Also, apologies this is a little late, but you do have 10 minutes (max) to present to the PC if you would
like. For something this simple, most applicants just talk for a few minutes and give a brief overview. I
will give my PPT first, then you will have 10 minutes max to speak at the podium. Since we are
recommending approval, in these cases most applicants just give a quick summary of their proposal or
add anything they think Staff may not have included.

The only question I have is whether the County anticipates us doing drop-off by staff
from the car itself for the elementary students or whether the parking spaces are the
designated ones for parents to park and walk their child into the school. We obviously
prefer the latter and have used that method without incident. There had been one staff
member who talked about a drop-off line and we agreed we would take it under
consideration, but I do not believe we committed to it.
I just want to be sure we're all on the same page on this.

of what you are determining). In order to operate legally, they need a Special Use Permit in this zoning
district (PUD). If they are already operating without their SP, that would potentially be a zoning
violation. Regardless, they need their SP to operate according to the Zoning Ordinance. If they are
operating in violation of the Zoning Ordinance, this SP would be moving toward rectifying that violation.

Attached is my staff report, with areas that need extra focus highlighted in red. I worked with Lea on the
conditions. I also have some questions/need for guidance below. The proposed attachments are
attached to this email as well.
1. Zoning/planning history: tried to keep it brief, since no site plan or other applications are
required with this SP.
2. The applicant requested 36 students, however Zoning thought it would be wise to allow them to
have up to 40, so that they may slightly increase their enrollment without amending the SP. In
the Staff Report, the conditions allow for 40, while their proposal asks for 36. Do I need to
explain this somewhere? Is it ok that they are not the same number?
3. Should Attachment C (Montessori education explanation) be included? There were questions at
the community meeting about what Montessori education entails, so at least some members of
the public wanted the information.
4. The conditions were written by Lea. She mentioned that Zoning and Planning usually write their
own conditions (based on whether it's a Zoning Ordinance issue or a Planning issue). My
comments were the same as Lea's, so I did not add any additional comments. Hers are
consistent with the applicant's proposal. Do they need to review the conditions as well, though?
5. Since the Montessori School is affiliated with the existing Montessori Daycare, would they need
a shared parking agreement (e.g. for events)?

Attached is my staff report, with areas that need extra focus highlighted in red. I worked with Lea on the
conditions. I also have some questions/need for guidance below. The proposed attachments are
attached to this email as well.
1. Zoning/planning history: tried to keep it brief, since no site plan or other applications are
required with this SP.
2. The applicant requested 36 students, however Zoning thought it would be wise to allow them to
have up to 40, so that they may slightly increase their enrollment without amending the SP. In
the Staff Report, the conditions allow for 40, while their proposal asks for 36. Do I need to
explain this somewhere? Is it ok that they are not the same number?
3. Should Attachment C (Montessori education explanation) be included? There were questions at
the community meeting about what Montessori education entails, so at least some members of
the public wanted the information.
4. The conditions were written by Lea. She mentioned that Zoning and Planning usually write their
own conditions (based on whether it's a Zoning Ordinance issue or a Planning issue). My
comments were the same as Lea's, so I did not add any additional comments. Hers are
consistent with the applicant's proposal. Do they need to review the conditions as well, though?
5. Since the Montessori School is affiliated with the existing Montessori Daycare, would they need
a shared parking agreement (e.g. for events)?

I just left a copy of the resubmitted application for SP201800015 (Montessori School). Only Planning and
Zoning comments remain. Currently, the applicant is scheduled to go to the PC on December 4t". After
talking with Megan, I let the applicant know it was possible to keep this date, if they resubmitted the
requested materials from the Review Comments by 10/26 and if the resubmittal was sufficient. Please
let me know if they have submitted sufficient materials to either recommend approval or approval with
conditions. I was wondering if it is possible for the shared parking agreement to be a condition of
approval, that could be done after the PC hearing? Let me know if you would like to meet to discuss as
well.

