The following changes have been made in response to your comments: 3. Show sight lines on C4 (Site Plan) rather than Grading and Utility plan. Recommend inset detail at 1"=50' or 60'scale to preserve C4 current scale of 1"=20'. The sight distance lines are now shown on C4. The profiles are now located on that sheet as well. 9. Indicate areas to be permanent drainage easements. A permanent drainage easement is now shown on the plans. The creation of an easement plat is currently in process. 10. Provide curb and gutter for parking lot. Gutter is required. Replace CG-2 with CG-6 and provide CG-6 detail. While curb is required for this site, gutter is only required "where necessary to control or direct stormwater runoff" (18-4.12.15.g). Gutter is necessary for very flat parking lots (around 1% slope). With a parking lot slope of 2-3%, curbs are sufficient. Gutter was added in one area near the parallel parking where the grade is rather flat. 12. Please submit engineered design/building permit application for retaining wall. Retaining wall design is in progress. 14. Revise LD-229 table to include pipe A3-A2. The LD-229 now includes pipe A3-A2. 15. Provide gutter. Revise LD-204 to include gutter cross-slope. Gutter not provided, see comment 10. 17. VSMP Approval is required. Acknowledged. In progress. 18.d. Provide minimum distance from release point of(detained) stormwater flow and minimum distance from sheet flow release from any edge of paved areas to single on-site well serving multiple residents of at least 100 feet. The discharge point is 103.2' from the well. This dimension is shown on Sheet C5. 19. Recommend ramp (CG-12) for loading space. A CG-12 has been added to the loading space. 1 20. Recommend sign that identifies loading space. A sign is now shown to specify that the space is for loading only. 21. Revise Max. wall height(6'= Max.)—Ref. (retaining wall) construction standards at 18-30.7.5.a. The retaining wall is a maximum of 6' high in the managed steep slopes overlay districts. It reaches a maximum of 8' outside of the steep slopes overlay. A note has been added that it is not to exceed 6' in the steep slopes area. 22. Ensure parking spaces are separated from entrances and streets a minimum 18' from back of entrance radius. Revise HC parking space location to meet VDOT throat length and corner clearance. After receiving feedback from an Access Management Exception Request submitted to VDOT, we have revised our parking lot such that there are separate entrances for entering and exiting the site. The prior entrance near the HC parking space is now exit only, which will prevent queuing onto the street. 23. Provide (vehicular)guardrail for the four 9'x18'parking spaces adjacent to retaining wall. Rather than providing vehicular guardrail, we have revised the retaining wall in that area so that there is a 4' separation between the back of curb and the retaining wall. 24. Provide handrail and handrail detail for retaining wall. Handrails are now specified on the retaining walls.The details are located on Sheet C8. 25. Label CG-12 near HC parking space. The CG-12 is now labeled. 26. Provide VDOT IS-1 detail(inlet shaping). Inlet shaping detail now provided on Sheet C9. 27. Revise plan title to reference SDP201800082. The plan title has been revised. 28. C8/Note: 0.2% (detention pipe) grade must be shown by As-built survey to ensure positive drainage. A note to this effect has been placed in detail 3/C8. 29. C6: Tree canopy intersects loading space. Revise to ensure 14'vertical clear space above loading space. The tree was replaced with a smaller canopy tree. 30. Label, dimension, and provide detail for proposed new landscape screening fence near west property line. The screening fence is labeled and dimensioned. A detail is now provided on SHEET C8. December 13, 2018 Alan Mazurowski Environmental Health Supervisor Thomas Jefferson Health District Regarding: RE: Oak Hill Convenience Store Final Site Plan Review, SDP2018-82 Mr. Mazurowski, Thank you for your review and feedback on the plans for Oak Hill Convenience Store. The following changes have been made in response to your comments: 1. Submit a capacity assessment by a professional engineer. Justin Shimp, P.E. submitted a capacity assessment on December 7. 2. Protect the well head at the southern edge of the area of disturbance during construction. A safety fence is located at the southern edge of the area of disturbance to keep disturbance away from the well. The well is located within a 20 ft non-disturbance buffer, so well protection is not actually able to be placed around the well itself. 3. Fuel storage tanks encroach within the 100-ft minimum separation distance to the well. The best solution may be to abandon the well. Thank you for catching this. We had moved the storage tanks again to accommodate an underground electric line and had forgotten about the 100 ft separation. The tanks have been moved again so that they are a minimum of 100 ft away from the well. Store— Final Site Plan SDP-2018-00082 Mr. Moore, Thank you for your review and feedback on the Oak Hill Convenience Store plans. The following changes have been made in response to your comments: 1. The entrances shown on this plan do not meet access management standards nor does it address comments on previous exception request submissions. Please revise. A revised access management exception request was submitted December 5, 2018. The plans reflect changes made, including narrower partial access entrances. 2. It is unclear how roadway runoff is managed with this plan. Multiple curb inlets may be necessary. Roadway runoff from the west will flow onto the site and into the new detention system. Runoff from the road in front of the store will continue to flow to the east and down Oak Hill Place as it does currently. CG-6 curbing has been added around the radius of the entrance to Oak Hill Place to facilitate drainage, as the area is rather flat. 3. Please dimension the proposed entrance and parking bay geometry. Dimensions are provided on Sheet C4. 4. Right of way should be dedicated to one foot behind the curb. The right of way width has been moved to one foot behind the back of curb. It is now 23.5' wide.
