Dear Mr. Shifflett,
At its meeting on Monday, May, 6, 2019 the Albemarle County Architectural Review Board
unanimously voted to forward the following recommendations on the above-noted Initial Site
Development Plan to the agent for the Site Review Committee:
• Regarding requirements to satisfy the design guidelines as per§ 18-30.6.4c(2), (3) and (5)
and recommended conditions of initial plan approval: None. Note that a Certificate of
Appropriateness is required prior to final site plan approval.
• Regarding recommendations on the plan as it relates to the guidelines: None.
• Regarding conditions to be satisfied prior to issuance of a grading permit: None.
• Regarding the final site plan submittal:
A Certificate of Appropriateness is required prior to final site plan approval. The following items
must be addressed:
1. Revise the building design —materials, forms and features—to establish a cohesive whole.
This would include eliminating the false windows, revised cornice detail, revised pilasters.
2. Revise the building design to limit EIFS to a secondary material or eliminate it completely, as
submitted in the revised design on 5/6/19.
3. Revise the design to relieve the blankness of the left side elevation. Landscaping may be an
appropriate treatment.
4. Revise the color of the service door on the right elevation to blend with the building colors.
5. Revise the design of the front elevation to achieve a more balanced distribution of forms and
features, and a better proportioned upper wall area.
6. Revise the decorative band to provide a consistent alignment function for the building
features.
7. Revise the design to resolve blankness without relying on fake or awkwardly placed
architectural features.
8. Revise the trademark design to meet the EC guidelines.
9. Provide additional in1L,,,Jtion on the proposed window glass. Jide specs indicating that
VLT is not below 40% and VLR is not above 30%. Provide samples.
10. Revise the building design to replace the false windows with architectural design and/or
elements that reflect local architectural traditions and contribute to a cohesive whole.
11. Show the locations of rooftop equipment on a roof plan. Show the locations and heights of
rooftop equipment on the architectural elevations.
12.Add the standard mechanical equipment note to the architectural drawings. "Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated."
13. Provide a complete lighting plan for review. Include a pole light detail that shows 20' as the
maximum height, including the base.
14. Increase the shrub planting size to 24" minimum.
15. Shift the Elm out of the sanitary,easement.
16. Provide medium trees, 2°/2" caliper at planting, and shrubs in the grass area south of the
building to soften the building's appearance.
17. Revise the plant health note on L2.0 to read, "All site....".
18. Clarify how parking and landscaping requirements will be met in Phase 2.
19. Note that 3M 3630-143 Poppy Red and equivalents, and 3M 3630-44 Orange are not
approvable sign colors. Revise the sign drawings accordingly.
20. Indicate on the landscape plan the proposed monument sign location and show coordinated
landscaping at the base. Include a note stating that the sign location is shown for information
only; a separate sign application is required for review and approval.

I've received your ARB resubmittal for the Auto Zone project.The ARB Preliminary Site Plan Checklist requires to-scale
architectural elevations of at least 1/16" = 1'.The submitted elevations do not meet this requirement.The elevations
submitted for the previous round of review were printed on 24"x 36" sheets. For easier comparison,would you please
provide 8 copies of the current elevations at the larger size on 24"x 36" sheets? Please be sure to note the scale on the
drawings. Please submit these ASAP;we will try to keep this on the current schedule (ARB meeting on April 15).

Dear Mr. Shifflett,
At its meeting on Tuesday,January 22,2019,the Albemarle County Architectural Review Board accepted the
applicant's request to defer the above-noted item.Your application will be rescheduled once a new submittal is
received.
For reference,please note that staff made the following recommendations on the Initial Site Plan:
•
• Regarding requirements to satisfy the design guidelines as per§ 18-30.6.4c(2),(3)and(5)and
recommended conditions of initial plan approval:
1. Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB:
a. Increase planting area to accommodate all required trees and shrubs.Alternatively,
provide documentation from easement holders that there is no objection to the proposed
planting and add trees elsewhere throughout the site to compensate for the potential future
loss of landscaping in easements and other site impacts.
b. Eliminate the 20 parking spaces that are not required and use the space for additional
planting to offset the appearance of the building and the utility/planting conflicts.
• Regarding recommendations on the plan as it relates to the guidelines:
1. Consider shifting the location of the dumpster to reduce visibility from Rt. 29.
•
• Regarding conditions to be satisfied prior to issuance of a grading permit:
1. Show tree protection on the plans. Include a conservation checklist in the plan.
• • Regarding the final site plan submittal:

13. Provide large shade trees,2%"caliper at planting, along the perimeter of the southern parking row.
14. Eliminate the 20 parking spaces that are not required and use the space for additional planting to
offset the appearance of the building and the planting/utility conflicts.
15. Provide shrubs along Westfield Road,the southern parking row, and the west side of the site.
16. Provide trees and shrubs on the south side of the proposed building to soften the building's
appearance.
17. Identify the proposed shrub species in the plant schedule.
18. Add the plant health note to the plan: "All site plantings of trees and shrubs shall be allowed to
reach, and be maintained at, mature height;the topping of trees is prohibited. Shrubs and trees
shall be pruned minimally and only to support the overall health of the plant."
19. Show tree protection on the plans.Include a conservation checklist in the plan.
20. Note that 3M 3630-143 Poppy Red and equivalents are not approvable as primary sign colors.
Also note that the shade of orange illustrated for the Auto Zone logo may fall outside the
approvable range of colors for the Entrance Corridors. Provide Pantone equivalents for review.

