Thank you for your review of the final site plan request for Northside Material Recovery Facility.This
letter contains responses to County comments dated June 21,2019. Our responses.are as follows:

Planning

1. [4.18.04, 5.1.51, 5.1.52, &26.5(C)] The Special Exceptions(SEs)that were requested were
approved with conditions by the BOS on May 1, 2019. Address the following in reference to the
conditions of approval for the SEs.
a) [SE Condition#3(f)&4(b)] Add a note to the site plan that specifies how conditions 3(f)&
4(b)will be met and the method of measurement that will be utilized. If.any permanent
physical object(s).will be utilized for these measurements then show them on the site plan and
label them accordingly.
RESPONSE: See note#1 on sheet C4 describing method for certification of compliance for
• height of stockpiles.
b) [SE Condition#4(a)j Label the circular stockpile and ensure that the maximum height is •
included in the label.
RESPONSE: See sheet C4.
c) [SE Condition#4(e)] "Concrete Blocks have been shown on the final site plan to demarcate
the tree protection area and be a physical barrier to protect the trees.However, the following
needs to be addressed:
i. Ensure the stock piles are not shown on top of the concrete blocks and into the area
protected by the blocks.
RESPONSE: See sheet C4 and C5.Location of the concrete blocks and stock piles have been
adjusted.
ii. Provide additional concrete blocks to protect the dripline of the preserved trees.
There are portions of the driplines that do not have any concrete blocks protecting

them. With the exception of the area on the east side of the proposed stormwater
• pond all"preserved tree"dripline frontage must be protected.
RESPONSE: See sheet C4 and C5.Location and extent of the concrete protection block§have
been adjusted.
• iii. Concrete blocks protecting the preserved trees must be located outside of the dripline
of the trees.
RESPONSE: See sheet C4 and C5.Location and extent of the concrete protection blocks have
been adjusted. •
iv. In addition to the block size information provided in the detail provide information •
on their minimum spacing and material (manufacture and'model number if available)
of the concrete blocks. •
RESPONSE: See the revised detail on sheet C6. The blocks are'specified at 6'-'length and 12'
maximum on center,creating a maximum spacing of 6' between blocks.

e) [SE Condition#7] One of the conveyor bels is shown encroaching slightly into the 100'
outdoor activity setback.Revise its location to meet this condition.
RESPONSE: See sheet C4 and C5.The location of the conveyorbelt is revised to meet the
setback condition.
f) [SE Condition#8] An offsite easement for the proposed opaque security fence on the
adjoining parcel,that is not part of this site plan,is required. Submit the easement for review
and approval.Approval and recordation of this easement will be required prior to site plan
approval.
RESPONSE: The proposed easement is shown on sheet C4 and C5.An easement plat is being
prepared for submittal.
g) [SE Condition#9(a)] Address the following:
i. Add a label/note on Sheets C4 and C5, within the area of TMP 32-73 that states,"as
per condition of approval #9(a)of the Special Exception approved by the BOS on
May ls`, 2019, the wooded areas within TMP 32-73 that are hatched and labeled as
`Existing Tree Buffer(to be preserved)' are to be preserved."
RESPONSE: See sheets C4 and C5.The requested note is provided.
ii. Add a `Existing Tree Buffer(to be preserved)' label for the area of preserved trees in
the northeast corner of TMP 32-73 on Sheets C4 and C5.They have not been labeled.
RESPONSE: See sheets C4 and C5.The additional labels are provided.
h) [SE Condition#9(b)] Specific information and details for the supplemental landscaping, as
required by ARB,must be shown on the site plan.Once ARB comments are available ensure
the location, size and species of each tree required to be planted is shown and provided on the
final site plan
RESPONSE: See sheets C5.The location, size and species of the trees are provided in a table.

