Subject: Review Comment Letter #2 for SDP201700062 (Riverside Village Block 1) —
Letter of Revision (LOR) #1
The above -referenced Letter of Revision (LOR) (dated 8/1/2019) to approved Final Site Plan SDP201700062 has
been reviewed by the Planning Division of the Albemarle County Department of Community Development (CDD),
and has been transmitted to other County Divisions and Departments and applicable Site Review Committee (SRC)
member agencies for review and comment.
The LOR is currently not acceptable per applicable Albemarle County Code, and is not approved at this time.
The Planner will approve the LOR referred to above when the following items (below) have been satisfactorily
addressed, and when tentative approvals are granted by all other SRC members (as applicable). The following
comments are those that have been identified at this time; additional comments or conditions may be added or
eliminated based on further review. [Comments include applicable reference(s) to the Albemarle County Code.]
1. [Z.O. Sections 32.6.2.a and 32.5.2.n]: Proposed new and modified retaining walls must be identified by height.
(Also see CDD-ARB review comment #3.)
Update 8/21: Addressed.
2. [Z.O. Sections 32.4.3.2 and 32.4.3.6.a]: Tentative approval(s) must be obtained from all other applicable SRC
members prior to CDD-Planning granting approval of this LOR #1 for SDP201700062. The review statuses of
each applicable SRC member are provided below.
Please continue to coordinate directly with all applicable SRC members to address and resolve outstanding
review comments. After all required revisions have been made, and after each applicable SRC member has
signified their tentative approval, please submit copies of the plans to CDD for approval.

These comments were provided by email to Justin Shimp on August 2, 2019- None of the following comments were incorporated
into the present revised submission, so I am repeating the comments with hopes they will be addressed in a subsequent
submission- The numbered comments are from the previous round of review, supplied 6/27119; those that follow were provided

1- Provide the proposed site alterations on the approved landscape plan and show how you intend to reconcile the
previously approved OT (Thornless Honey Locust) in the southwest corner of the landscaping island at the crosswalk with the
addition of a transformer -
The revisions have not been made on the previously -approved landscape plan as per my request, and only some of the
landscaping from that previously -approved plan is present on this sheet, which leads to confusion- For instance, the seven OY
bushes which are to the west of the dumpster enclosure are not 'new' — they are present in the approved landscape plan; the 1
OC and the 3 LS trees that are shown to the west and north of the dumpster and the new proposed retaining wall are also not
snew," as they have been previously approved as well- Therefore, the language on the plan should be adjusted to accurately
reflect that you are not proposing these species for the first time here, since they have already been approved- The only
landscaping that is actually 'new' to this request are the MC shrubs on the southern side of the new proposed retaining wall -
Again, these changes need to be made on the previously -approved landscape plan and the landscape schedule on that plan
must be adjusted for the newly proposed MC shrubs -
As for the Honey Locust (OT) in the southwest corner of the landscaping island at the crosswalk, the center of a large shade
tree is planted within 3 feet of a concrete pad- I have my doubts as to whether this is suitable area for a large shade tree, in
terms of the trees longevity; if the tree dies due to too small/crowded a planting area, the site plan and property will no longer
be in concert-
2- Clarify what is meant by "shorten eastern most landscaping island and shift parking spaces" as the present
configuration of islands and parking spaces within the bubbled area does not appear to differ from what was previously approved-
OK-
3- No "north end retaining wall" appears on the approved final site plan, so the retaining wall proposed adjacent to the
northernmost dumpster (to be enlarged) is a new retaining wall, not a relocated one- Rectify the language oil the LOR site plan
and provide the top and bottom wall height of the proposed retaining wall as well as its material and the color of the material
within a detail provided on the LOR sheet- Provide this on a landscape plan to show how the visibility of the v all will be
mitigated by landscaping from the EC_
Thankyou, the 'new north end` retaining wall has been properly labeled as new, the top -of --wall and bottom -of -wall values, and
the brand name and color series of the retaining wall material has been named- The addition of 16 new wax myrtles (MC)
suffices to mitigate the wall's appearance from the EC- However, these changes need to be made to the previously -approved
landscape plan and the landscape schedule changed to reflect the addition of 16 new MC in addition to the 36 MC that were
previously approved (see first comment)-
4- Provide shrubbery on the street side of the northeast retaining wall to mitigate its appearance -
The northeast retaining wall is adjacent to Rt- 20- On the plan it is in the lower right-hand corner- If shrubbery has been added
to this v all on the street side, I cannot see it on the plan Clarify Add the shrubbery to the revised landscape schedule on the
previously -approved landscape plan -

Dear Ms. McMahon,
Thank you for your review of the Letter of Revision for Riverside Village Block 1. We have revised the LOR Plan per
your most recent comments dated July 15, 2019. Please find below a detailed response to each of your comments.
1. Provide the proposed site alterations on the approved landscape plan and show how you intend to
reconcile the previously approved GT(Thornless Honey Locust) in the southwest corner of the
landscaping island at the crosswalk with the addition of a transformer.
All revised landscaping has been included on Sheet Cl of the revised LOR Plan. The Thornless
Honey Locust was moved from its location within the southwest corner of the landscaping
island to the location shown on the LOR Plan. All landscaping within this landscaping island has

2. Clarify what is meant by"shorten eastern most landscaping island and shift parking spaces" as the
present configuration of islands and parking spaces within the bubbled area does not appear to differ
from what was previously approved.
The crosswalk landscaping island required additional space to fit the transformer pad. It did not
create a major difference, however it was enough to require all parking spaces to be shifted to
the West, using space from the Western most landscaping island to accommodate. C.
3. No "north end retaining wall" appears on the approved final site plan, so the retaining wall proposed
adjacent to the northernmost dumpster(to be enlarged) is a new retaining wall, not a relocated one.
Rectify the language on the LOR site plan and provide the top and bottom wall height of the proposed
retaining wall as well as its material and the color of the material within a detail provided on the LOR
sheet. Provide this on a landscape plan to show how the visibility of the wall will be mitigated by
landscaping from the EC.
The north end retaining wall is now labeled as "New". The wall heights, elevations, material
and color have been provided on the LOR Plan. The associated landscaping around the new
retaining wall has also been provided on the LOR plan to demonstrate the visibility of the wall.
