Dear Kevin,
This is a request for a parking variation to allow a 35% reduction in the minimum number of requireLs
parking spaces for the above -referenced project. The request is being made in accordance with
Zoning Ordinance Section
1. Shared parking of the commercial uses with the hotel.
2. Walkability and "bikeability" of Hollymead area.
3. Availability of mass transit to the site and Proximity to the Airport.
Although the above factors may alone justify upwards of a 35% reduction, the paming ratio used to
establish the baseline in the COD, or Base Parking Ratio, is 20% higher than the rates published in
Shared Parking by the Urban Land Institute. Shared Parking is regarded as an authority on all
matters related to shared parking and is referenced in the Code of Development.
Shared Parking describes the higher Base Parking Ratios used by many zoning ordinances with the
term "cornfield" rate. A cornfield rate defines a project as a free-standing land use in an area with
little or no transit and only weak pedestrian connections with other uses. Shared Parking suggests 3.5
to 4 spaces per 1,000-sf of Shopping Center, as compared to 4.5 in the Code of Development.
In contrast, the walkability and bikeability of the Hollymead Town Center is strong, evident by wide
asphalt bike trails and concrete sidewalks on Berkmar Drive extended, bike lanes on Towncenter Drive

Notwithstanding the Base Parking Ratio used in the Code of Development, the following describes the
four major factors in justifying the reduction:

The proposed commercial uses and the hotel have offsetting peak -hour parking demands. This
provides a range of 12% - 16% reduction in the required number of parking spaces based on an
analysis of the Shared Parking Time -of -Day Reduction Factor as found in Shared Parking, Table 25
Rnd Table 2-6 (pp. 16-19). See Appendix A for site parking tabulations and Appendix B for an
analysis of Table 2-5 and 2-6, deriving the 12% - 16% reduction factor,
Hollymead Town Center consists of two big -box department stores, Target and Kohl's, a Harris Teeter
grocery store and a variety of retail stores, a pet store, restaurants, fast-food, financial institutions.
The introduction of office space on the subject property and the concurrent ZMA 2017-00005 zoning
case is eminent. The mix of uses in the vicinity of the site (on the west side of Route 29) presents a
wide range of employment opportunities for residents who can walk or bike to work. Statistics in
Shared Parking indicate that this may reduce the parking demand by up to 10%.
i o improve the connectivity of the site, the owner is providing sidewalk connections along the majority
of the site perimeter as shown on the Application Plan. This will allow more convenient access for
residents in nearby Abingdon Square townhouses, and the residents in the townhouses in Blocks 4 and
6. Two crosswalk connections are being provided to the adjacent hotel site, which will benefit
movement in Block 1, which is especially important to have in place for the shared parking.

Connect 29 provides 3 bus stops that are within a 1/4 mile to Block 1. The stops are located on
Lockwood Drive in Abingdon Square (1/4 mile), at the Harris Teeter on Towncenter Drive/Community
Street (1/4 mile), and in the Food Lion Parking Lot across 29 (1/4 mile).
Also, due to the proximity of Block 1 to the Charlottesville Regional Airport, parking demand will be
reduced through the use of shuttle service, Uber, and to a lesser extent, tax! service. An overall trend
in reduce car ownership will contribute significantly to the reduction in parking demand.
The alternatives presented above to justify the parking reduction also meet the requirements listeii
under Zoning Ordinance Section 4.12.8, to wit:
3.12.8. Shared parking allows parking spaces to be shared among two (2) or more uses that
typically experience peak parking demands at different times and is located on the same
lot or on nearby lots. Because parking spaces are shared, the total number of parking
spaces that would otherwise be required may be reduced. In addition to all other
applicable requirements of this section, the following requirements shall apply to shared

The reduction in the number of minimum required spaces serves to benefit the community by
minimizing the area of land that would otherwise have been required to build additional impervious
paring area. In this case, it also will allow for the construction of much -needed commercial space to
meet the needs of a growing Hollymead Community. Recent and ongoing expansion to the NGIC
facility, expansion/connection to the UVA Research Park, the recent Berkmar Connection and other
improvements will only intensify the need to additional commercial facilities.
The benefits of a parking reduction include greater flexibility and creativity in design, higher density in
the development area, and reduction of excess impervious paving surface.
