Seven (7) copies of the site plan were submitted for review on September 11, 2019. Planning First Review Comments — Cameron Langille 1. The overlapping text from the section titled "Site Development Plans" on C 1.0 has been corrected. 2. All parcels affected by this amendment are now listed in note #5 on C 1.0. 3. The boundary exhibit has been updated. 4. A note has been added to note #5 on C1.0 which states that a portion of the subject parcel lies within the managed and preserved steep slopes overlay districts. 5. Please see the email which was sent to your office on July 8, 2019 which contains documentation about the steep slopes waiver for this site. 6. Information about all affected parcels has been listed in note #5 on C1.0. 7. The footprint of the Town Center Four building was refined with this amendment (facade is not being shown) to match more closely to what is being built. The gross square footage of the building is not changing with this amendment and shall remain the same. 8. Approved Special Use Permit and Zoning Map Amendments which apply to this development have been added to note #5 on the cover sheet. 9. a. All non -hatched areas on the plan are landscaped areas and have been labeled on C4.0. b. Walkways within the Town Square have been labeled on C4.0 as either sidewalk or pavers. c. The South Plaza will be a mix of sidewalk concrete and drivable concrete and the limits for those areas are now shown on the plan. 10. Text size for all plan sheets has been increased and all easement callouts should be legible. 11. This comment has been acknowledged. The final site plan will be revised to include updated drainage easement information once the easement plats have been finalized. 12. ADA striping has been added in the parking lot to connect the 8' asphalt trail to the building. Striping has also been added to the sidewalk ramps to the south of the building. The elevations for the Top of Wall and Bottom of Wall can be found on sheet C5.0. 14. a. The landscape schedule has been revised. b. The landscape schedule has been revised. 15. A note has been added to general note #4 on L1.0 stating that landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development. 16. a. Callouts have been added to the site lighting details on SL2.0 in order to coordinate lighting fixtures with SL1.0. b. All cut -sheet details for site lighting can be found on sheet SL2.0. c. The table text on SL 1.0 has been enlarged and fixture mounting heights are now legible. d. A note has been added to SL1.0 stating the limits of acceptable lighting spillover from the site luminaires. e. A note has been added to SL1.0 stating that each luminaire which emits 3,000 or more initial lumens shall be a full cutoff. Albemarle County Engineering Services - John Anderson C1.1 1. The site development plan narrative from C 1.0 has been added to C 1.1 for clarification. 2. A demo plan (sheet C2.5) has been added to the site plan set. C2.0 3. Note #4 on C 1.0 states that the topography for the site has been field verified within the last year. 4. The land survey will be signed and sealed on the final set for county signature approval. C2.1 5. A note has been added to existing conditions sheets C2.1 and C2.2 to reference survey information on C2.0. 6. The text size for the building callouts has been increased and is now legible. 7. Text sizes for the existing conditions within the plan set have been increased and are now legible. C3.0 8. All zoning variance and special permit information pertaining to the disturbance of steep slopes can be found on the cover sheet (C1.0). 9. This plan is an amendment to an approved site plan which is still valid. The validity of the approved plan is tied to a critical slope waiver. We have had several meetings with county staff about the critical slopes on this site. The slopes are subject to the regulations which were in place when the site plan was originally approved in 2007. Please see the official determination, which will be delivered to your attention, from Bill Fritz regarding the critical slopes for this parcel. If you have additional questions regarding the slopes please speak with the Planner, Cameron Langille, since he is up to speed on the status of the slopes for this site. 10. See comment response #9 above. 11. See comment response #9 above. 12. Text sizes have been increased and are now legible. C4.0 13. The pavement design for the heavy drive aisle section will be hand delivered to your attention. K WOOLLEY ENGINEERING 14. Additional callouts have been added to C4.0 to identify the limits of the different paving materials. 15. Callouts have been added to C4.0 which reference site feature details. 16. General note #6 on C4.0 states that the traffic within the South Plaza is two-way. 17. Dimensions have been added to all sidewalks. 18. Crosswalks have been added to both ends of the 8' trail where it meets vehicle travel ways. 19. The `2 spaces' label has been shifted next to the two parking spaces located south west of the Town Center Four building. 20. The 26' width vehicular travel way between Town Center 3 and Town Center 4 has been labeled on C4.0. 21. See response 15 above. 22. Bollards have been labeled and detail callouts have been added to sheet C4.0. 23. The three rectangular forms at the end of the South Plaza are drivable concrete and have been labeled on C4.0. 24. The feature at the end of the 8' asphalt trail at Lewis and Clark Drive is a detectable surface CG-12 ramp. C4.1 25. Text sizes have been increased and are now legible. C4.3 26. The sight distance profile sheet illustrates the actual sight distance at the intersection. The minimum sight distances required by the AASHTO Green Book are SDL= 335', SDR = 455'. The thresholds in both directions are met with the current layout. C5.0 27. The text sizes have been increased and are now legible. 28. See comment response #9 above. C5.1 29. The text sizes have been increased and are now legible. 30. Sheet C5.2 has been added to the plan set which includes additional spot elevations in the South Plaza area. 31. The existing spot shots have been removed from C5.1 in order to minimize confusion. 32. Additional feature callouts have been added to C4.0. C6.0 33. Sheet C6.5 has been added to the plan set to demonstrate yard drain drainage. 34. The storm profile descriptors have been revised to match the storm schedule. 35. Layer order has been corrected and storm lines are visible on all applicable sheets. 36. See comment 30 above. 37. Please see the stormwater drainage computations which will be hand delivered to your attention. C6.3 38. The pipe diameter for the pipe connecting MH 88 to MH 92 has been revised to match plan. 39. See comment response #34 above. 40. The storm drains are within private easements. 41. A note about pipes in fill has been added to C6.3. L1.0 42. The storm drain layer has been moved in front of the asphalt hatching. 41 WOOLLEY ENGINEERING Albemarle County Architectural Review Board — Margaret Maliszewski 1. No comments. Albemarle County Information Services —Andy Slack 1. No comments. Albemarle County Building Inspections — Michael Dellinger 1. Note "K" has been added to C 1.0 in the general construction notes to satisfy this comment. 2. Note "L" has been added to C1.0 in the general construction notes to satisfy this comment. 3. Note "M" has been added to C 1.0 in the general construction notes to satisfy this comment. 4. Note "N" has been added to C 1.0 in the general construction notes to satisfy this comment. Albemarle County Department of Fire Rescue — Shawn Maddox 1. Plan is still under review with Fire Rescue. Albemarle County Service Authority — Richard Nelson 1. Three copies of the plan have been submitted to ACSA for review. Virginia Department of Transportation — Willis Bedsaul 1. No comments. I hope that these responses, in combination with the revised site plan have satisfied the deficiencies as noted in your comment memorandum.
