Regarding: RE: SDP201800082 Oak Hill Convenience Store— Final Site Plan
Mr. Perez,
Thank you for your review and feedback on the plans for Oak Hill Convenience Store. The following changes
have been made in response to your comments:
2. Existing and Proposed Sewer Facilities. Depict the location and the extent of the primary and reserve
drainfields. Prior to final site plan VDH shall approve the septic system to ensure it is adequate for the uses.
VDH has requested a capacity assessment by a professional engineer be submitted for their review.
Acknowledged.A capacity assessment was submitted to VDH on December 7.
If VDH considers the addition of gas pumps to cause an increase in the sewer capacity, requirements of the
use and the existing system needs to be upgraded or expanded. The modified system shall be located on the
C-1 zoning of the property, as the drainfields for the commercial use must be located on the C-1 portion of
the property because the use and accessory use is only permitted in the C-1 zoning district and not in the
residential zoning.
7. Please submit a right-of-way dedication plat and application for County review.
Creation of the plat is in progress.
25. Each entrance onto any public street shall be designed and constructed as required by the standards of the
Virginia Department of Transportation (VDOT). VDOT approval of the entrance to the site shall be required
prior to final site plan approval. See the attached VDOT comments.
Acknowledged. A revision to the Access Management Exception Request was submitted on
December 7, and we are awaiting VDOT's response.
28. The lighting plan appears to have an error in lighting types. Pole lighting is listed on the plans as C but in
the cutsheets is labeled B. Canopy lighting is listed as B on the plan but in the cutsheet is labeled C.
Revise.
Thank you for catching this error. The lighting plan has been revised.
29. Depict the location of the tree protective fencing.
The fence is now shown on both the Demolition Plan (Sheet C3) and the Landscaping Plan (Sheet C6).

30. Signature Panel. Add a signature line for Health Department.
A signature line has been added for VDH on the cover sheet.
31. Prior to final site plan approval the right-of-way dedication and easement plat will need to be reviewed and
approved on a subdivision plat. The Deek Book Page Reference information shall be provided on the final
site plan.

The proposed fuel pump canopy is expected to have a minimal level of visibility from the Rt. 631 Entrance
Corridor, and the under-canopy lights will increase visibility at night. The canopy design must be consistent
with the Entrance Corridor Design Guidelines, including the fuel pump canopy guidelines.
1. Provide trees along the south and east sides of the parking lot at 40' on center. Although the EC
standard is for 2.5" caliper large shade trees, evergreen trees or a mix of evergreen and deciduous
trees are recommended to mitigate the impacts of the canopy on the EC.
Two southern magnolias are now provided below the southern edge of the parking lot to provide
better screening of the parking lot from the entrance corridor. A few screening shrubs were also
provided above the retaining wall in the parking lot area.
2. The building permit for the fuel pump canopy will not be approved until a Certificate of
Appropriateness is issued for the canopy. The applicant should consult the EC design guidelines and
submit detailed canopy design information for ARB staff-level review prior to applying for the building
permit. Note that maximum height to bottom of canopy fascia is 14'6". Adjust note #2 on Sheet C7
accordingly. Other size and color requirements apply. See the EC guidelines for information.
Note #2 on Sheet C7 has been revised. I spoke with a representative from Tiger Fuel to find out more
information about the canopy design. He says they would ideally get approval from the County on the
overall canopy size before providing a detailed design in order to avoid additional costs of revision.
He provided me with the following information about the canopy currently proposed:
ONE (1) 24' W x 80'L Exxon Canopy
• 208 linear feet of 36" 3MM ACM Exxon Fascia with TWO (2) sets of non-illuminated
Exxon signs
• White Embossed Steel Decking
• 14'6" clearance from FG to canopy decking
• THREE (3) columns, spacing at 12'-12' W and 12'-28'-28'-12' on the length
• 30 PSF live load, 90MPH wind load
• Internal PVC drains inside columns
A similar canopy exists at the Market at Mill Creek. Pictures are attached (note that the canopy at Oak
Hill will have a smaller footprint with fewer dispensers).
