County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied for reasons outlined, below.
The application may be resubmitted for approval if all comment items are satisfactorily addressed.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain
(1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. Link to County template:

1. Provide SWPPP. Use county template (link, above).
The PPP content requirements can be found in County Code section 17-404.
SWPPP —Provide I I" x 17" Exhibit. Recommend ESC Plan as template. Show solid/non-hazardous waste
dumpster; sanitary facilities (port -a John); solvent -paint storage; concrete wash -out; on -site fuel storage;
rain gauge. DEQ, during periodic inspections of active projects, instructs on importance of an Exhibit that
shows location of these features. All should drain to containment. For example, silt fence downstream of
port -a John. Concrete wash -out, dumpster draining to trapping device (lined, in case of concrete wash -out).
On -site fuel storage berm with 10ml liner, sized to hold fuel volume + 2 yr. storm event. .PDF samples
available. Exhibit is not intended as a detailed design, but to show containment and locations which may
change over time. Exhibit is a construction aid and resource protection/inspection management tool. .
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.
This plan is disapproved for single item listed, below (item 8). The stormwater management plan content
requirements can be found in County Code section 17-403.
Amendment Narrative, sheet 1, states: "This Amendment proposes to pave a 0.32 Acre stabilized grass
parking area with asphalt. The original WPO Plan was approved in March 2005. The original site plan was

amended in 2007 for the expansion of the grasspave parking area (0.32 Acres) and an impervious
recreational area (0.12 Acres). Letter of revision #2 dated August 15, 2018 proposed to change the
recreational area to a 5000 sq. ft. picnic pavilion. The pavilion has since been constructed and is shown as
existing on this plan set. Since there have been no updates to the original WPO, this Amendment evaluates
the existing basin capacity and quality treatment as originally designed for the added impervious area based
on IIC criteria. Proposed changes include expanding the retention basin on the south of the property for
water quantity and quality, and adding curbing, pavement, and storm sewer to the existing grass parking
lot." [ emphasis added ]
2. After review, files indicate WPO200400050:
a. Is not an active permit, but rather is a completed project (details):
i. WPO plan bond (ESC and SWM plan bond) were released 7/18/2011.
ii. Project was complete; permit closed with bond release over eight years ago.
b. A VPDES permit does not exist; none is listed in DEQ SWCGP database as active, terminated, or
inactive.
c. Technical criteria IIB apply to request for new land disturbance.
d. Amendment to closed permit WPO200400050 is not an option.
e. WPO200400050 proposed land disturbance appears complete.
f. Note: Pavilion was recently constructed instead of impervious recreation area shown with
WPO200400050.
g. Engineering does not amend plans that are inactive, or for which WPO bond has been released.
3. Rather, a request to disturb any additional area/s at Kappa Sigma International Headquarters, or proposal to
transition from grasspave parking to asphalt parking, requires a new application, and is subject to
requirements listed at county code, chapter 17, and 9VAC25-870-65 (water quality) and -66 (water
quantity). File # WPO201900046 is assigned to this project; it is a new WPO Plan.
4. Ref. requirements at county code: 17-401, -402, -403, -404, -405.
5. Revise plan title: delete reference to Amendment. Include VSMP /WPO201900046 in title. Recommend
title plan: `Kappa Sigma International Headquarters VSMP /WPO201900046.'
6. Ref. satellite image, below. Unless misreading imagery, proposed impervious area has been constructed
since at least 3/9/10. A stone or stone dust surface is visible in area WPO201900046 Application proposes
to transition from grasspave to asphalt pavement parking area (sheet 3).
7. Revise plan to include Existing Conditions sheet that accurately reflects structures, contours, land cover,
paved or stone parking surfaces, and existing SWM facility with labels and notes as needed to clearly
indicate existing conditions on date of VSMP /WPO application, consistent with satellite imagery.
Application is misleading since added impervious area appears to have been added in 2010; that is, not
proposed to be added. Please clarify.
8. Note: $200 Amendment fee is insufficient. VSMP Application fee is required. Ref. table /fee schedule at
code 17-208. $290 is required; balance due =$90.
9. In may respects, this appears to be an application for post -development plan approval and grading permit
for work performed /completed (5,000 sq.ft. pavilion), and proposed impervious parking. Although parking
area may not be asphalt pavement, it has not been grasspave since at least Mar 2010 (satellite photo image,
below).
10. Related to 7., ensure all elements of plan are comprehensive, clear, and accurate. For example:
a. Sheet 3:
i. Show pavilion roof leader lines, consistent with post -developed drainage area map.
ii. Also: item d., vi., below.
b. Sheet 4:
i. Revise LOD to exclude stone /stone dust area to be paved. Land disturbance unlikely in
this area. Area has been stoned since at least Mar, 2010.
ii. Revise CE to PCE (paved construction entrance).

