RESEARCH REPORT
COMPRESSIVE STRENGTH TESTING OF STALITE STRUCTURAL SOIL
The purpose of this test is to determine the compressive strength of STALITE
Structural Soil for use as it applies to fire lane applications. The test is designed
to determine the actual resistance to deformation of the Structural Soil Mixture.
The test is not an indication of the allowable bearing pressure that can be
achieved using the Structural Soil Mixture, since such a determination has many
variables, which cannot be addressed by this test.
Testing Apparatus:
STALITE'S Quality Control Laboratory constructed a steel box to use for testing
the aggregate. The box was constructed of M. inch steel with welded joints. The
inside dimensions of the box were 11 inches wide b 11 inches Ion b 8 inches
Y 9 Y
tall. The loading plate for the box was constructed of % inch steel and had
sufficient clearance on all sides as to prevent binding during loading.
Test Method: Compacted Aggregate
The STALITE Structural Soil was at 12% total moisture content at the time of
testing. The material was placed into the box in 3 layers and compacted using a
5.5 lb proctor hammer having 12 inches of fall. The aggregate was compacted
similar to ASTM D-698 having 2 blows per in
of surface area. The compacted
aggregate was then covered with the loading plate and placed in a Forney
calibrated load frame. The load frame was used to load the aggregate to the
failure criterion of % inch deflection. The %2 inch of deflection was used as the
failure criterion, giving a safety factor of 2 for general geotechnical applications.

PROJECT DESCRIPTION
THIS PROJECT INCLUDES AN ADDITION TO SCOTTSVILLE ELEMENTARY AS WELL AS ADDED SITE PARKING, A RELOCATED
FIRE LANE, AN ADDED BUS LOOP AND ASSOCIATED SITE WORK. THE LIMITS OF DISTURBANCE IS 2.65 ACRES.
ADJACENT PROPERTY
THESE IMPROVEMENTS ARE BEING MADE WITHIN THE PROPERTY BOUNDARY. THE PROPERTY IS BOUNDED BY
RESIDENTIAL PROPERTIES AND VA-20 SCOTTSVILLE ROAD TO THE NORTH. RESIDENTIAL PROPERTIES BORDER THE
SOUTH AND EAST SIDE. THE WEST SIDE IS BORDERED BY A CHURCH.
EXISTING SITE CONDITIONS
THE SITE IS CURRENTLY THE LOCATION OF SCOTTSVILLE ELEMENTARY SCHOOL.

EROSION AND SEDIMENT CONTROL MEASURES
UNLESS OTHERWISE INDICATED, ALL VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES
SHALL BE CONSTRUCTED AND MAINTAINED ACCORDING TO MINIMUM STANDARDS AND SPECIFICATIONS OF THE
CURRENT ADDITION OF THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK. THE MINIMUM STANDARDS OF
THE VESCH SHALL BE ADHERED TO UNLESS OTHERWISE WAIVED OR APPROVED BY A VARIANCE BY LOCAL AUTHORITIES
HAVING JURISDICTION.
EROSION AND SEDIMENT CONTROL MAINTENANCE
ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE MAINTAINED IN ACCORDANCE WITH VESCH AND THE
CONSTRUCTION SEQUENCE, INCLUDING THE INSPECTION OF ALL MEASURES AFTER ALL RAIN EVENTS.
STRUCTURAL PRACTICES:
1. TEMPORARY CONSTRUCTION ENTRANCE - 3.02 A TEMPORARY CONSTRUCTION ENTRANCE SHALL BE PROVIDED AT
THE LOCATION INDICATED ON THE PLANS. IT IS IMPERATIVE THAT THIS MEASURE BE MAINTAINED THROUGHOUT
CONSTRUCTION. ITS PURPOSE IS TO REDUCE THE AMOUNT OF MUD TRANSPORTED ONTO PAVED PUBLIC ROADS BY
MOTOR VEHICLES OR RUNOFF.
2. SILT FENCE BARRIER - 3.05 SILT FENCE SEDIEMENT BARRIERS SHALL BE INSTALLED DOWNSLOPE OF AREAS WITH
MINIMAL GRADES TO FILTER SETTLEMENT LADEN RUNOFF FROM SHEET FLOW AS INDICATED. ITS PRPOSE IS TO
PREVENT SEDIMENT FROM LEAVING THE SITE.
3. STORM DRAIN INLET PROTECTION - 3.07 STONE FILTERS SHALL BE PLACED AT THE INLET OF ALL DRAINAGE
STRUCTURES AS INDICATED ON PLANS. ITS PURPOSE IS TO PREVENT SEDIMENT FROM ENTERING THE STORM
DRAINAGE SYSTEM PRIOR TO PERMANENT STABILIZATION.
4. DIVERSION DIKE - 3.09 A TEMPORARY RIDGE OF COMPACTED SOIL TO DIVERT WATER FROM A CERTAIN AREA.
5. TEMPORARY SEDIMENT BASIN - 3.14 A TEMPORARY DAM WITH A CONTROLLED STORMWATER RELEASE STRUCTURE IS
TO BE USED TO DETAIN SEDIMENT -LADEN RUNOFF FROM DISTURBED AREAS LONG ENOUGH FOR THE MAJORITY OF THE
SEDIMENT TO SETTLE OUT.
6. OUTLET PROTECTION - 3.18 STRUCTURALLY LINED APRONS PLACED AT THE OUTLETS OF PIPES OR CHANNEL SECTION

