SECTION 1 — INTRODUCTION sm
1.1 Purpose and Scope
The Albemarle County Facilities and Environmental Services Department has contracted
with WW Associates to perform a site assessment for the proposed Monacan Landing
Park. The purpose of the site assessment is to assist the County in determining the
feasibility of developing the property for use as a public park offering the following
amenities:
■ Canoe/boat launch,
■ Parking Area
■ Trails/benches
■ Picnic Areas
■ Fishing Areas
The Monacan Landing park property is situated on Tax Map 45, Parcel 66B and
comprises approximately 20.4 acres. The property is located on the South West corner of
Route 29 and Rio Mills Road. Challenges for the site include:
■ Road access.
■ Critical slopes.
■ Potential for wetlands and stream impacts.
■ The project site is located within the floodplain and the 100 foot stream buffer.
The site assessment for the feasibility of developing the property for use as a public park
will comprise of the following elements:
■ Provide a site layout that takes into account the site challenges.
■ The development of concept graphic that depicts the proposed site improvements.
■ Evaluation of existing available wetlands information.
■ The preparation of a site assessment report with recommendations and
conclusions.
■ The generation of an estimated total project cost for the recommended
improvements.

2.1 Existing Site Conditions
The Monacan Landing Park site is
situated on the privately held property
described as Tax Map 45, Parcel 66B and
comprises approximately 20.4 acres. The
property is located at the corner of Route
29 and Rio Mills Road along the South
Fork of the Rivanna River below the
d reservoir. The property is esignated as
Clearing at Berkmar Drive Bridge
Open Space and is located on properties
designated as Rural Area per the Albemarle County Comprehensive Plan adopted June
10, 2015. The property is not within the watershed of the drinking water supply
protection areas.
The site is primarily forested with
some clearing that was performed as
part of the construction of Berkmar
Drive. There is an additional clearing
area adjacent to Route 29 within the
utility easement for the overhead
utilities that run through the site. The
site lies within the designated
Clearing at Route 29 floodplain as shown on FEMA Flood
Plain Map number 51003CO280D with
an effective date of February 4, 2005. A copy of the FEMA Flood Plain Map for the area
is provided in Appendix A.
The South Fork of the Rivanna River is provided with a 100 foot minimum stream buffer
per the Albemarle County stream buffer ordinance. Since the property is located within
the designated Rural Area the stream buffer for Moores Creek extends 100 feet from the

top of stream bank or the to the designated floodplain, whichever is greater as defined in
section 17-600(B) of the stream buffer ordinance.
Given that the project site is located within the FEMA floodplain it is therefore subject to
the requirements of the Albemarle County Flood Plain Overlay District. This will require
the completion of a Conditional Letter of Map Revision (CLOMR) to be submitted to and
approved by FEMA for impacts to the flood plain associated with any proposed
improvements.
Rio Mills Road
Per the 2016 Virginia Department of
Transportation Daily Traffic Volume
Estimates for Albemarle County, the
City of Charlottesville, and the Town
of Scottsville the average daily traffic
(ADT) for this section of Route 29 is
51,000 vehicles per day (VDP). The
average daily traffic (ADT) for Rio
Mills Road is 560 vehicles per day
(VDP).

3.1 Site Feasibility
The existing clearing located below the
Berkmar Drive Bridge was analyzed as a
potential location for the proposed
parking area and boat launch for the
Monacan Landing Park. Placement of the
parking area at this location would allow
for a majority of the proposed
improvements to be constructed within
the existing VDOT right-of-way procured
as part of the extension of Berkmar Drive.
Standing Water at Bridge Pier

The existing clearing at the bridge was
graded during construction of the
Berkmar Drive extension and is
relatively level. There are some locally
depressed areas around the piers with
standing water. It is likely from the
visual inspection that these areas are
existing wetlands. There is a 24-inch
storm sewer discharging runoff from
the extension of Berkmar Drive that
may be contributing to the standing water at the piers.
It is recommended that a wetlands and stream delineation be performed to determine
impacts to jurisdictional wetlands that may be located within the area of any proposed
site improvements. Jurisdictional wetlands are regulated by the Army Corps of
Engineers under Section 404 of the Clean Water Act. A Joint Permit Application will be
required to mitigate wetlands impacts associated with the project.