i. Provide SWM facility installation, maintenance and inspection information corresponding
with whichever VA DEQ Stormwater Design Specification is selected to replace retention
basin II, since criteria IIB applies to this project.
ii. Include periodic inspection checklist on plans (source: VSMH, Appendix C).
Engineering can provide.
iii. Include Construction Record Drawings (As -built) for VSMP on plans. Link:

d. Sheet 6:
i. Select a 9VAC25-870-65 practice; practices 1-15 available. Retention basin II is a IIC
criteria stormwater management facility; select, for example, extended detention pond or
bioretention basin, and furnish relevant design for that practice. Link:

ii. Provide re -development VaRRM.xls for project.
iii. Provide calculations that demonstrate compliance with 9VAC25-870-66.
iv. Provide deed bk.-pg. ref. for existing SWM facility /Access easement.
v. If SWM facility /Access easement does not exist for existing SWM facility, submit
separate easement plat application. Ref. county website for easement plat application.
vi. Include pavilion leader line concentrated discharge in design.
e. Sheet 7:
i. Remove storm pipe structures from LD-229 table, unless downstream of storm pipes
proposed with this VSMP plan. Label all structures in plan view that remain, once LD-
229 table is revised.
f. Sheet 8: Provide typ. details, including:
i. VDOT inlet shaping (IS-1)
ii. MH steps (ST-1)
iii. VDOT CG-2, CG-6, if either curb type proposed
g. Provide Layout sheet. Ex. Drainage Area Map, Post-dev DA Map, Phase I ESC plan, Narrative,
SWM Narrative provided, but not a layout showing improvements proposed with project.
h. On layout sheet, show:
i. Proposed improvements,
ii. Curb, if curb is proposed,
iii. Typ. parking space L X W,
iv. Parking lot aisle width.
11. Query of CV returns no recent LOR reviews. Most recent site plan -related review is SDP200700008
(search string: `SDP20xxxxxx, `Kappa'). Provide copy of LOR approval /county correspondence.
Engineering did not, apparently, review LOR, which proposed 5000 sq.ft. pavilion in lieu of a 0.12 Ac.
impervious recreation area. Again, this application appears to seek approval for constructed elements, and
to place asphalt pavement on stoned parking surface. Please clarify.
12. Provide deed bk.-pg. reference to recorded Maintenance Agreement (Ex. SWM facility).

D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan
is pending for reasons listed, above. Once revised plan submitted, ESCP comments are a possibility. The
erosion control plan content requirements can be found in County Code section 17-402.
The VSMP permit application and all plans may be resubmitted for approval when all comments have been
addressed. For re -submittal, please provide 2 copies of the permit package with a completed application form.
Engineering plan review staff is available from 2-4 PM on Thursdays if you wish to meet to discuss this review.
Process
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request
form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and
check parcel and easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash,
certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County
Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements may also need to be completed and recorded. The

County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will need to be submitted along with court recording fees (if an existing
Agreement is not recorded).
After bonding and agreements are complete, county staff will need to enter project information in a DEQ database
for state application processing, if LOD >1.0 Ac., which does not appear likely on this project. DEQ will review the
application information based on local VSMP authority approval. At this time, the DEQ portion of the application
fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails
provided on the application (SWPPP Registration Statement). DEQ should notify applicants with instructions on
how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be
copied to the county (preceding: if state VPDES permit is required /appears unlikely).
Easements must be recorded prior to VSMP approval; recordation is required to receive a Grading Permit.
After DEQ coverage is issued, the County can hold a pre -construction conference. Applicants will need to complete
the request using a pre -construction conference form, and pay the remainder of the application fee. The form
identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by
county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the
pre -construction conference, should everything proceed satisfactorily, a grading permit will be issued by the County
so that work may begin.