i) [SE Condition#9(c&d)] Address the following:
i. Provide a cross section of the screening along the adjoining lot line with the
residential parcel (TMP 32-22I). this cross section was provided in the initial site
plan but was not included in this first submission of the final site plan.
• RESPONSE: See Detail 5 on sheet C6.The requested section is provided.
ii..• Ensure that the cross sections show all required information, such as height of berm
and height of evergreen screening trees.
RESPONSE: See Detail 5 on sheet C6.The requested information is provided.
3. [Conditions#3 (a)&(b)] The SE conditions timeline for the first submission of the Final Site
Plan and VSMP have been met. Ensure other timelines requirements in conditions#3 are met.
RESPONSE: VSMP and Site Plan comments are addressed and the plans are resubmitted with
the intent of meeting all the requirements of the SE.
4. [Comment] Remove the"Narrative of Operation"from the coversheet. It does not match
condition#1 of the approved special exceptions and it is redundant to the Conditions of Approval
provided on Sheet C2.
RESPONSE: See sheet Cl.The"Narrative of Operation"has been removed.
5. [4.12] The existing entrance and the equipment storage area were established without site plan
approval. See engineering and VDOT comments(once they are available) about these areas and
ensure that they meet all ordinances and design standards.
RESPONSE: Comment noted.Engineering and VDOT comments are addressed below.
7. [30.6] ARB approval is required for this site.This project is scheduled for the July 1 St ARB
meeting. ARB comments will be forwarded to the applicant once they are available.
RESPONSE: Comment noted.ARB comments are addressed below.
8. [32.5.2(i), 32.5.2(n), 32.5.2(m)] Streets, easements; and travel ways& Ingress and Egress.
Address the following: •
d) Add the distance to the centerline of the nearest existing street intersection for the entrance to
the equipment storage area.
RESPONSE: See sheet C4.The distance is provided.
e) A note on the coversheet of the site plan states"Parking shall be provided on the adjacent
TMP 32-67."Address the following:
i. Provide revised parking calculations for the existing uses(s)on TMP 32-67 and
demonstrate that there is sufficient parking available to meet the parking
requirements for the proposed use on this site plan..
RESPONSE: See sheet Cl.The requested information is provided in the parking schedule.
ii. Provide the instrument that will assure continuation of the off-site parking for this use
(4.12.8(e)).
• RESPONSE: The Owner,who is also the owner of the off-site parking, will provide,prior to
final approval of this plan, an instrument that will assure the continuation.
j) Provide the required large shade street trees for the portion of the public street frontage that
does not have existing trees being preserved for screening.
RESPONSE: See sheet C5. The street trees are provided. -

9. [Comment] Address the following: •
a) Show the parcel boundary line between TMP 32-72 and TMP 32-73 is not shown on Sheets
C4&C5.
RESPONSE: See sheets C4 and C5.The boundary is provided.
b) The existing parcel lines between TMP 32-22C3 and TMP 32-70,between TMP 32-7.0 and
• TMP 32-71,between TMP 32-71 and TMP 32-72 are not shown on Sheets C4&C5. If a
boundary line adjustment will not be done to combine these lots either show the parcel lines
on Sheets C4&C5 or provide a note on.both of these sheets,and the cover sheet;stating that
no boundary line adjustment is proposed and that the parcel lines are not shown on Sheets C4
and C5 for clarity of the site plan details. See the comment above on the parcel line between
• TMP 32-72 and TMP 32-73.
RESPONSE: See cover sheet,and sheets C4 and C5.The requested note is provided.
•.c) Remove extraneous linework or ensure•all linework is properly labeled so that•it can be
identified. Address the following: •
i. There is a line offset 20' from that parcel line between TMP 32-72 and TMP 32-73
on sheets C3,C4&C5. Either remove this line or label what it is supposed to
represent.This may be a"20' buffer"line that was proposed in an early draft of the
initial site plan but this linework is no longer necessary.
RESPONSE: This,was linework from an earlier draft and has been.removed.. .
ii. On SheetC5 there are a significant number of lines that crisscrosses over TMP 32-
22C3,TMP 32-70 and even into the adjoining.parcel TMP 32-22C1. They do not
match what is shown on either the existing conditions or the proposed site layout
sheets. Either remove this linework or label what they are.supposed to represent.
RESPONSE: The linework has been removed. .. . ,
12. [32.5.2 j & 32.5.2(k)] Existing sewer and drainage facilities; Proposed sewer and drainage
facilities.Address the following: •
a) Address the following:. • , . •
i. Submit for review a plat that vacates the existing drainage easement that runs parallel
to the northside drive for most of its length.This plat must be approved and recorded
prior to the final site plan being approved since the existing easement conflicts with
• trees that are to be preserved for screening.
RESPONSE: The vacation plat is being prepared for submittal.
ii. It appears that the Hall's Autobody site has its SWM pond outfall right on the edge of
this property(SDP2004-26).This may be associated with the existing drainage
easement. Address how the off-site stormwater will be handled or provide
information on the alternative outfall direction for the pond and any required
easements to the satisfaction of the County Engineer. •
RESPONSE: Please see accompanying VSMP plan submitted concurrently with the site plan.A
new•outfall is proposed for the pond and a revised easement plat is being
prepared.
c) [From previous comment 18] See the attached ACSA comments. If the ACSA comment(s)
require changes or addition add them, and any easements required,to the site plan.
RESPONSE: See ACSA response below.
14. [4.12.15(a)] Surface materials.All parking areas consisting of four(4)or more spaces shall be
surfaced. Provide a separate cross section for the equipment storage area. As they apply to this
comment, see the engineering comments regarding waiver requirements(below).
RESPONSE: The equipment storage area is proposed to have the same surface as the internal
• travel ways. See response to Waiver Request Comments below.All parking
areas are provided on the adjacent Hall's Autobody site.

