Background
The purpose of this memorandum is to provide a supplement to the original Royal Fern
Development Traffic Impact Analysis (EPR prepared on March 18th, 2019) to perform a traffic
analysis for an additional scenario of the Restricted Crossing U-Turn Intersection (RCUT)
configuration at the intersection of 5th Street Ext./Wahoo Way and the intersection of 5th Street
Ext./Old Lynchburg Road as Albemarle County requested.
In this memorandum, the study intersections include the intersection of 5th Street Ext./Wahoo
Way, the intersection of 5th Street Ext./Old Lynchburg Road, and the new median opening on
5th Street Ext., west of the intersection of 5th Street Ext./Old Lynchburg Road, to accommodate
the u-turns of the original southbound left turn and through movements.
This memorandum examined the traffic volume changes based on the RCUT configuration at the
intersection of 5th Street Ext./Wahoo Way and the intersection of 5th Street Ext./Old Lynchburg
Road and analyzed the traffic operations in the additional RCUT Scenario.
Restricted Crossing U-Turn Intersection (RCUT) Configuration
In the additional RCUT Scenario, both side street movements at the intersection of 5th Street
Ext./Wahoo Way and the intersection of 5th Street Ext./Old Lynchburg Road begin with a right
turn, then the original side street left -turn and through vehicles make a u-turn at a dedicated
downstream median openings to complete the desired movements. The graphic below illustrates
an example of the RCUT intersection configuration.

Based on the RCUT configuration at the intersection of 5th Street Ext./Wahoo Way and the
intersection of 5th Street Ext./Old Lynchburg Road, the 2024 build traffic volumes, obtained from
the original report and as illustrated in Figure 1, were rerouted resulting the 2024 build (RCUT
Scenario) traffic volumes, which were illustrated in Figure 2.
Traffic Operations in RCUT Scenario
The traffic operations analysis for RCUT Scenario was completed with the traffic volumes
illustrated in Figure 2 using Synch ro/SimTraffic 9.2, a computer -based traffic operations model
that replicates procedures from the Highway Capacity Manual (HCM) (Transportation Research
Board, 2000 and 2010).
Based on the preliminary engineering evaluation, all movements at the study intersections,
except the westbound u-turn movement at the new median opening, might work well in the
RCUT Scenario with all three intersections designed as stop controlled. Therefore, this
memorandum analyzed two options in the RCUT Scenario designing the new median opening as
stop controlled and signalized. In both options, the intersection of 5th Street Ext./Wahoo Way
and the intersection of 5th Street Ext./Old Lynchburg Road were designed as stop controlled.
Option 1— Stop Controlled New Median Opening
Synch ro/SimTraffic 9.2 was used to analyze the RCUT Scenario Option 1 traffic operations. The
level of service, delay, and queue results are summarized in Table 1 below and included in
Appendix A (HCM Reports and SimTraffic Delay and Queue Reports).

As shown in Table 1, in RCUT Scenario Option 1 designing all three intersections as stop
controlled, all movements at the study intersections, except the westbound u-turn movement at
the new median opening, will work well. The westbound u-turn movement at the new median
opening will operate at LOS F with 51.5 seconds delay and 525 feet maximum queue; and also,
the vehicles weaving to westbound u-turn movement will interfere the westbound through
movement and result in slow traffic on the westbound through movement (the slow traffic, if
slower than 10 ft/s, were recognized as queue in SimTraffic).
Note that this analysis assumed full buildout traffic of the Southwood development and all
other currently planned and/or committed projects in the area. By comparison, per a separate
traffic analysis memo provided previously, the u-turn movement south of Old Lynchburg Road
functions well without a signal if not considering the Southwood traffic.

Option 2 — Signalized New Median Opening
Synch ro/SimTraffic 9.2 was used to analyze the RCUT Scenario Option 2 traffic operations. The
level of service, delay, and queue results are summarized in Table 2 below and included in
Appendix B (HCM Reports and SimTraffic Delay and Queue Reports).

As shown in Table 2, in RCUT Scenario Option 2 designing the new median opening as signalized
and the other two intersections as stop controlled, all movements at the study intersections will
work well. However, it should be noted that, while the westbound u-turn movement at the new
median opening will operate better than in Option 1 at LOS C with 32.2 seconds delay and 284
feet maximum queue, the eastbound through movement, operating at LOS A with no delay and
no queue in Option 1, will operate at LOS B with 11.7 seconds delay and 265 maximum queue.
See the previous statement about the Southwood traffic causing the need for the traffic signal
for the U-turn movement south of Old Lynchburg Road.

Findings and Conclusions
Based on the analvsis in this memorandum, the findings and the conclusions are as followings —
• In RCUT Scenario, both the intersection of 5th Street Ext./Wahoo Way and the
intersection of 5th Street Ext./Old Lynchburg Road will operate well designed as stop
controlled.
• In RCUT Scenario, while designed as stop controlled, the new median opening will have
its westbound u-turn movement operating at LOS F with 51.5 seconds delay and 525 feet
maximum queue and interfering the westbound through movement which will result in
slow traffic on the westbound through movement; while designed as signalized, the new
median opening will operate well with the westbound u-turn movement operating better
than in Option 1 at LOS C with 32.2 seconds delay and 284 feet maximum queue, however,
the eastbound through movement, operating at LOS A with no delay and no queue in
Option 1, will operate at LOS B with 11.7 seconds delay and 265 maximum queue.
• The southbound U-turn movement south of Old Lynchburg Road will require a traffic
signal to work well once the Southwood development comes online.
New Scenario Supplement Update
As requested by VDOT, an additional supplement update was prepared to perform a traffic
analysis for a new scenario of the Restricted Crossing U-Turn Intersection (RCUT) configuration
at the intersection of 5th Street Ext./Old Lynchburg Road only. In this scenario, the intersection
of 5th Street Ext./Wahoo Way was assumed as right in and right out only intersection.
In the update, the study intersection includes the intersection of 5th Street Ext./Old Lynchburg
Road only.
This update examined the traffic volume changes based on the new configuration and analyzed
the traffic operations at the intersection of 5th Street Ext./Old Lynchburg Road.
This update also examined and updated the right turn lane warrant at the intersection of Old
Lynchburg Road/Site 1 west entrance due to the right turn movement volume changes at the
intersection of Old Lynchburg Road/Site 1 west entrance.
Traffic Volumes in New Scenario
Based on the new configuration, the 2024 build (RCUT Scenario) traffic volumes, which were
illustrated in Figure 2, were rerouted resulting the 2024 build (New Scenario) traffic volumes,
which were illustrated in Figure 3.

As shown in Table 3, in New Scenario designing the intersection of 5th Street Ext./Old Lynchburg
as stop controlled and the intersection of 5th Street Ext./Wahoo Way as right in and right out
only, all movements at the intersection of 5th Street Ext./Old Lynchburg will operate well and
with negligible changes compared to the results in the RCUT Scenario designing both
intersections (i.e. including the RCUT at Wahoo Way) as RCUT and stop controlled intersections.
Turn Lane Warrant Update at the Intersection of Old Lynchburg Road/Site 1 West Entrance
Turn lane warrant was examined and updated for the right turn at the intersection of Old
Lynchburg Road/Site 1 west entrance due to the right turn movement volume changes. The turn
lane warrant forms per VDOT Roadway Design Manual are provided in Appendix D. The turn lane
warrant analysis results are summarized in Table 4.
