Subject: SDP201800084 Parking Lot and Apron Expansion—Minor Amendment
Charlottesville-Albemarle Airport
Dear Mr. Perez:
Please find enclosed the revised plans for the above referenced project at the Charlottesville-Albemarle
Airport.
In Response to the February 5,2019 comments, Delta offers the following:
1. Comment: [35.1] Fees. The application fees submitted were$804.56 for an initial site plan with
an approved pre-application plan. This is not the appropriate application nor fee required with
the submittal. Please fill out a minor site plan amendment application and pay the appropriate
fee of$538. A refund will be processed for the incorrect submittal.
Response:This comment has already been coordinated with the County and has been resolved.
2. Comment: [32.5.2(d),30.7.4(b)(h)] Managed Slopes. The airport is located within the
development areas of the County. This designation does not contain "critical slopes"; rather, it
contains preserved slopes and managed slopes. On sheet C-401 revise the label of the "critical
slopes" onsite to be either"managed slopes" or"preserved slopes" based on the County's
overlay district. Notably,the slopes in the vicinity of the parking lot expansion are that of
"managed slopes". Also, depict and label the managed slopes on all sheets of the site plan.
Response: Critical slopes have been specified as 'managed slopes'or'preserved slopes'on what
is now Sheet C104-1, and all applicable sheets.
3. Comment: [32.5.1(c)1] Boundary lines. Depict and label the property lines of the two parcels
that the parking lot improvements is being built across. It is suggested that a boundary line
adjustment between the two parcels take place prior to site plan approval to ensure the parking
lot is solely on the airport parcel.
Response: These boundary lines are interior parcel lines of airport property transfers referenced
in the tables. A legend has been added to the sheet to identify these lines. All proposed
improvements are on airport property.
4. Comment: On the cover sheet provide the following"SDP2018-84-Minor Amendment".

Response: SDP2018-84-Minor Amendment has been added to the Cover Sheet.
5. Comment:All site changes associated with the entrance pavilion shall be shown on the
parking/apron expansion site plan,or all referenced to this improvement shall be removed
completely from this plan and submitted on some other site plan.
Response: Reference to the entry pavilion has been removed or noted as"By Others".
6. [32.5.2(n)]Outdoor Lighting. Proposed lighting must comply with requirements of Sec.4.17 of
the Zoning Ordinance. Ensure the LLF is revised to 1.
Response:The lamp loss factor(LLF) has been revised to 1.
7. Comment: Prior to site plan approval a WPO plan shall be submitted and approved. IF you have
question on how to submit a WPO application please work with the County Engineering
Department.
Response: Understood, a WPO Plan under review. (WP0201900013)
Engineering—Emily Cox
1. Comment:WPO Plan satisfying VSMP requirements must be submitted and approved before
minor amendment can be approved. This plan will contain the erosion &sediment control and
stormwater quantity and quality designs.
Response:The WPO Plan is under review with County Engineering.The WPO Reference Number
is WP0201900013.
2. Comment [G-001]Title page references and entry pavilion (submitted separately). If it is not
included in this plan, it should be removed from the title?
Response:The reference to the entry pavilion has been removed from the title on the Cover
Page of the plans.
3. Comment [C-401] Project note#5—Please provide the date of the survey.
Response:The date of the survey has been provided on the Existing Conditions Plan,Sheet
C109-2, Note 7.
4. Comment [CG-100] Erosion Control narrative references a basin#8 that is not shown on the
plan. Please clarify on the WPO plan.
Response: Basin#8 has been labeled on the Existing Conditions,Sheet C109-2, Erosion &
Sediment Control Plans,Sheets C110-2 and C111-2,and Grading& Drainage Plan,Sheet C112-2.

5. Comment [C-404] Location of this sheet is unclear. Provide reference or vicinity map to show
where this area is located.The area is labeled on the General Layout, Critical Slopes, & Project
Notes Sheet.
Response:The sheet key provided has been revised to clarify the location of the borrow area.
The borrow area is entirely on Airport property.
6. Comment: Engineered plans will be necessary for retaining wall.
Response: Engineered plans are included for the retaining wall.See Sheets S100-2, S200-2, and
S201-2.
7. Comment [L-2] Show updated storm drain on this sheet. Sheet CG201 shows storm drains
under landscaping. Trees should not be over storm drains when possible.
Response: Updated storm drain is shown on the sheet. Landscaping has been revised in several
places to avoid trees from being directly above storm drain where possible.
Building Inspection—Mike Dellinger
1. Comment-Add to the general notes page: Retaining walls greater than 3 feet in height require a
separate building permit. Walls exceeding 4 feet in height require a stamped engineered design
also.
Response:The note 'Retaining walls greater than 3 feet in height require a separate building
permit. Walls exceeding 4 feet in height require a stamped engineered design also' has been
added to the General Notes sheet.
ARB-Margaret Maliszewski
1. Comment: Revise the lighting plan using an LLF of 1.0 to calculate the photometrics
Response: Lighting plans and calculations have been revised to specify the LLF to 1.
2. Comment: Revise the lighting plan so that light levels at the ground do not exceed 20 fc.
Response: Lighting plans have been revised for light levels to not exceed 20FC at the ground.
3. Comment: Revise the lighting plan,to show that the height of parking lot pole lights does not
exceed 20' including the bases.
Response: Lighting plans have been revised for light poles to not exceed 20'-0", including bases.
4. Comment: Include the apron light fixtures in the lighting schedule.
Response:The Apron lighting fixtures are included in the Lighting Fixture Schedule.

5. Comment:Add the standard lighting note to the plans; Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be
arranged or shielded to reflect light away from adjoining residential districts and away from
adjacent roads. The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half food-candle.
Response:The standard lighting note has been added to the plans as follows: "Each outdoor
luminaire equipped with a lamp that emits more than 3000 or more initial lumens shall be a full
cutoff luminaire and shall be arranged or shielded to reflect light away from the adjoining
residential districts and away from adjacent roads.iThe spillover of lighting from luminaires onto
public roads and property in residential and rural areas shall not exceed 1/2 foot-candle."
6. Comment:The west side of the new parking lot is short 2 perimeter trees. If existing trees to
remain are intended to meet perimeter tree requirements,show the individual trees that will
remain and note their size and species. Otherwise, provide 2 additional trees on the west side
of the lot.
Response:Two additional trees have been added to the perimeter of the west side of the
parking lot.
7. Comment: Coordinate the quantity of FG (fothergilla) drawn on the plan (20)with the quantity
listed in the plant schedule (11).
Response:The plan schedule quantities have been corrected.
8. Comment:The landscaping shown in the new island east of the new entrance pavilion should be
shown on the site plan that shows the entrance pavilion. Alternatively, all site changes
associated with the entrance pavilion should be shown on the parking/apron expansion site
plan.
Response:The landscaping around the new entrance pavilion is shown on the referenced
landscaping site plan sheet. The entrance pavilion is being constructed by others under a
separate project.