7. DUST CONTROL - 3.39 DUST CONTROL IS TO BE USED THROUGH THE SITE IN AREAS SUBJECT TO SURFACE AND AIR

DISTURBING AND CONSTRUCTION ACTIVITY.
VEGETATIVE PRACTICES:
9. TEMPORARY SEEDING - 3.31 ALL DENUDED AREAS WHICH WILL BE LEFT DORMANT FOR MORE THAN 30 DAYS SHALL
BE SEEDED WITH FAST GERMINATING TEMPORARY VEGETATION IMMEDIATELY FOLLOWING GRADING OF THOSE

SLOPES" IN TABLE 3.32-D OF THE HANDBOOK. FOR MULCH (STRAW OR FIBER) SHALL BE USED ON ALL SEEDED
SURFACES. IN ALL SEEDING OPERATIONS SEED, FERTILIZER AND LIME SHALL BE APPLIED PRIOR TO MULCHING.
SEQUENCE OF INSTALLATION
PHASE I
1. A PRE -CONSTRUCTION MEETING IS REQUIRED WITH ALBEMARLE COUNTY E&S INSPECTOR, CONTRACTOR, OWNER,
AND ENGINEER. THIS MEETING SHALL TAKE PLACE AT THE COMMUNITY DEVELOPMENT OFFICE. CLEARING LIMITS
MUST BE FLAGGED PRIOR TO THE MEETING WITH ONE (1) WEEK OF NOTICE.
2. INSTALL CONSTRUCTION ENTRANCE, TEMPORARY SEDIMENT BASIN, DIVERSION DIKES,OUTLET PROITECTION, SILT
FENCE, TREE PROTECTION AND DIVERSION DIKES.
3. AFTER ALL EROSION AND SEDIMENT CONTROL MEASURES ARE IN PLACE, SITE WORK CAN BEGIN.
4. ROUGH GRADE PROJECT AREA.
5. SEED ALL DENUDED AREAS PER VESCH STANDARDS.
PHASE II
1. FINE GRADE PROJECT AREA. APPLY PERMANENT SOIL STABILIZATION TO THESE AREAS WITHIN SEVEN DAYS AFTER
FINAL GRADE IS ACHIEVED.
2. APPLY PERMANENT SOIL STABILIZATION TO THESE AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS ACHIEVED.
SILT FENCE MUST BE MAINTAINED THROUGH GRADING AND CONSTRUCTION.
3. ONCE ALL CONTRIBUTING DRAINAGE AREAS TO THE SEDIMENT BASIN HAVE BEEN STABILIZED AND APPROVED BY AN
ESC INSPECTOR, CONVERT THE SEDIMENT BASIN INTO THE APPROVED SWM FACILITY. SILT FENCE BELOW THE
SEDIMENT BASIN MUST REMAIN IN PLACE UNTIL THE ENTIRE SITE IS STABILIZED AND APPROVED BY AN ESC
INSPECTOR.
4. UNDERDRAINS AND INFILTRATION TRENCH SHALL BE EXCAVATED TO FINAL DEPTH AND CONSTRUCTED ONLY AFTER
ALL AREAS DRAINING TO THEM HAVE BEEN STABILIZED.
S. ONCE CONSTRUCTION IS COMPLETE AND ALL CONTRIBUTING AREAS ARE STABILIZED, EROSION CONTROL MEASURES
CAN BE REMOVED UPON APPROVAL FROM THE E&S INSPECTOR.
GENERAL CONSTRUCTION NOTES FOR EROSION AND
SEDIMENT CONTROL
1. THE PLAN APPROVING AUTHORITY MUST BE NOTIFIED ONE WEEK PRIOR TO THE PRE -CONSTRUCTION CONFERENCE, ONE
WEEK PRIOR TO THE COMMENCEMENT OF LAND DISTURBING ACTIVITY, AND ONE WEEK PRIOR TO THE FINAL
INSPECTION.
2. ALL EROSION AND SEDIMENT CONTROL MEASURES WILL BE CONSTRUCTED AND MAINTAINED ACCORDING TO MINIMUM
STANDARDS AND SPECIFICATIONS OF THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK AND VIRGINIA

3. ALL EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE PLACED PRIOR TO OR AS THE FIRST STEP IN CLEARING.
4. A COPY OF THE APPROVED EROSION AND SEDIMENT CONTROL PLAN SHALL BE MAINTAINED ON THE SITE AT ALL TIMES.
5. PRIOR TO COMMENCING LAND DISTURBING ACTIVITIES IN AREAS OTHER THAN INDICATED ON THESE PLANS

