HomeMy WebLinkAboutWPO201800069 Review Comments 2019-06-13 BOBG Part of Ramboll June 13,2019 Ms.Emily Cox Engineer II County of Albemarle—Department of Community Development 401 McIntire Road,Room 227 Charlottesville,Virginia 22902-4596 RE: Oak Forest Pump Station Abandonment Project FILE: 6643\63413\Corres Dear Emily: This letter serves as a response to the comments received on our VSMP Permit Application submittal for the above referenced project.Listed below are each of the comments that we received from the County along with the action that we (OBG)have taken to respond to these comments: COMMENTS A. Stormwater Pollution Prevention Plan(SWPPP) 1. Provide a signed registration statement(Section 1). OBG Response:A signed registration statement is provided with this resubmittal. 2. Provide a signed certification(Section 9). OBG Response:A signed certification is provided with this resubmittal. 3. The last note of the intended construction sequence section should say that erosion&sediment control measures shall only be removed once approved by the Albemarle County VSMP Inspector. OBG Response: Contract documents modified per comment. 4. The last paragraph of Section 4,stabilization practices should read"as determined by ACSA inspector& Albemarle County VSMP inspector". OBG Response: Contract documents modified per comment. 5. In Section 4 please add that"any materials taken offsite must be taken to a permitted site and noted in the SWPPP." OBG Response: Contract documents modified per comment. 6. The registration statement says 0.83 AC of disturbed area,and the plan says 0.91.Please clarify and ensure they are the same. OBG Response: The total disturbed are is 0.91 AC.Contract documents modified per comment. B. Pollution Prevention Plan(PPP) 1. Once the contractor decides the specific location of PPP items,ensure that the SWPPP is updated. C. Stormwater Management Plan(SWMP) 1. Please reference Guidance Memo No. 15-2003 (attached to this letter) and include bullet points from pages 3&4 on the plans.This shows that you are exempt from the VSMP stormwater requirements. OBG Response:Contract documents modified per comment. 2. Provide VDOT approval/permit of plans for work in right-of-way. OBG Response:VDOT approval/permit of plans for work in right-of-way are within this resubmittal. D. Erosion and Sediment Control Plan(ESCP) ' 1. The Project Manual,Section 31-25,has an E&S bond amount.Is this for ACSA or through the County?If through the County,be aware we may calculate a different amount.Bonds are calculated once the plans are approved. OBG Response:Comment noted. 2. Parcel#'s on the cover sheet should not say N/A.List all tax map parcels affected. OBG Response:The cover sheet now references the easement table on the same sheet.The easement table contains all affected parcel information. 3. Topography should at least be verified within a year.Please add the date to cover sheet. OBG Response:The date is provided on the cover sheet currently.The date of the survey is 2014. 4. Provide the construction entrance detail with pavement and wash rack from page 8 of the design standards manual on the plans.This may not be required in the field based on discussions with the • County inspector,it must be shown on the plans.However,a wash rack will always be required.Please show plans/detail for wash water and sediment trapping device. In order to protect all trees that are intended to be saved,the County suggests showing tree protection on all sheets of the plan,not just E&S. OBG Response: Contract documents modified per comment. 6. Show Temporary Seeding,Permanent Seeding and Dust Control on the plans. OBG Response: Contract documents modified per comment. 7. Ensure all existing contour elevations are labeled. OBG Response: Contract documents modified per comment. 8. There appears to be a stream linetype near the matchline for Sheet EXC-3 and 4.Is there a stream crossing?If so,provide details and any required permits. OBG Response:There is no stream crossing.This line represents the flow through the storm retention basin at the time of survey.No details were added nor any applicable permits identified. 9. Please update the northern matchline label on ESC-4 to say ESC-3. © 2019. Please clarify the outlet protection and check dams on Sheet ESC-4.Are they proposed or existing? Provide design calculations (drainage are,flow,detail,etc.).Outlet protection detail was provided, however,flow and dimensions must be specified.No information was provided on the Check Dams." OBG Response: Check dams were identified during survey.The check dams were temporary ESC measures for the construction efforts for the adjacent shopping center.Those construction efforts have since concluded and the ESC measures.have been removed.Contract documents modified per comment. Outlet protection is no longer needed. 11. The Critical Areas section of the Narrative referenced a storm basin.Please show the locations on the plans. OBG Response:A plan call-out has been added to the ESC plan sheets.Contract documents modified per comment. • 12. Provide details of how bore pits will be dewatered if necessary. OBG Response: Contract documents modified per comment.
