Gay and Neel, Inc. 1260 Radford Street Christiansburg,Virginia 24073 Re: Sheeflee Co Housing Site Development Plan Dear Mr. Neel: The Albemarle County Service Authority (ACSA) has reviewed the plans entitled "Sheeflee Co Housing Site Development Plan"and has the following comments: General Comments: 1) A RWSA Capacity Certification is required for this development. The ACSA has submitted an official request for capacity certification from RWSA for total build- out ofthe.. Sheeflee-Co-Housing"development. 2) The private wastewater collection sy m__is requir_ed_to be built tolbemarle"� ':~Countystandards. Contact the office of Community Develop ent (434-296-5832) g for further informations 3) Confirm which standard applies to the private wastewater pump station and update the plans as required. Construction of the station does not fall under Albemarle County Service Authority standards because it.is a private pump station. Explore whether the construction standard will be from Albemarle County or DEQ. 4) Offsite water and wastewater easements are required before the ACSA grants construction approval. Prior to recordation the ACSA must review and approve all water/wastewater plats and deeds. Once recorded a copy of the recorded deed, plat and clerk's receipt should be submitted to the ACSA. 5) The ACSA has attempted to acquire.a sewer easement across TMP# 56A3-9 during site redevelopment review. Due to a recent Supreme Court ruling, the ACSA is unable to require the easement be granted. You are responsible for obtaining an offsite easement for the sewer connection before the ACSA will grant construction approval. Refer to additional comments in this letter in regards to alternate options to explore. 6) Note on the cover sheet that in the event of a discrepancy in "General Utility Notes," the ACSA Water and Sewer General Conditions will be enforced. 7) Provide fixture counts so the master meter can be sized and noted on the plans. Connections to the water and wastewater system are the responsibility of the contractor. If a tapping sleeve and valve is required, the ACSA can make the tap for a fee as outlined in the ACSA's Rules and Regulations. 3) Add Note: A preconstruction conference will be held with the Albemarle County Service Authority prior to the start of water/wastewater construction. Sheet C4-01 (water): 1) Provide additional easement around proposed fire hydrant#2 as indicated on the plans.2) Relocate the proposed reducer and.gate valve near St. 14+75 to St. 16+25. 3) Relocate proposed "waterline A" from St. 17+00 to St. 18+00 so the proposed retaining wall does not encroach into the easement. 4) Relocate proposed "waterline A" from St. 18+00 to the proposed fire hydrant at the end of the line to meet the following requirements: a. The waterline should be located in a travel-way. and not under parking spaces. b. The private sewer system is not allowed to encroach into the waterline easement. c. The water meter should be tapped as close to the FHA as possible to prevent a dead-end. 5) Relocate the proposed water meter for the "pool" so the service line does not pass under a retaining wall. Include an easement around the water meter and call out a backflow preventer behind the water meter. 6). Add note to the master meter that it will be sized by the ACSA. If fixture counts are provided with the resubmittal the note can 'be updated to reflect the actual meter size, as determined by the ACSA. 7) Provide an easement around the proposed master meter vault. 8) Provide clarification on public water/wastewater service for Barn & Sheds (2) or #1317 2 Story Frame and Log Dwelling. 9) Provide clarifications if there is any commercial, office or maintenance (maintenance building or room) uses behind the master meter that are non- residential. Sheet C4-01 (sewer): 1) Ensure private sewer system does not encroach into the waterline easement. 2) Add note to the adjacent property connection that the final connection must be reviewed and approved by the ACSA (to ensure a maintenance agreement is in place and connection fees are paid). Sheet C4-02 1) The proposed force main connection cannot be constructed. Propose an alternate connection for approval and easement preparation. 2) Refer to the attached information for a possible gravity extension that the force main can tie into. Sheet C4-04 1) Update notes in pump station views to the correct construction standards.ACSA standards do not apply to a private pump station. Sheet C4-05 1) Update details with ACSA details which are available at www.serviceauthority.org: Include the following additional details: a. TD-1 b. TD=6 c. TD-8 d. TD-18 Sheet C6-01 1) Remove the proposed plantings from the proposed easements as shown on the plan. A set of marked up plans have been included with this letter which show comments in more detail. CENTRAL SEWERAGE SYSTEMS AND PRIVATE WATER SUPPLIES Sec.16-100 Applicability. This article shall apply to any person who proposes to establish a central sewerage system or central water supply,except that it shall not apply to a corporation whose principal business is the operation of a hotel when the corporation extends the use of its surplus sewage facilities or furnishes its water supply to a limited number of patrons. (Ord.98-A(1),8-5-98) State law reference—Va.Code§§15.2-2126,15.2-2131,15.2-2149,15.2-2154. Sec.16-101 Definitions. The following definitions shall apply to this article: (1) Central sewerage system. The term "central sewerage system" means a sewerage system consisting of pipelines or conduits,pumping stations,force mains or sewerage treatment plants, including but not limited to septic tanks and/or drain fields, or any of them, designed to serve three (3) or more connections,used for conducting or treating sewage. (2) Central water supply. The term"central water supply"means a water supply consisting of a well,springs or other source and the necessary pipes,conduits,mains pumping stations,and other facilities • in connection therewith,designed to serve three(3)or more connections. (3) Health department. The term "health department" means the local or regional office of the Virginia Department of Health. (Ord.98-A(1),8-5-98) State law reference—Va.Code§§15.2-2126,15.2-2149. Sec.16-102 Notice of proposal to establish system or supply. The notice shall be filed with the clerk of the board of supervisors. Iii addifion to the foregoing information,the notice shall include the following: 1. The location of the proposed central sewerage system or central water supply; 2. The number of connections proposed to be served by the central sewerage system or central water supply; 3. A statement describing the type of the proposed central sewerage system or central water supply and explaining the reasons the system or supply is needed;and 4. Three(3)copies of the preliminary plans for the central sewerage system or central water supply. Upon receipt of a notice pursuant to section 16-102, the clerk of the board of supervisors shall transmit a copy of the notice, and all information accompanying the notice, to the county engineer. The county engineer shall review the notice and information to determine its compliance with this Code and the policies of the county engineer. The county engineer shall coordinate his review with the health department and,when applicable,the Albemarle County Service Authority. Upon receipt of a notice pursuant to section 16-102, the clerk of the board of supervisors shall place the proposal on the agenda of the board of supervisors for consideration of the proposal at a regular meeting of the board. The hearing shall not be conducted until the county engineer has completed a review of the plans submitted by the applicant. Prior to the meeting at which the proposal will be considered,the county engineer shall submit a written recommendation to the board. Sec.16-105 Action on proposal. A. After consideration of a proposal as provided in section 16-104,the board of supervisors may approve or disapprove the proposal. If the board approves the proposal,it shall specify the number of connections that may be made to the central sewerage system or central water supply. B. The board may condition its approval of a central sewerage system upon the approval of the applicant's final plans by the county engineer, the health department, and the Virginia Department of Environmental Quality, and either approval by or proof of notification to, any other applicable state or federal department or agency. C. The board may condition its approval of a central water supply upon the approval of the applicant's final plans by the county engineer, the health department, the Virginia Department of Environmental Quality, and either approval by or proof of notification to, any other applicable state or federal department or agency. If the board of supervisors fails to disapprove a proposal within seventy(70)days from the date on which the hearing was held as provided in section 16-104,the applicant may proceed with the construction and installation of the proposed central sewerage system or central water supply, provided that he first gives written notice to the chairman of the board of supervisors by registered mail of his intention to proceed.
