Subject: Review Comment Letter #2 for SDP201900039 (Flow Audi/Porsche — Minor Amendment)
The above -referenced site plan (revision date 7/29/2019) has been reviewed by the Planning Division of the
Albemarle County Department of Community Development (CDD), and has been transmitted to other County
Divisions and Departments and Site Review Committee (SRC) member agencies (on 8/1/2019) for review and
comment.
The minor site plan amendment is currently not acceptable per applicable Albemarle County Code, and is not
approved at this time.
The Planner will approve the plan referred to above when the following items (below) have been satisfactorily
addressed, and when tentative approvals are granted by all other SRC members (as applicable). The following
comments are those that have been identified at this time; additional comments or conditions may be added or
eliminated based on further review. [Comments include applicable reference(s) to the Albemarle County Code.]
[Z.O. Sections 32.6.2(a) and 32.5.2(a)]: The "Zoning" information on the Cover Sheet (C1) is incomplete.
a. Identify the applicable Special Use Permit (SP) approvals: SP200400050 and SP200700045.
b. Identify all applicable SP conditions of approval. (The Action Letter for SP200700045 is attached
for reference)

2. [Z.O. Sections 32.6.2(a), 32.5.2(d), 32.5.2(s), 32.6.2(c) and 32.6.2(e)]: Staff acknowledges that the Limits of
Disturbance are identified graphically, and that the "Proposed Use" information on the Cover Sheet (C1) states that
the "Maximum Disturbed Area" is 10,149 square feet. Please revise this information to specify the exact proposed
area(s) of disturbance, without qualifying adjectives such as "maximum" or other. (Note: See CDD-Engineering
review comment #3 regarding the proposed land disturbance shown on this site plan, and the resulting requirement
to submit an amended Water Protection Ordinance Plan)
8/21 Comment: The "Proposed Use" information on the Cover Sheet (C1) still identifies the limits of disturbance
as a "maximum disturbed area." Additionally, the proposed amount of land disturbance (10,149 SF) would require
the submission and approval of a WPO Plan prior to County approval of this minor site plan amendment. (Please
see CDD-Planning comment #5 and CDD-Engineering comment #3.)
3. [Z.O. Sections 32.6.2(a) and 32.5.2(a)]: Add Site Plan Minor Amendment application number (SDP201900039) to
the Cover Sheet (C1).

4. [Z.O. Sections 32.6.2(a) and 32.5.2(a)]: Remove reference to "Louisa County Sign Regulations" in the "Signs"
information on the Cover Sheet (C 1).

5. [Z.O. Sections 32.6.2.a and 32.5.2.s]: Please ensure the correct revision date is included on the Cover Sheet
(Cl). The revised plans show a signature date of 7/29/19 within the P.E. seal, but the "Submission" date on Cl
reads "2019.06.10" without any date specified for the "Revision" date.
6. [Z.O. Sections 32.3.2, 32.3.3.b.1, and 32.4.3.2] : Tentative approval(s) must be obtained from all other
applicable SRC members prior to Community Development granting approval of this minor amendment
(SDP201900039). The review statuses of each applicable SRC member are provided below.
Please resubmit revised application materials directly to the Planner; and after doing so, please continue to
coordinate directly with all applicable CDD staff and SRC members to address and resolve outstanding review
comments. After all required revisions have been made and after each applicable SRC member has signified
their tentative approval, please submit four (4) copies of the plans to CDD for approval signatures.

1. Cover —Provide date of topographic survey and date of field verified existing conditions.[18-

2. Sheet 2 —
a. Show existing easements & deed book/page refs.
Addressed.
b. Show contours tied to contours at street (Rt 250) shoulder.
Acknowledged.
c. Show the parking spaces for the 6 & 10 spaces that are to be demoed.

d. Show existing managed slopes.

3. If the disturbance is over 10,OOOsf you will need to have the WPO plan approved prior to this SP
amendment approval. There looks to be a SWF facility (Filterra unit?) that is being removed. If
so, a WPO plan amendment will need to be reviewed/approved prior.

4. Label curb radius, sidewalk widths, VDOT type of curb & gutter, CG-12 & details.
Addressed.
5. Label drainage changes on the grading plan. Provide VDOT structure type & details.
Acknowledged.
6. Provide existing & proposed drainage profiles showing changes/adjustments.
Acknowledged.
7. Show TW/BW elevations for the new concrete wall. Walls over 30" will need safety provision.
Acknowledged; Separate building permit for wall required.
