To aid in your review, we have also attached a detailed comment-response letter that describes how we responded to your comments on the preliminary submission. As agreed, we are not re-submitting the color sample board because the only change to the materials would be a potential change in the shade of brick. We will bring a few samples to the June 17 ARB meeting so that a decision can be made at that time. We are providing a sample of the retaining wall block under separate cover to be provided by Allied Concrete. We have adjusted the spacing of the Eastern Arborvitae along the western property line and provided two additional species. Please note that these plantings are located downhill from the duplexes so that their full screening impact will only be realized if one were to stand towards the rear of the duplex lots. Cross-Sections have been provided to illustrate this. Please note that we have provided new renderings from the Entrance Corridor to display how the mechanical equipment, elevator penthouse and roof stair cap will not be visible. If there is anything additional you would like for us to provide, please let me know and we will get it to you as soon as possible. 1. Consider alternate brick colors to coordinate more fully with nearby buildings. Provide brick and mortar samples for review. RESPONSE: At the ARB meeting, there was discussion that the brick color as submitted may be appropriate. As agreed, we will bring one or two brick and mortar samples at the June 17 ARB meeting so that a final decision may be made on the brick color. 2. With appropriate treatment of the building mass, the proposed 6-story height could be appropriate for the Entrance Corridor. Provide drawings that show the depth of the building projections and recesses. Provide sufficient depth to relieve mass, help establish human scale, and integrate the large building into the surrounding development. Bring building mass to the ground plane, especially in the brick areas. RESPONSE: We have added four locations along the south and east building facade where the brick extends to the ground plane. We are continuing to provide above- ground projections along the south and east building facade and corners. 3. Clarify the renderings to better illustrate the submitted material samples. However, the tendency is for the final printing of the renderings to not always capture the exact color. In advance of the June 17 meeting, please advise if there is a specific material that needs to be clarified and we can either bring a revised rendering or obtain a suitable sample to bring to the June 17 meeting. 4. Revise the corner bays to establish hierarchy in the design and coordinate with the location of the main entrance. RESPONSE: As requested, we have revised the design to establish a hierarchy that draws attention to the main entrance at the southeast corner of the building. 5. Include a material/color schedule on the architectural elevations sheets and key the materials to the elevations. RESPONSE: The materials have been labeled on the color elevations to match with the color board descriptions. 6. Provide the west elevation for review. RESPONSE: The west elevation has been included with the submission. 7. Provide the standard window glass note on the drawings: Provide specs on the proposed window glass. RESPONSE: The standard window glass note, "Windows shall not be highly tinted or highly reflective. Visible Light Transmittance (VLT) shall not drop below 40%, and Visible Light Reflectance (VLR) shall not exceed 30%." has been added onto the Site Plan Sheet 8. The owner has not selected the window glass at this stage of the project, but the window glass specifications meting this requirement will be made part of the building permit submission. 8. Show how visibility of mechanical equipment will be eliminated. Please note the mechanical equipment will consist of individual HVAC units, approximately 3-feet high and located towards the center of the roof. To better illustrate this, we have included an updated view from Entrance Corridor that illustrates the lack of visibility of the mechanical equipment. 9. Add the standard mechanical equipment note to both the site and architectural drawings: The note is needed on the plans. RESPONSE: The standard note, "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." has been added to both the Site Plan (sheet 8) and architectural elevations sheets. 10. Provide information on the visibility and appearance of the elevator penthouse. If visible from the EC, ensure that its design is fully coordinated with that of the building. RESPONSE: The elevator penthouse extends approximately 3 feet above the roof deck, and will not be visible from the EC. 11.Provide a legible photometric plan for review. RESPONSE: The photometric plan has been revised and made legible and is provided in the Site Plan. 12. Revise the photometric plans to indicate the finish proposed for each fixture. RESPONSE: The finish of each proposed fixture is indicated on the Lighting Plan Details, Sheet 19. 