Regarding: Chesterfield Landing Phase 2 — As -Built Narrative Letter
Dear Mr. Anderson,
The following narrative describes how the items from the Bond Inspection Request Checklist have been met on
site to meet county bond inspection request requirements. It will further outline any deficiencies and proposed
solutions.
a. Horizontal Alignment — The as -built plan includes both the as -built and design centerlines.
b. Vertical Alignment — The road profiles include both the as -built and design elevations.
c. Edge of Pavement — The as -built edge of pavement has been shown over the design.
d. Culverts, Pipes and Drainage Structures — All drainage pipes and structures have been shown in their as -built
locations over the design.
e. Ditch Lines — All ditch lines have been shown in their as -built locations.
f. Drainage Easements — All drainage easements have been shown on the plan.
g. Guardrail — No guard rails are proposed on the plan.
h. Right of way and associated easements — All fight -of -ways and easements have been shown with deed book
and page references.
i. Pavement Designs — The as -built pavement design was calculated and the summary has been include on
Sheet C10 of the as -built plans.
j. Street Trees — All street trees are shown in their as -built locations.
k. Signs — All signs are shown in their as -built locations.
A copy of the As -Built Plan has been included with this submittal to demonstrate compliance with the approved plans

Regarding: Chesterfield Landing Phase 2 — As -Built Certification Letter
Dear Mr. Anderson,
I have reviewed surveys and inspections on the Oxbow Dr. roadway in the Chesterfield Landing Phase 2
subdivision. Based on these, I can confirm that the roadways were installed in accordance with the approved plans
for the project, except as noted. Specifically we have surveyed the following:
The roadway centerlines and elevations are in accordance with the approved plans.
The length and diameter of the storm pipes installed are in accordance with the approved plans.
Elevations of the inverts of the storm system are in accordance with the approved plans.
We believe that a partial reduction in the bond amount is warranted based upon completed work. The overall
installation of the improvements was performed in accordance with the approved plans.
A copy of the As -Built Plan has been included with this submittal to demonstrate compliance with the approved plans

Regarding: Chesterfield Landing Phase 2 — As -Built Road Plan Comment Response
Dear Mr. Anderson,
Thank you for your review of the As -Built Road Plan for Chesterfield Landing Phase 2. We have revised our
plan per your most recent comments dated 4/24/2019. Please see below for a detailed response to each comment.

are insufficient to reduce subdivision bond at this time.
2. While Oxbow Drive is limited fill section roadway (Sta. 24+00 — 25+00), ASTM D-6938 test performed 3/5/18
showed insufficient compaction. While test repeated 3/6/18 showed compaction met 95% of Max. dry density
std, there is no other description or information on number of lifts, equipment used, or remedial steps taken to
address 3/5/18 failure.
See F&R report dated 3/18/18.
3. There is a single ASTM-6938 test for 100-ft fill section.
See F&R report dated 3/18/18, 3 performed.
4. There is a single reference to stone base depth.
See F&R report dated 3/18118, under "tests performed".
5. There is no record of pavement pattern, equipment, date, time, temp, or number of days paving occurred.
F&R was not on site.
6. There is no record of concrete placement (concrete mix: air, slump, temp), or of compressive strength.
See report dated 11/6/18.
7. There is no apparent visual record of asphalt or concrete placement
F&R not on site during placement.
8. No pipe inspection video was submitted with bond reduction request.
The pipe video inspection has been performed and the video is included with this submittal.
9. A PE -certification did not accompany subdivision bond inspection request.
The PE -certification has been included with this submittal.
10. Copies of recorded easements did not accompany bond inspection request.
Copies of the recorded easements have been included with this submittal.
11. An asphalt core sample report indicates less than design depth of base asphalt at two locations (ref. ietm 16)
Acknowledged.
12. Stone depth was not evaluated when base asphalt depth was cored.
See F&R report dated 3/18/18.
13. What is apparent:
a) There was slight observations, testing, reporting of roadway construction.
b) Lots, sanitary, storm and water utility line work were focus of detailed inspection reports.
c) Weather was unfavorable for significant periods of time while roadway Oxbow Drive, Phase 2 was
under construction.
d) Two reports for Oxbow Dr., Sta. 1+22 — 20+00, Sta. 20+00 — 22+00 show `no pumping or rutting.' No
proof -roll observations were submitted for Oxbow Dr., Sta. 22+00 — 26+50 (450').
19. Albemarle County Requests
a. Road subgrade, base and pavement construction photos, reports, observations, material or
performance test reports that may not have been submitted (dates, weather, equipment used, etc.)
All available test reports and records have been provided. See F&R report dated
3/18/18.
b. Representative information for each required bond inspection checklist item, at reasonable station
intervals, for entire phase 2 length of Oxbow drive that shows construction meets design.
Representative information for each bond inspection checklist item is described in the
provided As -built Narrative Letter, included with this submittal.
c, CBRs based on testing every 300' of a linear roadway facility.
All available CBR test reports have been provided.
20. Albemarle Requires:
a. Detailed observations and descriptions to accompany PE certification that improvements are built to
plan.
The PE Certification letter is provided and accompanies detailed descriptions of each
item in the As -Built Narrative.
b. PE certification that improvements are built to plan.
A PE Certification letter has been provided with this submittal.
c. Pipe interior inspection reports and video
The pipe interior inspection video has been provided with this submittal.
d. Concrete test reports using cylinders obtained during construction.
Because cylinder were not taken during construction, NDT tests were performed. The
results of the NDT tests have been provided. See field report dated 11/06/2018.
e. Non-invasive concrete test values for representative sections of concrete curbing, aprons, etc absent
testes performed on samples obtained during construction.
The results of the NDT tests have been provided. See field report dated 11/06/2018.
A narrative letter that outlines how materials included with bond inspection request packet submittal
meet county bond inspection request/bond reduction requirements. Narrative should outline
deficiencies, propose remedy.
An As -Built Narrative letter has been provided, outlining the bond inspection request
items and any deficiencies as well as proposed remedies.
21. As -built drawing:
a. Provide match line references (include sheet numbers)
Match lines have been provided with associated sheet numbers.
b. Include As -built pavement design based on base mix asphalt depth <3.00", CBR value, 8.8.
As -built pavement design has been provided on Sheet C10.
Revise Storm Drain As -built profile labels (slope, length, inv. Elev.) so readable. Engineering is not
able to evaluate as -built storm drain profile.
The storm sewer as -built profile labels have been revised to be more legible.
Label phase 1 and phase 2 lines
Phase 1 and 2 lines have been provided and labeled.
e. Note reading: Only base layer asphalt installed at time of survey. It is unclear why this base asphalt
elevation was not surveyed directly.
Base asphalt elevations have been provided. This note has been removed.
f. C7: show full extent of STM Str. D4 — D1.
The full extent of STM stir. D4-D1 has been shown on Sheet C7.
