Subject: SDP2019-00029 Martha Jefferson Hospital — Minor Amendment
The Planner for the Planning Division of the Albemarle County Department of Community
Development will recommend approval of the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been identified
at this time. Additional comments or conditions may be added or eliminated based on further
review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.]
1. [General Comment] Revise the typo on sheet 1, in the bottom right-hand corner for the scale,
where the phrase "as shown" is misspelled.
2. [4.17] On the lighting plan, provide catalog cuts for the proposed light fixtures. In addition,
identify the total lumens for the fixtures, and identify whether these fixtures are a full cutoff
luminaire, as required in 4.17.4.
Provide a label for the unit of measurement for the lighting boundaries on the lighting plan.
(I'm assuming it is foot-candles but provide a label.)
The proposed new light pole on the southern end of the eastern -most new parking lot
landscaping island appears to be in the same location where a tree is proposed on the
landscaping plan. Please move either the tree or the light pole.
Provide the standard lighting note on the lighting plan: "Each outdoor luminaire equipped
with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall
be arranged or shielded to reflect light away from adjoining residential districts and away
from adjacent roads. The spillover of lighting from luminaires onto public roads and property
in residential or rural areas zoning districts shall not exceed one half footcandle."
3. [32.7.9] The trees on the landscaping plan and the trees listed in the plant schedule do not
match. The plant schedule lists 5 shumard oaks and 5 plane trees. However, only 2 shumard
oaks are shown (at the eastern -most part of the project site), and 8 London plane trees are
identified. However, 3 of the London plane trees in the western planting island have the same
tree symbol as the Shumard oaks. Are these perhaps proposed as Shumard oaks? Please fix
this discrepancy.
4. [32.7.9] The tree canopy calculations on the plant schedule have been removed since the first
submittal of this project. Provide the canopy calculations for each species of tree, as well as
the total of all trees, so that staff may determine whether this canopy meets the requirement

of a 10% minimum tree canopy.
5. [32.7.9] Provide the standard plant health note on the landscape plan: "All site plantings of
trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping
of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the
overall health of the plant."
Provide the following note on the landscape plan: "All landscaping and screening shall be
maintained in a healthy condition by the current owner or a property owners' association,
and replaced when necessary. Replacement material shall comply with the approved
landscape plan."
6. [General Comment] The charts on the bottom right-hand corner of sheet 4 are labelled for
the project Belvedere Phase IVA. Provide the correct charts for this project.
