The following is our comment response letter addressing comments received from various departments. Each comment is addressed and responded to as follows: Albemarle County Delpartment of Community Develo ment -- Megan Nedostuip. Princi al Planner Comment 11: [32.5.2b] The special exception, for density will need to be approved prior to the approval of the final site plan. Rev]: Comment outstanding. Additional information that was requested for special exception has not been provided to date from Collins Engineering, Response I: Comment acknowledged. Comment 2: [32.5.2a] [COD 2.3.2.3] The proposed front setback exceeds the 25' front setback maximum as indicated in the Code of Development. While the plan was revised since the initial site plan to move the building closer to the street, it still does not meet the required setback. A justification will need to be provided to modify this requirement from the COD. Rev]: Comment outstanding. Justification will need to be submitted and reviewed with nest submittal. Response 2: A setback justification letter has been provided with this submission. In addition, please move the screening shrubs from the bottom of the hill (currently at the property line) to be adjacent to the pavement/parking/travelways. See below: Rev1: Comment partially addressed. Additional landscaping is needed in the lower left hand corner of'the above photo. This parking area will be seen from the public road and needs to be screened. Response 4: The shrubs screening the parking lot have been adjusted per the image provided and additional shrubs have been added to the Northeast corner of the parking lot; Please see sheet C-701. Comment 6: [32.5.2i] All easements need to be platted and approved prior to final site plan approval, including off -site improvements. Deeds may be required for off -site improvements to ensure maintenance. Rev]: Comment outstanding. Easement plat has not been submitted to date. Response 6: Acknowledged. The plat is currently being coordinated to be submitted next week. Temporary grading work is intended to be handled between property owners during construction without recordation of grading easement. Comment 7: [Proffer #4] Affordable housing of 15% needs to be provided for the 87 units that count towards density. Rev]: Comment outstanding. Affordable housing needs to be provided. Response 7: Acknowledged. Affordable housing options are currently being discussed with the applicant and master developer. Engineering — Emily Cox Comment 1: WP0201900004 must be approved before final site plan can be approved. Rev. 1: Comment not addressed. Response 1: Acknowledged. Comment 3: [Sheet C-201 ] Show deed book & page for all existing easements, this includes the SWM Facility easement. Rev. 1: Comment not addressed. Response 3: Acknowledged. All recorded easements have been shown with deed book and page number. Comment 5: Signed and sealed engineered designs for retaining walls will be necessary before plan approval. Rev. 1: Comment not addressed. Response 5: Acknowledged. Wall design is currently underway. Comment 7: [Sheet C-301 ] Provide enough dimensions or an exhibit/detail to show compliance with angled parking and travelways per County Code 18-4.12.16 and Page 16 of the Engineering Design Standards Manual(Section 7- C.2). Rev. 1: Partially addressed. Ensure all dimensions and angles are shown. Response 7: More dimensions have been added to show compliance with county code; Please see sheet C-301. They shall be stabilized with steep slope grass or some other stabilized ground cover. Rev. 1: Crown Vetch is invasive and is not recommended. Please revise note. Response 10: The slope stabilization note has been updated to remove Crown Vetch. Creeping liriope (Liriope Spicate) has been proposed; Please see sheet C-702. Architectural Review Board — Heather McMahon Comment 1: Provide a detail of the proposed dumpster enclosure in the site plan set. Response 1: Detail for dumpster enclosure can be found on sheet C-900. Comment 2: Ensure that spillover into the public right-of-way at the northeast corner of the site does not exceed half (0.5) of a footcandle. Response 2: Lighting design revised to ensure spillover does not exceed maximum. See Sheet C- 801. Comment 3: Show all wail -mounted lights on the architectural elevations and account for them in the lighting plan (C-801) of the site plan set. Response 3: The lighting plan has been revised as requested. See Sheet C-801. Comment 4: Provide the finish color of the proposed poles on the cut sheets provided on C-802. Response 4: The finish color of the proposed poles has been added. See Sheet C-802. Comment 5: Shift the one willow oak on the north property line, east of the 5 proposed parking spaces, so that its center does not fall within the 20' sanitary sewer easement. Response 5: Willow Oak has been relocated to the southwest side of the building; Please see sheet C-701. Comment 6: Ensure that there are no conflicts between the proposed placement of large shade trees and freestanding lights. Response 6: Conflicts have been eliminated. See Sheet C-701.