6. THE CONTRACTOR IS RESPONSIBLE FOR INSTALLATION OF ANY ADDITIONAL EROSION CONTROL MEASURES NECESSARY

7. ALL DISTURBED AREAS ARE TO DRAIN TO APPROVED SEDIMENT CONTROL MEASURES AT ALL TIMES DURING LAND
DISTURBING ACTIVITIES AND DURING SITE DEVELOPMENT UNTIL FINAL STABILIZATION IS ACHIEVED,
8. DURING DEWATERING OPERATIONS, WATER WILL BE PUMPED INTO AN APPROVED FILTERING DEVICE.
9. THE CONTRACTOR SHALL INSPECT ALL EROSION CONTROL MEASURES PERIODICALLY AND AFTER EACH
RUNOFF -PRODUCING EVENT. ANY NECESSARY REPAIRS OR CLEANUP TO MAINTAIN THE EFFECTIVENESS OF THE

PLAN REGARDLESS OF THE SALE OF ANY LOT, UNIT, BUILDING OR OTHER PORTION OF THE PROPERTY.
17. TEMPORARY STABILIZATION SHALL BE TEMPORARY SEEDING AND MULCHING. SEEDING IS TO BE AT 75 LBS/ACRE, AND
IN THE MONTHS OF SEPTEMBER TO FEBRUARY TO CONSIST A 50/50 MIX OF ANNUAL RYEGRASS AND CEREAL WINTER
RYE, OR IN MARCH AND APRIL TO CONSIST OF ANNUAL RYE, OR MAY THROUGH AUGUST TO CONSIST OF GERMAN
MILLET. STRAW MULCH IS TO BE APPLIED AT 80LBS/100SF. ALTERNATIVES ARE SUBJECT TO APPROVAL BY THE COUNTY

18. PERMANENT STABILIZATION SHALL BE LIME AND FERTILIZER, PERMANENT SEEDING, AND MULCH. AGRICULTURAL

SLOPES THAT ARE FOUND TO BE ERODING EXCESSIVELY WITHIN ONE YEAR OF PERMANENT STABILIZATION
SHALL BE PROVIDED WITH ADDITIONAL SLOPE STABILIZING MEASURES UNTIL THE PROBLEM IS CORRECTED.
MS-8. CONCENTRATED RUNOFF SHALL NOT FLOW DOWN CUT OR FILL SLOPES UNLESS CONTAINED WITHIN AN
ADEQUATE TEMPORARY OR PERMANENT CHANNEL, FLUME OR SLOPE DRAIN STRUCTURE.
MS-9. WHENEVER WATER SEEPS FROM A SLOPE FACE, ADEQUATE DRAINAGE OR OTHER

ADEQUATE OUTLET PROTECTION AND ANY REQUIRED TEMPORARY OR PERMANENT CHANNEL LINING SHALL BE
INSTALLED IN BOTH THE CONVEYANCE CHANNEL AND RECEIVING CHANNEL.
MS-12. WHEN WORK IN A LIVE WATERCOURSE IS PERFORMED, PRECAUTIONS SHALL BE TAKEN TO MINIMIZE
ENCROACHMENT, CONTROL SEDIMENT TRANSPORT AND STABILIZE THE WORK AREA TO THE GREATEST EXTENT

MS-14. ALL APPLICABLE FEDERAL, STATE AND LOCAL REGULATIONS PERTAINING TO WORKING IN OR CROSSING LIVE

MS-16. UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE FOLLOWING STANDARDS IN

A. NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME.

C. EFFLUENT FROM DEWATERING OPERATIONS SHALL BE FILTERED OR PASSED THROUGH AN APPROVED

MS-17. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED OR PUBLIC ROADS, PROVISIONS SHALL
BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY VEHICULAR TRACKING ONTO THE PAVED SURFACE.
WHERE SEDIMENT IS TRANSPORTED ONTO A PAVED OR PUBLIC ROAD SURFACE, THE ROAD SURFACE SHALL BE

The following items shall be shown on the plan:

Markings:

All trees to be saved shall be marked with print or ribbon at a height clearly visible to equipment operators.

No grading shall begin until the tree marking has been inspected and approved by a County Inspector.

Pre -Construction Conference:

Tree preservation and protection measures shall be reviewed with the contractor on site.

Equipment
Operation and Storage:

Heavy equipment, vehicular traffic and storage of construction materials including soil shall not be permitted within the drlplines of trees
to be saved.

Soil Erosion and Stormwater Detention Devices:

Such devices shall not adversely affect trees to be saved.

Fires:

Fires are not permitted within 100 feet of the dripline of trees to be saved.

Toxic Materials:

Trenching and Tunneling:

When trenching is required within the limits of clearing, it shall be done as far away from the trunks of trees as possible. Tunneling
under a large tree shall be considered as an alternative when it is anticipated that necessary trenching will destroy feeder roots.

Protective fencing shall be the last items removed during the final cleanup.

Damaged Trees:

Damaged trees shall be treated immediately by pruning, fertilization or other methods recommended by a tree specialist.
