stormwater management facilities shall have a maintenance plan which identifies the owner and the responsible party for carrying out the maintenance plan. J. Construction of stormwater management impoundment structures within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain shall be avoided to the extent possible. When this is unavoidable, all stormwater management facility construction shall be in compliance with all applicable regulations under the National Flood Insurance Program, 44 CFR Part 59. K. Natural channel characteristics shall be preserved to the maximum extent practicable. L. Land development projects shall comply with the Virginia Erosion and Sediment Control Act and attendant regulations. 4 VAC 3-20-71. Water quality. A. Compliance with the water quality criteria may be achieved by applying the performance - based criteria or the technology -based criteria to either the site or a planning area. B. Perfonnance-based criteria. For land development, the calculated post -development nonpoint source pollutant runoff load shall be compared to the calculated pre -development load based upon the average land cover condition or the existing site condition. A BMP shall be located, designed, and maintained to achieve the target pollutant removal efficiencies specified in Table 1 to effectively reduce the pollutant load to the required level based upon the following four applicable land development situations for which the performance criteria apply: 1. Situation 1 consists of land development where the existing percent impervious cover is less than or equal to the average land cover condition and the proposed improvements will create a total percent impervious cover which is less than the average land cover condition. Requirement: No reduction in the after development pollutant discharge is required. 2. Situation 2 consists of land development where the existing percent impervious cover is less than or equal to the average land cover condition and the proposed improvements will create a total percent impervious cover which is greater than the average land cover condition. Requirement: The pollutant discharge after development shall not exceed the existing pollutant discharge based on the average land cover condition. 1 -21 VIRGINIA STORMWATER MANAGEMENT LAW and REGS CHAPTER 1 3. Situation 3 consists of land development where the existing percent impervious cover is greater than the average land cover condition. Requirement: The pollutant discharge after development shall not exceed (i) the pollutant discharge based on existing conditions less 101/o or (ii) the pollutant discharge based on the average land cover condition, whichever is greater. 4. Situation 4 consists of land development where the existing percent impervious cover is served by an existing stormwater management BMP that addresses water quality. Requirement: The pollutant discharge after development shall not exceed the existing pollutant discharge based on the existing percent impervious cover while served by the existing BMP. The existing BMP shall be shown to have been designed and constructed in accordance with proper design standards and specifications, and to be in proper functioning condition. C. Technology -based criteria. For land development, the post -developed stormwater runoff from the impervious cover shall be treated by an appropriate BMP as required by the post - developed condition percent impervious cover as specified in Table 1. The selected BMP shall be located, designed, and maintained to perform at the target pollutant removal efficiency specified in Table 1. Innovative or alternate BMPs not included in this table which target appropriate nonpoint source pollution other than phosphorous may be allowed at the discretion of the local program administrator or the Department. 4 VAC 3-20-81. Stream channel erosion. A. Properties and receiving waterways downstream of any land development project shall be protected from erosion and damage due to increases in volume, velocity and peak flow rate of stormwater runoff in accordance with the minimum design standards set out in this section. B. The plan approving authority shall require compliance with subdivision 19 of 4 VAC 50-30-40 of the Erosion and Sediment Control Regulations, promulgated pursuant to Article 4 (§ 10.1-560 et seq.) of Chapter 5 of Title 10.1 of the Code of Virginia. C. The plan approving authority may determine that some watersheds or receiving stream systems require enhanced criteria in order to address the increased frequency of bankfall flow conditions brought on by land development projects. Therefore, in lieu of the reduction of the 2-year post - developed peak rate of runoff as required in subsection B of this section, the land development project being considered shall provide 24-hour extended detention of the runoff generated by the 1- year, 24-hour duration storm. 1 - 23 VIRGINIA STORMWATER MANAGEMENT LAW and REGS CHAPTER 1 D. In addition to subsections B and C of this section, localities may, by ordinance, adopt more stringent channel analysis criteria or design standards to ensure that the natural level of channel erosion, to the maximum extent practicable, will not increase due to the land development projects. These criteria may include, but are not limited to, the following: 1. Criteria and procedures for channel analysis and classification. 2. Procedures for channel data collection. 3. Criteria and procedures for the determination of the magnitude and frequency of natural sediment transport loads. 4. Criteria for the selection of proposed natural or man-made channel linings. 4 VAC 3-20-85. Flooding. A. Downstream properties and waterways shall be protected from damages from localized flooding due to increases in volume, velocity and peak flow rate of stormwater runoff in accordance with the minimum design standards set out in this section B. The 10-year post -developed peak rate of runoff from the development site shall not exceed the 10-year pre -developed peak rate of runoff. C. In lieu of subsection B of this section, localities may, by ordinance, adopt alternate design criteria based upon geographic, land use, topographic, geologic factors or other downstream conveyance factors as appropriate. D. Linear development projects shall not be required to control post -developed stormwater runoff for flooding, except in accordance with a watershed or regional stormwater management plan. 4 VAC 3-20-86. Regional (watershed -wide) stormwater management plans. This section enables localities to develop regional stormwater management plans. State agencies intending to develop large tracts of land such as campuses or prison compounds are encouraged to develop regional plans where practical. The objective of a regional stormwater management plan is to address the stormwater management concerns in a given watershed with greater economy and efficiency by installing regional stormwater management facilities versus individual, site -specific facilities. The result will be fewer stormwater management facilities to design, build and maintain in the affected watershed.
