This letter serves as the Department of Conservation and Recreation's official approval of the Biscuit Run Master
Plan, as developed by Anhold and Associates and submitted to DCR on April 23, 2019.
In the May 13, 2019 conference all between yourself, representatives of Albemarle County, and with DCR staff
Tom Smith, Danette Poole, Lynn Crump, and Bill Cookie, several areas of interest were discussed and am
summarized below. Please understand that DCR's approval of this master plan recognizes Albemarle County's
commitment to the following in development of the park:
In the 400-acre wood area, we appreciate the county's commitment to include trails for hiking only, which
we understand will be separated from multi -purpose trails through physical barriers and with the use of
trail ambassadors to assist with monitoring and public education.
We also appreciate the consideration that has ban given to emphasizing the buffers along Route 20 to
preserve the scenic attributes of that area.
As was discussed during the meeting, it is also understood that the county intends to shift the park's Route
20 entrance northward towards Avon Street (as per the plan that was previously developed by VDO ),
This will also allow for more space for placement of the playing fields.
Please allow me to commend you for the great work the County's Master Plan Steering Committee has done in
developing this plan. We at DCR are very familiar with the amount of time and effort that goes into developing a
comprehensive plan for a park of this size, and the challenges it can present in meeting the diverse recreational
needs of citizens. We appreciate your commitment to making Biscuit Run the best recreational asset it can be,
while also preserving the park's unique natural and cultural resources.
We look forward to seeing this great park developed for the public in the near futurel

Re: Rezoning of Biscuit Run Property
Dear Mr. Benish:
The Department of Conservation and Recreation (DCR) is pleased to support your efforts to
rezone the Biscuit Run property to a land use designation consistent with its proposed use as an
Albemarle County park. As stated in your July 18 email inquiry to Danette Poole, local land use
regulations do not apply to properties owned by agencies of the Commonwealth. However, we
understand the County's desire to rezone the property as being an action that conforms with County
policy for its development efforts.
Subject to our common understanding that zoning regulations do not apply to properties owned
by DCR, please allow this letter to serve as DCR's consent, as the owner of the property, for rezoning of
the Biscuit Run property.
