Subject: SDP201800076 Earlysville Business Park-Minor Amendment
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed(The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference,which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [32.7.9(a)] Landscape Screening. Industrial uses and parking areas shall be screened from RA districts. Provide the
required screening along the Eastern portion of the site(see below for general location that requires screening). It is
suggested the applicant utilize a 6' tall wooden fence. Rev 1.Comment addressed.
2. [4.12.19]Dumpster Pads. Label,dimension,and depict the dumpster. Also dimension the dumpster pad. Ensure the
dumpster is provided screening from the adjacent RA parcel (wooden dumpster corral is typical).Review comment#1
will adequately address the screening issue once complied with. Rev 1.Comment addressed.
3. [Comment] If the fence impedes the 2' overhand for the 6 spaces, modify the space sizes to meet the minimum length
without the overhand factored in. Rev 1.Comment addressed.
4. [Comment] Improvements. The site plan shall be revised to dimension,depict,and label the necessary improvements
and easements on TMP 31-21D(new SWM easements...etc). Rev 1.Comment addressed.
5. [Comment[ Continue the 10' gravel access road from the edge of pavement of the public roadway to the SWM
facility. Also,provide an end of state maintenance sign at the edge of pavement. Rev 1.Comment addressed.
6. [Comment] Revise sheet 1,note#1 to reference this as a minor site plan amendment,currently it's listed as a major
site plan amendment. Also,please do this for all sheets on the side panel where it incorrectly lists it as a major site plan
amendment. Also,revise the title on sheet 1 to provide the project#: SDP201800076.Rev 1.Comment addressed.
7. [4.20] Setbacks. Revise the building setbacks as follows,the other setbacks listed were correct and shall remain:

8. [4.16] Parking. The required parking calculations are incorrect. Six employees generate a need for 6 spaces. Seven
Company Vehicles generate a need for 7 spaces. Rev 1.Comment addressed.
9. [Comment] Prior to site plan approval the plat shall be approved and recorded as it provides the R/W.Also,associated
with the plat-deed of dedications are required for all public drainage easements.Please provide the deed of
dedications for County Attorney review and approval. Rev 1.Comment still relevant.See Final Subdivision plat
comments for next steps with the plat(SUB2018-401.
10. [Comment] VSMP approval is required prior to minor site plan approval.Road plan approval and bonding is required
prior to minor site plan approval.Rev 1.Comment still relevant.VSMP amendment WP02018-33 was denied.
Please work with Engineering.Road plan pending VDOT required revisions/approval,and bonding of Road
Plan with Engineering.

RE: Drillers Lane/Earlysville Business Park
Attached are all three review comment letters (site plan, road plan, and final sub plat) for the above ref project.
Summary of the reviews below(see attached letters for full review):
SUB2017-197 Road Plan—VDOT has required revisions to the road plan. Engineering requires a road
bond/request.
SUB2018-40 Final Subdivision Plat—Road Plan shall be approved prior to final plat, VSMP plan shall be
approved prior to final plat, drainage easements shall be approved prior to final plat, and Engineering has
remaining comments that shall be addressed prior to final plat.
SDP2018-76 Minor Site Plan—Road Plan, VSMP Plan, and Final Plat shall be approved prior to site plan
approval.
Staff recommends the applicant begin systematically revising the various plans in the following order to finish
this project:
1) Revise the Road Plan and the WPO plan and get these approved and bonded.
2) Revise the final subdivision plat and get all legal documents finalized and approved.
3) Revise the Minor Amendment
After the above steps are completed in that order, the project will be approved.
