The Department of Community Development hereby grants approval of this LOR for the following modification to SDP1991-88, depicted on the modified site sheets and described below. 1. Removal of diseased and dying White Ash trees lining the Church driveway entrance This change is noted in the attached request and plan. This is the first Letter of Revision for this site. It was the consensus of the ARB that: 1. Diverse species of large shade trees should be provided along the north side of the drive, 2'/" caliper at planting, spaced 50' on center. 2. Leniency is recommended in the phasing of the replanting, with the earliest planting completed closest to the EC street. Subsequent to the ARB meeting, I spoke with Zoning staff about conditi. You have indicated that your maximum number of congregants assembled at any time in your church in the past year was 115. As such, the planting in question is no longer a requirement. The White Ash (Fraxinus americana) trees lining the driveway entrance to the church have been infested with the Emerald Ash Borer. After consulting with a local certified arborist who ascertained that none of our White Ash trees can be saved, we are submitting this LOR requesting permission to have those trees taken down. The property consists of two parcels of land 06200-00-00-025CO and 06200-00-00-025C 1 comprising some 10.53 acres of land. We have compared the Google Satellite View of the property with the Albemarle county GIS Map of the same area. The features on Google Satellite View of the property include the church building, paved parking lots, landscape features such as trees, shrubs and flower beds, grassland, lawn and wooded areas to the north, south and east of the church. The Albemarle County GIS maps of the property show a small portion at Route 20 zoned "Flood Hazard", an extensive band of land on the property's northern border marked "Water Protection Ordinance Buffer "comprising f2.98 acres; a narrow treed strip on the south edge of t 0.81 acres and a hillside on the eastern edge of some f2.85 acres (excluding WPOB zone included above); all were measured using polygons on the GIS map. These areas are heavily treed with dense canopy cover. Taking the Google Map and the GIS map together and excluding parking lots and the church building footprint, it appears that t6.64 acres can be considered heavily forested. In addition, two rows of pin oaks (Quercus palustris) edge the lower parking lots. These trees are now some 25 years old and have both extensive canopy coverage as well as canopy spread. We believe the property is well within the minimum requirement of 10% coverage and are requesting permission to remove the affected trees with no replacement of them being mandated. We plan to replant the driveway area but would like to plant fewer trees than are being removed. We are consulting with local, experienced tree nursery staff for guidance on choosing trees from the approved lists with characteristics including an emphasis on native species beneficial to both native insects and native birds; attractive to pollinators; offering seasonal interest of spring and summer flowering, fall color, of a size and shape appropriate to a driveway; tolerant of our soil conditions and of scenic interest to Route 20 motorists. We also request that we be allowed to plant on a multi -year phased program so that watering requirements do not put stress on our water supply which comes from a well on the property. 1525 Stony Point Road, Charlottesville, VA 22911 - Phone (434) 977-7381 - Fax (434) 977-0855 - www.broadus.org After our landscape plan is completed we plan to encourage members of the congregation to purchase individual trees in honor and/or memory of family, a process that could take several years. It is our expectation that planting smaller, ornamental trees spaced more widely apart will contribute to the beautification of the area and provide a contrast to the lawn and forested areas of the property. We request that this Letter of Revision be approved as submitted.
