An adjourned meeting of the Board of Supervisors of Albemarle County,
Virginia, was held on October 11, 1993, at 5:30 p.m., Meeting Room 5/6, County
Office Building, Charlottesville, Virginia, said meeting being adjourned from
October 6, 1993.

and Mrs. Charlotte Y. Humphris,
BOARD MEMBERS ABSENT: Messrs. Forrest R. Marshall, Jr., Charles S.
Martin and Walter F. Perkins.
SCHOOL BOARD MEMBERS PRESENT: Mrs. Patricia L. Moore, Mrs. Karen L.
Powell, Mrs. Sharon Wood, Messrs. Clifford W. Haury, George C. Landrith, III,
William W. Finley and Michael J. Marshall.
SCHOOL BOARD MEMBERS ABSENT: None.
OFFICERS PRESENT: County Executive, Robert W. Tucker, Jr., and Superin-
tendent of Schools, Robert W. Paskel.
Agenda Item No. 1. Call to Order. The meeting was called to order at
5:30 P.M., by the Chairman of the Board, Mr. Bowerman and the Chairman of the
School Board, Mr. Marshall.
Mr. Bowerman noted that the Board of Supervisors does not have a quorum
present at this time. Since there is an appointment to be made, if at that
time there still is no quorum, the appointment will be deferred until the
Board's meeting on October 13.
Agenda Item No. 2. Joint Meeting with School Board.
Item 2a. Enrollment Projections.
Dr. Paskel first introduced the newly hired Director of Fiscal Services,
Mr. Brian Reed.
Dr. Paskel said the Board of Supervisors were provided enrollment
figures, as of September 30, 1993, for each school, per grade. The School
Division has not run any new projections using this data. The variance of
212 students at the end of Septermber will have an impact on the out years. The
School Division does not know yet, and probably will not know until next year,
why the 916 live births five years ago translated only to 810 kindergartners
this year. There is some speculation that parents held their youngsters out
or placed them in a private school setting to basically circumvent the change
in the age requirements. The interpretation from the State Department of
Education is that once a child has been enrolled, whether in private or public
school in any state, and then transfers to the public school after having
kindergarten experience, the age requirement does not apply. He thinks there
may be a surprise in enrollment for first grade next year.
Mr. Bain asked if the School Division has corresponded with the four or
five schools with kindergarten to see what their enrollment figures are. Dr.
Paskel responded "no"; they used a scientific process. For example, Covenant
School expanded its enrollment this year, and the School Division knows that a
significant number of those students come from Albemarle County because of the
proportion between the City and County. The other factor taken into account
was buildout of the housing developments. Dr. Paskel said school administra-
tion is interested in knowing what the School Board and Board of Supervisors
would like for them to do at this point other than update their figures and
enrollment projections, as soon as possible, and look at the impact on the
planning aspects of the process. Mr. Tucker said he thinks that along with
the update the information should include budget impact.
Mr. Bowerman asked if there will be a fiscal impact for 1993/94 in terms
of state revenues. Dr. Paskel said the School Division typically has a loss
in enrollment from September 30 to March 30 and the number lost each year is
not the same. Currently the total enrollment of 10,581 is 31 students over
what was budgeted for as of March 30. If the School Division lose the
smallest number of students that it lost in the last three years, which is
about 160 students, the net would be 130 students, which equates to approxi-
mately $2000 per student in state revenue that they would not be receiving.
If the School Division lose on a worse case scenario such as 300 students,
which would be 270 students, that would increase the amount lost in state
revenue.
Mr. Bowerman asked if it would be possible to look at the total number
of kindergartners, from the County, enrolled in private schools and add those
number to the school's totals to see if the totals come to the projected
figures. Dr. Paskel responded, "yes". Mr. Bowerman suggested that school
personnel try to find out if those students will be enrolled in public schools
next year.

Mr. Bowerman asked if a plan has been developed to deal with lost state
revenues in the worse case scenario. Dr. Paskel said "yes", one part of that
plan is before the School Board tonight and the other part is the seven and
one-half percent hold back. The two plans can cover the worse case scenario.
Mr. Haury said Board members were provided with a set of enrollment
projections prepared by the Center for Public Services. These projections
show a decline in enrollment. He suggests that if there is going to be some
analysis or discussion of these figures, the Supervisors or School Board
should contact Mike Spaar and Sudie Sakurada, and ask them to speak about
their projections. The School Division bases its projections on actual birth
data for five years and estimated birth data for five years. He is not in
support of enlarging the projection base. The Center for Public Services made
an enrollment projection for 20 years and based their projections on estimated
births for 15 of those 20 years. He feels that either Mr. Spaar or Ms.
Sakurada should explain how they statistically determined that the birth rate
in Albemarle will decline. They may have some information about the census
that helped them make those predictions. The School Division has not seen a
decline in birth rate. Mr. Haury said he has received a communication from
The Coalition for Tax Equity which referred to the projections. The enroll-
ment projections used by the School Division, leaving out kindergarten, is
less than one percent error which is good projections. He thinks that the
idea of asking about kindergarten enrollment is a good idea.
Mr. Bowerman suggested the Long Range Planning Committee from the
schools needed to review this information provided by the Center for Public
Services find out what they are basing the information on.
Item No. 2c. Appointment of Director of Human Resources.
Mr. Tucker recommended that the Board of Supervisors and School Board
appoint Mr. Robert B. Brandenburger as Director of Human Resources. Mr.
Brandenburger has been employed by Albemarle County since 1987. He was
employed as Benefits Coordinator in the Department of Human Resources for four
years, and then in 1991 he was appointed Assistant County Executive. Mr.
Brandenburger has an excellent working relationship with General Government
and the School Division. He will recommend to the Board of Supervisors on
Wednesday that Mr. Brandenburger be appointed the Director of Human Resources.
Mrs Moore offered motion, seconded by Mr. Landrith, to appoint Mr.
Robert B. Brandenburger as the Director of Human Resources. By a voice vote,
the motion passed unanimously.

There were none.

before the Board, the meeting was adjourned at 5:51 P.M.