25. [32.5.2(e), 32.5.2(p), 32.6.2(j)&32.7.9] Provide a full landscape plan that provides all required
landscaping, calculations and meets the landscaping requirements for 32.7.9. Ensure all
calculations and graphics correctly represent the existing and proposed plantings and planting
areas. Address the following: •
a) Provide street trees, and a street tree calculation, for the portion of the public street frontage
that does not have existing trees that are being preserved.Ensure that it meets the minimum
street tree requirements.
RESPONSE: Street tree locations, quantities,and calculations are provided on sheet C5.
b) Provide a tree canopy calculation for the site.Ensure that it meets the 10%requirement. This
• calculation should be based only on the 4 primary parcels and not include TMP 32-73.
RESPONSE: A canopy calculation is provided on sheet C5,
c) Provide a label for proposed ground cover.
RESPONSE: Ground cover is not proposed with this plan.
d) Specific tree species, sizes, locations and quantity for all proposed plantings is required.
General notes about"as needed"are not sufficient.
RESPONSE: A table is provided on sheet C5..
e) Provide planting details. •
RESPONSE: See sheet C6 for planting details.
27. [32.5.2(e), (n), 32.6.2(j)& 32.7.9.4(b)&(c)]Address the following: •
a) Preserve all existing trees that are to remain. Address the following:
i. Areas and other features shown on the landscape plan.
• l) Ensure that the"Concrete Block Tree Protection" shown on the site plan extends
for the full.perimeter of the"preserved"trees(with the exception'of adjoining the
proposed stonnwater pond).
RESPONSE: See response to comment 1(c)above. ` •
2) Ensure the driplines of all trees that will remain on the site are protected by either
•
tree protection fencing or concrete blocks during the construction process.
• RESPONSE: See response to comnient, 1(c) above.
3) Show the temporary tree protection fencing that will be in place prior to
• construction and is specified in the conservation checklist, on the site plan. •
Temporary tree protection fencing should be located and shown in all locations
where concrete blocks are not already provided for tree protection prior to •
• constriction:Please note that all trees not shown as being removed should be
• protected, even if they are not the"preserved"trees,and not all tree lines have
concrete blocks specified at their drip line..
RESPONSE: Temporary tree protection fencing is shown on sheets C4 and C5 and a detail is
provided on sheet C6.
4) Since tree protection fencing will be utilized(as specified above)provide a tree
protection fencing detail on the site plan in addition to the concrete block tree
protection detail (mentioned below).
RESPONSE: A tree protection fencing detail is provided on sheet C6. •
5) Revise the"Tree Protection"detail on Sheet C6 so that it clearly states that the
detail is for both temporary construction and permanent tree protection.The label
of"Construction operations relative to the location of protected trees"is not
clear, can be interpreted to only apply to the construction phase,and the work
"preserved"should be utilized instead of"protected". •
RESPONSE: The detail on sheet C6 has been revised accordingly.
• 6) Show the limits of clearing on the site plan as specified in the conservation •
checklist. This should be shown with linework and not just noted in the concrete