Existing Steep Slopes at Rio Mills Road
There are existing steep slopes at the
edge of the clearing below the Berkmar
Drive Bridge. The steep slopes are
located between the clearing and Rio
Mills Road. The steep slopes will make
access to any proposed improvements at
this location difficult. A fill section
would be required to accommodate the
construction of an access road to a
parking area in this location. As
discussed in Section 2, the site is located within the FEMA defined floodplain. Per
section 30.3.13 of the Albemarle County Code any fill within the floodplain area requires
a special use permit.
An additional site adjacent to Route 29 was evaluated as part of this assessment. There is
an existing fill area located at the intersection of Rio Mills Road and Route 29. It is
assumed that this area was created as a staging area for the bridge at the South Fork of the
Rivanna River that constructed with the widening of Route 29 in this area.
Existing Entrance at Fill Area
Placement of the parking area at this
location would allow for the utilization
of the existing at -grade access point
therefore minimizing any required
grading. This would provide access to
the proposed parking area as shown on
the concept plan provided in this
section. A 50 foot buffer strip is
provided between the parking area and
the South Fork of the Rivanna River.
The buffer strip will provide a staging area for offloading of boats and equipment as well
as assist in filtering stormwater runoff from the parking lot area.

The placement of the proposed improvements at this location will permit visibility of the
proposed parking area from Route 29. This will provide an added sense of security for
people utilizing the facilities and allow for easier monitoring of the area by law
enforcement and park services.
Rio Mills Road at Route 29
This portion of Route 29 lies within the
Entrance Corridor for Albemarle
County. Therefore the proposed
improvements at the project site will
require review and approval from the
Architectural Review Board (ARB).
Landscaping for screening of the
parking areas is shown as part of the
conceptual layout in accordance with
ARB requirements.
There are existing overhead utility lines located on this portion of the site. The utility
lines are approximately 12 feet off the ground at their lowest point. The utility lines
could also be raised to provide more clearance for vehicles with the addition of a mid -
span pole. Figure 3-1 presents a conceptual plan for the park.
A trail extension to the east side of Route 29 is depicted on the conceptual plan. The trail
extension would provide a connection point to any future development that occurs in this
area.
Restroom facilities are not depicted as part of the conceptual plan. Facilities could be
provided with portable facilities or a permanent structure. Any permanent facilities
provide would need to be located outside of the flood plain in accordance with the
Albemarle County Stream Buffer Ordinance.
Site distance on Rio Mills Road for the entrance location depicted is marginal. Further
discussion with VDOT will be required on this subject to determine adequacy. Site
distance for the parking access will be addressed with final design.

3.2 Boat Launch
A boat launch will be provided adjacent to
the parking area. The existing
embankments along the river are steep
and difficult to navigate. Some areas of
embankment within the project site are
vertical due to stream bank erosion that
has occurred over time. It is

recommended that the embankment at the area for the boat launch be graded to provide a
gentler slope and allow easier access. The newly graded slopes should be armored with
rip -rap or provided with another form of stream bank restoration to prevent future
erosion. Figure 3-2 presents a graphic of a typical boat launch.
Section 17-603(C) of the stream buffer ordinance states that the following with regards to
acceptable uses within a designated stream buffer: "Water dependent facilities and
miscellaneous. Water dependent facilities; water wells; passive recreation access, such
as pedestrian trails and bicycle; historic preservation; archaeological activities;
provided that all applicable Federal, State and local permits are obtained." A
determination will need to be made by Albemarle County if the parking area for the
proposed park meets this definition and is an acceptable use within the stream buffer.
The boat launch is a "public water -oriented recreation area" and included in the definition
of a "water -dependent facility" per section 18-30.3 of the Albemarle County Code.

