The SWM portion of the bond can be released after the following issues have been addressed. The reduction or release of the ESC portion will be calculated separately by the Erosion Control Inspector and the new bond amount will be provided by Ana Kilmer. Prior to the full release of the bond: 1. The geometry of the two biofilters does not match what is shown on the approved plans nor the minimum requirements of the Va. Stormwater Handbook. The as -built survey shows that the dams do not maintain the 3' height from the floors throughout their length as required by the approved plans and the side -slopes are also steeper than the 3:1 maximum. 2. Several of the trees and shrubs were observed to be dead or dying. These will need to be replaced, and will need to total 17 shrubs and 7 trees in the East Biofilter and 29 shrubs and 12 trees in the West Biofilter. These should also be included on the as -built survey (as a table will be fine). 3. The Biofilters had clay/sediment deposits and will need to be cleaned and mulched. Areas draining to the biofilters may need to be further stabilized to prevent this in the future. 4. Test pits showed that the biomix was not the required 2.5' deep per the plan and was only around 18" deep. The biomix will need to meet the 2.5' depth, or can meet a minimum 2' depth provided the design requirements are met for the Level 1 Biofilter in DEQ BMP Spec. 9. This option will require stamped calculations from a design engineer and revised plans to be submitted and reviewed as a plan amendment. Further options can be discussed with an on -site meeting. Also show the material depths on the as -built plans. 5. The stone weirs will need to be reconfigured to meet the standards from the Va. Stormwater Management Handbook.
