I know we've been chatting about the ACSA signature for this plan. My colleague in the Engineering
division went down to sign this morning, and the applicant did not include three of the drawings that are
supposed to be in the signature set of the plans.
I'm letting you know in case you were planning to swing by and sign them in the next couple days. I am
going to be putting the plans at the front desk so the applicant can come in and staple the missing
drawings into the plan sets.
Just let me know when you're preparing to come over and I'll let you know if they've provided the
missing sheets and you can come sign.

Hi Tim,
I wanted to touch base on this project. You submitted four (4) copies of the revised major amendment
site plan to me on April 25. It looks like you signed all four copies as if these would be the approval sets.
Please remember that ACSA, RWSA, Engineering, and Planning still had comments that needed to be
addressed on the major amendment site plan before we could say that it was ready to be approved. I
distributed the four copies to the other reviewers. ACSA and RWSA have indicated that all of their
comments have been addressed. Please see the ACSA and RWSA approval letters attached to the email.
Engineering & Planning still have comments that need to be addressed before we can sign the major site
plan amendment. Engineering's comments are attached, titled "SDP201800065 Engineering Comments
4t" Review." All of the Planning comments related to revising the site plan drawings once the easement
plat (SUB201800221) has been approved and recorded. I have included my last comment letter for
reference so you can see the Planning comments.
Here is how we should proceed:
• Once SUB201800226 has been approved and returned to you, record the plat and associated
deeds of easement. Once they are recorded, revise the major amendment so that all easement
labels include the easement type, width, and recorded instrument number of the plat/deed.
• Have the property owner sign the conservation plan checklist.
• Submit your retaining wall drawings/plans to the Inspections Division (see Engineering
comments).
• Engineering has two final comments at the end of the attached, letter. Make sure you show
those on the major amendment.
• Get the WPO approved by the Engineering Division.
• At that point, the remaining comments will be addressed. You can submit 4 more copies of the
major amendment for final signatures/approval.
I just wanted to give you a heads up that we are expecting another submittal of the major
amendment. The last submittal still needed a review in order to ensure everything was addressed.

RWSA has reviewed the Site Plan Amendment for Woolen Mills Light Industrial Park as prepared by
Meridian Planning Group, LLC and dated 8/3/2018, with latest revision dated 4/11/19 and consents to
the proposed construction. All changes to the proposed work from that shown in the drawings shall be
approved by RWSA in writing prior to construction. RWSA reserves all existing rights associated with its
easements, including but not limited to its rights to access, construction, operation, maintenance, and
repair of its facilities within the easement, and such consent shall not be construed to modify or prohibit
any existing easement rights held by the RWSA, nor modify or increase its obligations, if any, to repair or
restore.

Include a note this sheet that one lane of Moores Creek Lane shall remain open at all times
during utility installation across the road. Contractor shall coordinate lane closures with RWSA
at least 3 days in advance of the work.
Sheet C-300:
Storm Sewer Profile 1— revise the callout on the profile to read "...Adjust storm sewer as
necessary to provide a minimum separation of 1.5". It's shown correctly on the profile, just not
in the note.

I believe those existing easements are the ones he's vacating as part of the easement plat that we're
reviewing for this project. I told Tim that prior to final site plan approval, we will need to see all the

I have added wood fence around the dumpster between buildings 1 and 2, and a wood fence detail to C-
301.
As we discussed we do not have to show any retaining wall details on the plans since plans will have to
be submitted with the building permit application.

Regarding your comments about fencing for the dumpsters. They are all adjacent to 2-story buildings
and retaining walls. A wood fence will not provide any additional screening so why they must they be
installed.

received any response. It took 55 days to get comments on the last submittal and Kevin is very anxious
to get this approved. I am ready to resubmit once we are able to meet with you.

Dear Mr. Miller,
My name is Liz Russell and I manage planning and land use at Monticello. I work with local developers
and property owners in the vicinity of Monticello (the Monticello Viewshed) to ensure that historic
views from this UNESCO World Heritage Site are preserved to the greatest extent possible. You can read

Monticello appreciates the opportunity work with County staff in reviewing projects such as yours.
Because this project does fall within the viewshed of Monticello, I am interested in some of aspects of
the site plan and building cladding.
Monticello has developed a set of voluntary guidelines with design considerations that can that help
mitigate visual impacts to Monticello. I have attached those guidelines. My primary interest in a site
such as yours would be a muted color palate for facades and roofs.

The Owner is confident that these should be managed slopes not preserved slopes since they were
constructed for the railroad tracks. So Section 30.7.6 would be the applicable section for this request.

I am the lead planner reviewing SDP201800065. This is a major site plan amendment application that
will go to the Site Review Committee on October 18, 2018. It falls under the September 4 site plan
submittal schedule. Below is the legal ad, which has also been entered into County view. Please note
that the project title is "Woolen Mills Light Industrial Park — Major Site Plan Amendment." It currently
shows up with a different project title when searching SDP201800065 in Countyview, this is because it
was entered incorrectly. I have Intake staff working to correct the name in the Countyview system.
I have CC'd James so that he can provide the hyperlink to the plan once he has finished scanning it into
Countyview.