3.3 Stormwater Management
Stormwater management will need to be provided for the site in accordance with the
requirements of the Department of Environmental Quality (DEQ). The site was analyzed
for stormwater management requirements based upon the conceptual layout. The total
impervious area created with the layout is approximately 0.62 acres.
The site data was entered into the DEQ Virginia Runoff Reduction Method New
Development Compliance Spreadsheet. The spreadsheet indicates that the pollutant load
reduction required for the improvements shown is approximately 1.12 pounds/year.
A level 2 biofilter with a minimum surface area of 1,520 square feet would be required to
treat the improvements shown and provide the required removal rate. In accordance with
DEQ requirements soil borings would need to be performed for the construction of the
biofilter to determine the percolation rate of the soils on the site and the depth to the
groundwater table. A low percolation rate is anticipated for the existing soils and any
biofilters constructed will need to be provided with underdrains. Conveyance channels
would need to be provided to direct runoff from the areas not requiring treatment around
the biofilter.
Alternatively the forested area on the site could be placed into a conservation easement to
satisfy the water quality requirements for the site. The impervious area created with the
proposed layout is minimal in nature. An analysis of the entire parcel with the forested
areas taken into account indicates that no pollutant load reduction is required for the site
with this scenario.
DEQ requires that any forested areas utilized for this scenario be placed into a
conservation easement. This would not prevent the intended use of the property since
recreational trails are allowed within the conserved areas. Based upon this analysis it is
recommended that the forested areas on the site be placed into a conservation easement to
satisfy the stormwater quality requirements. A summary report from the DEQ Virginia
Runoff Reduction Method New Development Compliance Spreadsheet for this scenario
is provided in Appendix B.

SECTION 3 — SITE ASSESSMENT
We do not anticipate that stormwater quantity facilities will be required for the proposed
site improvements. The site improvements comprise less than 1% of the contributing
drainage area and flows to South Fork of the Rivanna River at the point of analysis.
Based upon this analysis the site meets the requirements set forth in Virginia State Code
9VAC25-870-66 for water quantity.
3.4 Estimated Probable Cost
An estimated probable cost for the project was generated based upon the conceptual
layout. The estimate includes the construction of the new access road, parking area, and
the proposed site improvements. The estimated total project cost is approximately
$700,000. A copy of the estimated total project cost worksheet is provided in Appendix
C. The estimated total project cost does not include stream and wetlands delineation,
mitigation, or permitting.

4.1 Conclusions
The purpose of the Monacan Landing site assessment is to assist Albemarle County in
determining the feasibility for developing the subject property for use as a public park
and boat launce. The project improvements consist of parking and access for 29 vehicles
and pedestrian walking trails.
The Monacan Landing property is situated on Tax Map 45, Parcel 66B and comprises
approximately 21.67 acres. The property is located at the corner of Route 29 and Rio
Mills Road along the South Fork of the Rivanna River below the reservoir. The
following conclusions were determined for the project site:
■ The project area for the site lies within the 100-year FEMA Floodplain and stream
buffer.
■ The 100-year FEMA Floodplain serves as the stream buffer for the site since it is
located within the Rural Area as defined on the Comprehensive Plan. The 100-
year FEMA Floodplain extends further than 100 feet from the top of the
associated stream bank for Moores Creek.
■ A Conditional Letter of Map Revision (CLOMR) will need to be performed to
determine the impacts to the FEMA Floodplain for any fill areas.
■ The site lies within the Entrance Corridor for Albemarle County and will require
review and approval from the ARB.
■ A determination will need to be made by Albemarle County if the parking area for
the proposed park is an acceptable use within the stream buffer.
■ A wetlands and stream delineation will need to be performed to determine the
impacts to any jurisdictional wetlands and the South Fork of the Rivanna River.
■ A critical slopes waiver will be required for any impacts incurred as part of the
proposed improvements.

■ Permanent restroom facilities will need to be located outside of the 100-year
FEMA Floodplain in accordance with the Albemarle County Stream Buffer
Ordinance.
■ The estimated total project cost is approximately $700,000. The estimated total
project cost does not include stream and wetlands delineation, mitigation, or
permitting.
4.2 Recommendations
Based upon the conclusions reached with the site assessment we offer the following
recommendations:
■ Recommend placing the parking area adjacent to Route 29 to reduce the amount
of any required fill as well as providing an extra sense of safety.
■ Recommend grading out the existing embankment at the boat launch area to
provide easier access.
■ Recommend placing the forested area on the site into a conservation easement to
satisfy the stormwater quality requirements for the associated improvements.
