Re: Willow GIen Phase 2— Road Plan SUB-2014-00115 Review #3 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Edwards designStudio, revised 28 June 2019, and offers the following comments: 1. As previously noted, the plans state throughout that the Heathrow Glen Circle, and now HartsfieId Court, is a 20 mph design speed; this is not the case as. Since the ADT is proposed to less than 400, we are permitting the horizontal curvature to be based on 20 mph; however, all other design elements must be based on a 25 mph design speed. 2. Curve advisory signs should be placed in accordance with the MUTCD; halfway through the curve is not an adequate location for a curve warning sign. Additionally, a W 1-2 must be posted with the proposed W I3-5. 3. Street trees should not be within 30 feet of intersection curb radii. Demonstrate that street trees will not obstruct intersection sight lines by providing sight lines on landscape plan. 4. Intersection sight distance lines for the clubhouse entrances appear to go through areas where the designer expects vehicles will be parked. Even in areas where it's close, it is unreasonable to expect that vehicles will be parked so close to the housing structures. Additionally, the intersection sight distance lines for the southern clubhouse entrance go to the center of the wrong travel lane. 5. Provide pdf of intersection sight lines as the printed scale appears to be off. Do the cars shown meet the County parking standards for length? 6. Provide left and right turn lane warrant analyses for Dickerson Road. 7. The northern end of Prestwick Glen Drive requires an approved turnaround within proposed public street right-of-way or easement. Additionally, clearly show the proposed bounds of public right-of-way, particular at the intersection of Hartsfield Court/Heathrow Glen Circle. 8. The turnaround on Hartsfield Court must meet the geometric standards for turnarounds in Appendix B(1), page B(1)-25. If the turnaround materials are not to be the same as the roadway, they must be in a public easement, not right-of-way. 9. Compacted stone cannot be used for the proposed emergency access entrance. Page 2 access is required then it should be constructed of reinforced turf and bollards must be outside the Route 606 right-of-way. 10. A drainage easement dedicated to public use is required around the ends of culverts where they leave the right-of-way. Separately, please add a note stating that the retaining walls and guardrail along Shannon Glen Court will not be maintained by VDOT. If further information is desired please contact Justin Deel at (434) 422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
