[14-302 (A)(1)] Name of subdivision. Revise the name of the plat to accurately represent what the plat is doing. A name such as "Plat showing a boundary line adjustment between lots 1 and 2, the revision of easements within lots 4 and 5, and the creation of a new easement across lot 2" would be one possible revision to the plat title. [14-302 (A)(5) & 14-303 (L)] Public Easements; Public utility, drainage and sight distance easements. Address the following: a) Because easement locations are being either vacated and recreated or relocated the following deeds and declarations must be revised, reviewed and approved by the County, and recorded with the plat once it is approved. i. For the Emergency Access Easement (DB 4928 PG 76) ii. For the SWM easement(s) (DB 5051 PG 638 & DB 4928 PG 96). See and address engineering comments. iii. Engineering is working with M. Schweller, at Williams Mullen, in reference to a revision of the SWM Agreement (DB 4901 PG 494). b) Work with ACSA to update their deed of easement. c) Revise the note about the vacation of easements within Lot 4 on sheet 2 of 5. The area of Lot 4 at the time of the recordation of the first deed of easement included what is now Lot 4A. The SWM easement on Lot 4A is not being vacated. The wording of the note about vacation must be revised so that it is clear that the easements on what is now Lot 4A are not being vacated. 3. [14-302 (A)(11)] Instrument creating property proposed for subdivision. Revise the Deed Book and Page references on the cover sheet to include DB 4928 PG 61 and DB 5051 PG 267. Also, see and address engineering comments on the unrecorded plat listed that should not be. 4. [14-302 (113)(1)] General information. Add a revision date to the plat prior to the next submission. 5. [14-302 (13)(5)] Zoning classification. Revise the setback information so that what is in the subdivision plat and what is provided in the site plan match and ensure they are revised to the setbacks approved by the BOS in variation #1 on 7/1/19. 6. [14-302 (113)(6)] Tax map and parcel number. Add the Tax Map Parcel numbers for all Oakleigh lots to Sheet 2 of 5. [14-303 (A)] Statement of consent to division. Address the following: a) Revise the wording of the consent statement to specify which tax map parcels are being impacted and to not include parcels that are not being impacted by the boundary line adjustment or easement revisions. b) Revise the wording of the consent statement to specify what is proposed. A subdivision is not proposed. A boundary line adjustment and revisions to existing easements are proposed. 8. [14-303 (C)] Boundary lines. See and address engineering comments. 9. [14-303 (E)] Dimension standards and information on all lots, streets, alleys easements, and shared driveways. See and address engineering comments. 10. [14-303 (H)] Monuments. Recently recorded plat signature panels for Oakleigh Albemarle, LLC, do not provide print information for authorized signatory. Signature of owner on recorded plats is unreadable. Print name beneath signature line in signature panel for this owner. 3. Owner signature panels: Identify which parcels /lots are owned by Oakleigh Albemarle, LLC, and which by The Blake at Charlottesville, LLC. 4. Note 12: On graphic portion of plat indicate corners where irons will be set. Abbreviate, and indicate irons to be set at all new property corners upon completion of construction. 5. Note 13 appears twice. Please delete one or the other. 6. Title re£ list includes an unrecorded plat d. 5/30/2003. It is unclear why since legal effect of an unrecorded plat, though informative, is uncertain. Defer to Planning whether to retain reference to an unrecorded plat. 7. Recommend list plat at deed bk.-pg. 4928-61, which is relevant. 8. Recommend list plat at deed bk.-pg. 5051-627, which is relevant. 9. Include Ownership information (name, TMP #) on graphic plat for Lots 1, 2, 3, 4, 4A, 5, 6, 6A. Sheet 2 10. Lot 4A: Show Ex. SWM Easement lines. If SWM Easement exactly coincides with Lot 4A lot lines, provide note to this effect on sheets 2, 3, 4. If SWM easement and 4A lot lines are not identical, provide easement metes and bounds. 11. Provide bk.-pg. ref. for Rio Road. 12. Revise bk.-pg. reference (Lot 4) to read: "All existing easements platted by D.B. 4928 P. 61 within Lot 4 boundaries established by plat recorded at D.B. 5051 P. 627 are hereby vacated. All existing easements in Lot 4A are to remain." (since plat at bk.-pg. 5051-627 creates Lot 4A, and plat under review does not vacate SWM facility (or other) easements on Lot 4A.) Alternative to b., if area of SWM Easement on a lot (Lot 2, for example) is unchanged across all 3 plats, then include plat note to that effect, ref, prior recorded plats, and do not list SWM easement area information unchanged with any plat, and with all three plats. Note: It is confusing, for example, to read total new revised SWM Easement=12,650.36 sq. ft. when plat at bk.-pg. 4928-61 lists total SWM Easement (Lots 1, 2, 3, 4, 5)=114,597.91 sq. ft. d. Also, SWM easement, Lot 5, on plat recorded at bk.-pg. 4928-61=55,700.97 sq. ft., while sheet 4 lists new revised SWM easement Lot 5=1,061.13 sq. ft. 54,639.84 sq. ft.