Architectural Review Board Preliminary Site Development Plan Submittal
Written Description of Proposed Work
This project proposes the redevelopment of a 1.42-acre parcel within the Entrance Corridor Overlay
District along State Route 29/Seminole Trail.The existing site contains a large paved parking area which
used to serve a restaurant,that has since been demolished.The proposed scope includes the
construction of an AutoZone store,along with the associated parking, utilities, landscaping and site
work. Landscaping and buffering will be provided to meet Albemarle County minimum design standards.
Site Constraints
The primary constraints of this site are the utilities running along Route 29.Within the 40-foot wide,
utility easement along the Route 29 frontage of the site,there are large overhead power lines as well as
an underground sanitary sewer line.The plantings shown in the proposed layout balance the limited
space between these utilities and easements with the ARB Design Guidelines.
Entrance Corridor Compatibility
The Harvest Tumble Brick and Beige Hardiplank siding selected for this building are consistent with
architecture found in surrounding areas and are generally compatible with ARB design guidelines.

Jeremy,
We are working with a contract purchaser for the parcel on the corner of 29 and Westfield Road (currently owned by the
UVA Foundation). There is an sanitary line that runs along the 29 frontage,which is inside a 40' "Utility Easement",
which also includes water and power.
If we were to be 8-10'off the sanitary line,would it be acceptable(to have trees planted in that easement(we could add
aroot barrier as a part of the install)? The problem we are facing is the location of the utilities and meeting `
Architectural Review Board guidelines for plantings. However, if we can locate trees in the easement, between the
sanitary and overhead lines, we believe the tree would have enough room,as well as the utility providers for future
maintenance.
Please let me know your thoughts and I'd be happy to meet you on site to further discuss too.

Hi Craig: can you confirm the species? 12 feet for a large canopy tree will definitely create a conflict in the
future so we will probably not agree.This is a high profile feeder for the County and City. That said, you
probably have the right to plant it [depending on the easement language] and we have the right to trim as
needed for reliability, maintenance and repairs.

Mike,thanks for the response and I apologize for not picking up when you called (it's been one of those days).
I appreciate you willing to work with us on this. To meet the guidelines we need to show large canopy trees,which
would exceed the 20'you mention below, but if we could keep them 12 or so feet off the centerline,would that be
sufficient from Dominion's perspective? Obviously,they'll need to be pruned and maintained to not impact the line.

Craig: the key to plantings is to choose species that do not mature over 20 feet. As long as the mature trees do
not block truck access to the 3 poles in that line section and they are low.growing we should be fine.

The gas lines in the area run within the dedicated 40'gas easement.We have 3 gas lines that cross through the 40'wide

Chiming in... To clarify, we will not be proposing any trees or plantings within the 15' gas easement.
We are specifically trying to get direction with regards to the "40' Utility Easement" that runs parallel to Route
29 (screenshot below). The only utilities that we are aware of in this specific easement is ACSA sanitary
sewer, water and Dominion Power lines.

My apologies!The landscape plan has not been updated for the new curb lines and I did not clarify these changes in
what I sent previously.
We have removed 7 parking spaces in this area of concern and as a result,the landscape plan does need to change.
This diagonal gas line was located (per markout) by the survey crew. Is there a distance away from this pipe that you'd
request any plantings (or more specifically,trees) be proposed? i.e.Small plants to be outside of the 15' easement?
Trees to be 10'/15'/etc.off the gas line?
Please let me know.
This too will help us streamline the process so the landscape architects can incorporate this in their revisions.

I do have concerns with the locations of the plants across the front of the site. It looks like several shrubs/plants and
trees could be directly in conflict with our high pressure steel gas main. I would like to see the actual locations before I

Understanding that these gas lines(in red below) have not yet been exactly located, can you confirm that you don't have
any concerns/comments about the proposed landscaping in the front of the site(highlighted in yellow)?
At this time, we are working towards Initial Site Plan approval and looking to get all who have interest in the front utility
easement on board with this pending plan.
There will be further coordination as we work towards Final Site Plan approval.

There are three large, high pressure gas lines that are in the immediate vicinity of your project.These facilities are
critical facilities to Charlottesville Gas. I am not sure why they are not showing up on your survey, possibly increasing the
scope of the Miss Utility ticket may generate a better result.
Before moving forward,the location of the gas lines needs to be verified and shown on your plans. I will be able to
comment on any layout after the lines are shown.

I work with Clint Shifflett at Timmons Group and he gave me your contact information.
We're working on a project at the SW corner of Westfield Rd and Route 29.
We understand that there is a 40' Utility Easement at the front of the site along 29 which various utility providers have
stake in. Our survey didn't pick up a gas line along the front of the site, but we wanted to reach out to you to understand
where the gas lines in this area lie,and also to get your feedback on the attached proposed plan.