We don't necessarily cite codes we aren't enforcing when we ask for additional details; in this case, they
may have a Montessori -specific reason for the non-standard hours, but I would like them to address it.
However, the Code of Virginia does require that private school students attend the same number of
days and hours as public schools, under "§ 22.1-254. Compulsory attendance required; excuses and
waivers: alternative education Droeram attendance: exemations from article."
Albemarle County requires a minimum of a 5.5 hour school day. If the parents of all 36 children will be
picking up their kids in the same 1-hour window (as in other schools), this will likely require additional
coordination for pickups and drop-offs, and plans for queuing.
For special events parking, I was assuming they would park in the office park or nearby church's parking
lots, but that needs to be written as part of their plan for parking, with an instrument from the other
businesses/landlord/church ensuring they will be allowed to park there. Additionally, by including those
parking plans and agreements into the SP, this provides us with a method by which we can enforce
violations, should they start to park in the residential neighborhood nearby or on the side of the road.

After talking with Megan, we have a few questions about the Zoning comments:
1. Are there state regulations on timing for the school day (e.g. how long it needs to be)? It seems
that we would not be able to enforce those school regulations, but we could reference them.
Unless it is somehow in the Comprehensive Plan?
For the parking for special events: we think this could be addressed by having parents/attendees
park at the other businesses, as they should be closed at 5 PM and would have plenty of
parking.

For the presentation (PPT or verbal), please make sure to include all of the important land use
information. For this project, it is especially important to discuss parking, circulation (how drop off and
pick up will work), hours of operation, any potential noise impacts, any special events (e.g. school plays
in the evening), the number of students and staff (max), and that changes are only occurring to the
interior of the building. You addressed many of these in your application already, and it is important for

order to leave plenty of time for the public to ask questions.
For number of handouts, that is somewhat hard to predict. I would say 50 should be plenty, but it is
difficult to predict turnout.

This change was triggered by my change in employment. Over the last month I have made a major
career change from Union to Blue Ridge Bank. While I enjoyed and have great respect for Union, Blue
Ridge Bank is refreshingly different from all other banks I have worked for; It is very personable, flexible
and innovative in its approach. My new role is a market wide position, allowing me to more directly
impact the vitality of our local businesses.
I also ask for some forbearance; This change has been a bit complex and very absorbing. I have not been

Good morning N29 CAC members.
Robert and I were able to attend last night's Rio29 Design Scenario community presentation meeting the
county hosted at the North Library.
It was mostly a "putting it all together" type of presentation, so interesting in that way. Attendance was
fairly good.
Below is a link to the panels that were presented.
Many of the parts you may have heard of or seen already in some form.
There were a few concepts that were new to me and had a lot of face value: Pedestrian underpass
under 29, Public Park behind North Library, Green Space and Trails that together make a nearly
complete loop (not intentionally it seems but there may be value to considering closing the loop). Then
there was a concept of a "dog -bone" traffic pattern applied to the 29 Rio over -pass. Interesting and
looks nice. Not convinced there is enough space.
There seemed consensus on the benefits of the pedestrian underpass under 29.
(If the greenspace "loop" was actually closed and made a loop it would become even more attractive, I
think.)
Other concepts were familiar such as greater road connectivity, more ped/bike lanes, greater building
heights - greatest at core and decreasing concentrically as move out from core.

The letters to adjacent owners will need to go out by the end of the day next Monday (Sept 10). 1 just
sent an email to you all with the necessary attachments. The excel spreadsheet contains the names and
addresses of adjacent owners who will need to be mailed a copy of the letter. There is a template for
writing the letter, as well as the guidelines document explaining the full process. Please send me a draft
copy of the letter (over email; ideally today) before it goes out, and again send me a copy (email) when
you send out the letters. You will also need to email a final copy to the CAC Chair and PC and BOS
members, whose contact information is also in that email.
Please let me know if you have any questions, and feel free to email or call me. I have a few meetings
but will mostly be around.

I just wanted to give you a heads up, and will keep you posted. In the meantime, please consider which
day would be your preference, knowing that Sept 20t" may already be full.