block detail, for clarity and because the concrete blocks are not shown around the
full perimeter of the site.
RESPONSE: The limits of clearing has been provided on sheet C5.
ii. Conservation checklist.A conservation checklist has been provided.However,the
following niust still be addressed:
1) The checklist must be signed and dated by the owner(s)of the parcels..
RESPONSE: The owner(s)will sign and date the checklist when the plan is ready for approval.
2) The checklist must be filled out in a way that is understandable. With the first
,;submission it appears that either only the first bullet item of#1 has been '
"checked",and all other items have not been, or that all but the first bullet item of
#1 has been"checked". Add check marks to all items in the conservation list or
clarify why any specific bulleted item'should nabe required. . .
RESPONSE: The checklist has been revised to match the plan accordingly.
3) Ensure that where the checklist specifiessthat something must be"shown on the
plan"that the item specified is shown in the final site plan. One example of this
is the"limits of clearing No line work is provided for this limit and no labels
are included specifying where thus limit is.; : _ . , .t
RESPONSE: The checklist has been revised to match the plan accordingly.
4) Please note that the temporary tree protection-fencing, specified in the
conservation checklist,is to protect the preserved trees during construction.In
any area that the concrete blocks shown on the final site plan,that are for
perpetual tree preservation after construction,the concrete blocks can be used in
place of the temporary tree protection fencing if the blocks are placed prior to
construction.
RESPONSE: A note is added to sheet C5 and the details have been revised on sheet C6 to
reflect this distinction.
5) Since concrete blocks.may not be provided between the preserved trees and the
proposed stonnwater improvements this is an example of an area where tree
protection fencing should be placed.
RESPONSE: Tree protection fencing has been added between the stormwater improvements
and the tree preservation area.This is reflected on sheet C5.
b) Provide the labels for the existing trees to be preserved in the northeast portion of TMP 32-
73, which is adjacent to TMP 32-22C4.
RESPONSE: The labels have been provided accordingly on sheet C5.
d) Provide the required information for all proposed plant materials(location, size;type and
specify if the type of plant material(ex.Large Shade Trees).
RESPONSE: See labels and table provided on sheet C5.''
29. [32.8.2] Infrastructure improvement plans.All infrastructures required shall be reviewed,
approved, and built or bonded before the final site plan can be approved.
RESPONSE: Please provide further information on what bonds are required.
31. [Comment] See attached comments from most'reviewers.VDOT and ARB comments will be
provided once they are available.
RESPONSE: Please see additional responses to comments below
Additional Final Site Plan Comments:
32. Revise the title are to include the Final Site Plan number of SDP201900033 and to refer to
SDP201800067 as the initial site plan.
RESPONSE: The plan has been revised accordingly.