13.Clarify on the plan whether or not the pole fixtures will be mounted on a base. If bases will be used, clarify on the plan that the 20' mounting height includes the height of the base. Coordinate the lighting plan with the light pole detail on Sheet 17. RESPONSE: The light pole fixture in the rear parking lot will not be mounted on a concrete pole base. The detail has been coordinated with the mounting height. RESPONSE: Please refer to Lighting Narrative on Sheet 18 of the Site Plan that describes how the proposed sight lighting has been coordinated with the illumination of the surrounding development. The narrative states the following: The proposed lighting plan has been coordinated with the illumination of the surrounding development. The color temperature of the proposed LED lighting is 40k so as to match the color of the surrounding parking lot lights that use metal halide (HID) fixtures. The LED lighting is being used since most manufactures have totally discontinued HID offering. The shoebox-style light fixture on the pole light matches what is currently provided within the surrounding development area. The photometric plan has also modeled the Phase 1 Site Plan illumination levels in the park area where two pole lights have been proposed with Phase 1. Based on a survey of the development in the A, B and C block, there are several varieties of existing wall-mounted fixtures, so the proposed wall-mounted fixture was selected to match the character of the proposed building, which is consistent with the surrounding development. 15.Include the standard lighting note on the plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. RESPONSE: The standard lighting note has been added to Sheet 18 of the Site Plan. We have also added a note that the newly proposed bollard lights on the parking deck emit less than 3,000 lumens, and therefore are not required to be full cutoff fixtures. Note, these lights are lower so as not to disturb the residents in the apartments above. 16. Revise the plan to show all interior parking lot trees at 21/2" caliper at planting. RESPONSE: The landscape schedule has been revised to indicate all interior parking lot trees to be 21/2" caliper at planting. 4IPage 30 Scale, LLC 871 Justin Drive,Palmyra,VA 22963 Ph.434.242.2866 C�mike@30scale.com 17.Confirm appropriate spacing for the Arborvitae and the Honeylocust trees. RESPONSE: We have confirmed with our landscape architect that an appropriate Arborvitae spacing is 10 feet. Although the Honeylocust trees could thrive at 30' spacing, these have been removed from the plan and replaced with Acer nigrum 'Green Column' a more suitable species. The Acer Nigrum will be planted at 30' on- center. 18. List the Arborvitae as evergreen trees in the plant schedule. RESPONSE: The landscape schedule has been revised to list Arborvitae in the evergreen trees section. 19. Provide information in the plan to confirm that there will be sufficient space for the Arborvitae to thrive at the top of the retaining wall. RESPONSE: Please note we have also added two deciduous species to the buffer plantings, Ilex decidua (Possumhaw), and Viburnum lentago (Nannyberry) to achieve the mix of deciduous and evergreen plantings in the buffer yard prescribed by the Code of Development (p. 18). These species, along with the Arborvitae have been selected for their shallow, non-aggressive root structures to minimize impact on the retaining wall. A narrative has been added to the landscape plan that confirms there will be sufficient space for the proposed plantings to thrive at the top of the retaining wall. 20. Increase the size of the red maples and honey locust to 21/2" caliper at planting. RESPONSE: The size of the red maples has been increased to 21/2" caliper at planting on the landscape schedule. Please note the honey locust have been removed, but the replacement trees, Acer nigrum 'Green Column' have been indicated as 21/2" caliper. 21. Replace the Hightower willow oaks with large shade trees that have a taller mature height that will soften the appearance of the full height of the building, and adjust tree spacing accordingly. RESPONSE: The Hightower Oaks have been replaced with Tilia Americana Redmond' along Inglewood Drive. The Redmond' American Linden grows 65 to SIPage .30 Scale, LLC 871 Justin Drive,Palmyra,VA 22963 S Ph.434.242.2866 C�mike@30scale.com 75 feet tall and 30 to 45 feet wide, with a pyramidal (young) habit maturing to an impressive upright, oval habit. 22.Add the standard plant health note to the plan: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. RESPONSE: The standard note has been added to the Landscape Plan, Sheet 14.