33. [32.6.1(e)(l)] Revise the Existing Conditions sheet to provide the boundary bearing and distance
of each of the existing parcels.
RESPONSE: Sheets C2 and C3 have been revised accordingly.
• 34. [32.5.2(d)] Provide the location of the existing managed slopes on the site plan. •
RESPONSE: The existing managed slopes are provided on sheet C3.
35. [32.5.2(b)] Revise the Land Use Schedule to be accurate. Address the following:
a) Check all values in both the existing and.proposed portions of the chart and revise them
. appropriately.
• RESPONSE: The values have been revised accordingly.
b) The total square footages and acreage of the site do not appear to be correct. They are
specified to be the same size as thellimits of disturbance and are not as large as the total of the
" four parcels added together.
• RESPONSE: The values have been revised accordingly.
c) The existing wooded area is shown to be smaller than the.proposed wooded area on the site.
Since a significant area of woods is being removed,this does not appear to be correct.
RESPONSE:: The values have been revised accordingly.
Waiver.RequestComments(Frank Pohl 6/11/19):.
• The following comments are from Engineering,in reference to the waiver request for 18-4.12.15(a)
Surface Materials Considering
1) This site is not open to the general public(except specifically for hauling),
2) Damage to pavement is likely from the industrial nature of the business (large equipment,
-cone/stone debris), and
3) Maintenance of a gravel surface will serve the proposed use,I have no objections to the request to
substitute 6-inches of stone for a paved surface for internal parking areas and access aisles:
However, the driveway entrance to the"upgraded equipment storage area"should be paved within the
public right-of-way, similar to the main entrance to the site..
RESPONSE: The plan has been revised accordingly.
Engineering Comments:
•
1) VSMP Plan(WPO201500001)must be amended and approved before final site plan can be •
approved. . . .
RESPONSE: . The requested amendment is being submitted and reviewed concurrently with this
site plan.
2) Plans should be signed, sealed and dated by professional [18-32.6.1].
RESPONSE: The current plan is submitted for review.When the final site plan is determined to
be ready for approval,a signed and dated seal will be provided.
3) Specify the type of stone for the stone access aisle cross-section. [Sheet C6]
RESPONSE: The stone has been specified as "#57 or finer".
4) Provide a cross-section of the proposed been.
RESPONSE: The requested cross-section is provided on sheet C6.
ACSA Comments:
1) Show ACSA water utilities. It looks like the water meter for 1949 Northside Drive is close to the
upgraded equipment storage area.
RESPONSE: The approximate location of the water meter is shown and the entrance to the

upgraded storage area has been moved accordingly.
2) Confirm if the metered hydrant is temporary and only for construction of this site,or if the site
needs permanent water service.
RESPONSE: The site needs permanent water service for dust control.
ARB Comments:
1) Identify trees to be removed for the stormwater facility and show trees to be planted to maintain
screening.
RESPONSE: Four existing deciduous trees,ranging from 6-12"diameter,are identified on
sheet C3 for removal.to provide room for the stormwater'facility improvements.
Fourteen new trees are identified on sheet C5 to be planted to maintain screening
of the facility.
2) Identify on the plan the species and planting size of the trees to be added to the tree buffer.Fast-
growing evergreens would be appropriate. .. . .
RESPONSE: Fourteen Eastern Redcedar trees have been specified on sheet C5 for the tree
buffer adjacent to the stormwater management facility.Forty Eastern Arborvitae
are proposed for the tree.buffer adjacent to the residential distriet:'
3) Provide a plant schedule on the site plan. Indicate the species of tree proposed on parcel 32-73.
RESPONSE: See response above.A plant scheduleand calculation is=provided on sheet C5.
4) Add the standard plant health note to the plan: "All site plantings of trees and shrubs shall be
allowed to reach,and be maintained at,mature height;the topping of trees is prohibited. Shrubs
and trees shall be pruned minimally and only to support the overall health of the plan."
RESPONSE: The note is added on sheet C5.
5) Clarify the meaning of note 2 on sheet C5 relative to the amount of grading shown on the plan.
RESPONSE: The note is from an earlier submittal and has been removed.Grading is shown on
sheet C4.
6) Complete and sign the conservation checklist.
RESPONSE: The checklist is completed and will be signed prior to fmal approval of the site
plan.
7) Revise the tree protection detail to identify minimum spacing of the blocks.
RESPONSE: The tree protection detail is revised to provide maximum spacing of the blocks as
we assume that a minimum spacing is not required:
8) Show the concrete block tree protection extended into the areas highlighted in yellow on
Attachment D.
RESPONSE: We have not seen an attachment D,however we have extended the concrete block
tree protection on the plan and we have added tree protection fencing around the
stormwater facility.
9) Shift the limits of the 28' recycled material stockpile to the west outside the concrete block tree
protection.
RESPONSE: The stockpile has been moved accordingly.
VDOT Comments:
1) Please provide sight distance plan and profile.
RESPONSE: A sight distance plan and profile exhibit will be provided for review under
separate cover.
2) The sight easement must be kept clear of any obstructions within the Northwest corner of the
existing parking lot.
RESPONSE: New street trees are shown outside of the sight distance easement.

3) Please show mill and overlay to the adjacent travel lane on plans in accordance with WP-2, and
show limits of mill and overlay.Also please add the detail to the plans.
RESPONSE: Mill and overlay limits are provided on sheet C4 and a detail is provided on sheet
