comments into the revised Road Plan. (Rev. 1) Addressed. Engineering recommends a last check
final comparison with associated Site Plan review comments (Self Storage, Wawa, Pantops Comer
/hotel). (Rev. 2) Addressed. Applicant response (letter, 6/26/19): `Noted, and ... all these plans share
the same CAD basefile, so when one is changed all are updated. I believe any break in continuity has
resulted because the SUB, SDP, and WPO plans have been submitted at different time intervals.'
4. Provide Note ref. to: SDP201900008, SDP201900013, SDP201800089, and WP0201800088. (Rev. 1)
Addressed. As follow-up: Please revise typo at SDP201900089, which should read SDP201800089.

7. Show all existing storm system DIs, ditches, pipes, etc. to which proposed storm lines connect. Show
in grayscale. It is unreasonable to show proposed elements without existing system point of reference.

(Rev. 1) Partially addressed. As follow up: Detectable warning surfaces need to align without offset;
that is, without skew. Once aligned, detectable warning surfaces indicate path or direction of crossing
for visually impaired who rely on detectable surface orientation to point them toward a receiving ramp.
(Rev. 2) Addressed.
10. Show Ex. AT&T easement. (Rev. 1) Addressed. As follow-up: Engineering recommends coordinate
project design with AT&T. It is possible utility may need to reset utilities at a higher elevation, given
proposed depth of fill. (Rev. 2) Addressed. Applicant response: `We have coordinated with AT&T,
...notified us that lines are encased in conduit and they do not plan to reset them at a higher elevation.'
11. Label pedestrian crosswalk striping. (Rev. 1) Withdrawn. Extraneous comment.
12. Label all pipes /DIs, consistent with LD-204. (Rev. 1) Addressed. As follow-up: Pantops Corner
WPO201800088 shows a portion of Pantops Corner Way storm runoff entering proposed development
on TMP (Revised) 78-513, crossing asphalt parking areas to a DI, which then connects with storm Str.
Al 1A on Pantops Corner Way. This TMP 78-513 DI captures a portion of Pantops Corner Way road
runoff, and should be depicted. It may be shown in grayscale, or labeled to be constructed by others,
but should be shown on the Road Plan consistent with design shown on WPO201800088, sheet C4.
(Rev. 2) Addressed. Applicant response: `Noted. Greyed -out linework, along with clarifying notes,
have been added for future storm system on Parcels 5B & 5E.'
13. Provide LD-229, Storm Drain Design Computations. (Rev. 1) Addressed.
14. Revise sheet title to eliminate reference to Site Plan (recommend `Site Layout'). (Rev. 1) Addressed.

15. Label existing and proposed contours. (Rev. 1) Addressed.
16. Provide roadway CL horizontal radius of curvature, FC-FC travelway width, PC -PT stations, etc. It
is surprising that basic horizontal design information is missing from this sheet. (Rev. 1) Partially
addressed. Please provide radius of curvature label, on CL. (Rev. 2) Addressed.
17. Ref. VDOT Road Design Manual, Appx. B1, pg. B(1)-42 (Fig. 10), and text at pg. B(1)-31, J.1.A.4. for
planting strip location between walk and curb. Also, ACDSM , pg. 19, table titled Albemarle County
Private Street Standards, asterisk Note: "Where standards are not specified (for guardrail or drainage
for example) standards are to be as required by VDOT." Also, table Note 4.: "In the development
areas, curb and gutter, sidewalks (5'), and planting_, strips (6' min) are required." The road sections on
C6 do not meet VDOT standards for sidewalk -to -street min. 6' separation. Please revise accordingly.
(Rev. 1) Comment persists unless Planning or Zoning approval takes precedence and eliminates this
feature of VDOT typical curb /gutter section. Engineering view is that "In the development areas, curb
and gutter, sidewalks (5'), and planting strips W min) are required." Please revise design or provide
narrative response through Planning Division Site Plan review coordinator for this project. (Rev. 2)
Addressed. Applicant response: `Per our discussions with the planner Andy Reitelbach, who has
agreed with our conclusion, this street is subject to the VDOT standards which allow sidewalk along
the road curb for roads with 25 mph design speed. We meet the County design standards because we
have still provided a planting strip per this requirement, the planting strip is just located behind the
sidewalk.'
18. Provide Pavement Design. (Rev. 1) Partially addressed. As follow-up: D, =20.9 (Ref. 2018 VDOT
Pavement Design Guide for Subdivision and Secondary Roads in Virginia). Dp=20.55, but if base
stone depth =9", rather than 8", D, is satisfied. D, =20.9. Provide pavement design to meet Dr. (Rev.
2) Addressed, per Applicant response: `The value DR = 20.6 came from using pavement CBRD = 5.0.
CBRD = 5.0 was chosen from App I design table, while CBRD = 4.0 was auto -filled in the App IV
display (even though our calculations used 5.0). This has been updated for clarity. Since this is a
preliminary pavement design, we will continue to use CBRD = 5.0, with DR =20.6. We will complete a
final pavement design using measured values after the subgrade compaction testing results are

received, as is required for private road acceptance. The CBRD will be used for final DR design, and
the pavement section will be revised as needed. It is unlikely that the final design will exceed the
thickness of the current section as our plan requirement of min CBR = 10 will yield higher field
CBR's, and thus lower DR values.'

20. Travelway B Interparcel Connection cannot be constructed to the PL without an offsite easement.

21. Provide Pavement Design for Travelway B Interparcel Connection. (Rev. 1) Partially addressed. As
follow-up: If 50% of gas station ADT (2,304) enters /exits via Road B, Dr=18.33. Dp=16.05, but if
BM 25.OA depth =4", rather than 3", Dr is satisfied. Dr=18.33. Provide pavement design to meet Dr.
(Rev. 2) Addressed.

22. Provide /acquire /record sight distance easement along State Rt. 20. (Rev. 1) Comment persists.
Please provide sight distance easement on TMP78-5C. Provide receipt of circuit court recordation. It
may be simplest to show /record this easement with (revised) SUB201900059, which is under review.
(Rev. 2) Addressed. Applicant response: `Noted, this sight distance easement was added to the
easement plat SUB201900059 which is under review.' Engineering has no objection to plat,
SUB201900059.
23. C8: Show State Rt. 20 widening between U.S. Rt. 250 and entrance to Pantops Corner Way on Rt. 20.
(Rev. 1) Withdrawn. Review error.
24. C9: Provide safety slab and inlet shaping details. (Rev. 1) Addressed.
25. At 4-Apr SRC, SDP201900008 Applicant (Pantops Corner Self Storage/Justin Shimp) volunteered to
review question of whether Rt. 20 widening from U.S. 250 to entrance to Pantops Corner Way on Rt.
20 is required with this road plan. Engineering requests Applicant confirm understanding of whether
Rt. 20 widening is required with this road plan. Engineering requests this road plan show widening of
Rt. 20 since, at time of ZMA2013-00002, Exhibit C-1, TMP #78-58G1 included the now -subdivided
portion of land slated to be developed as Pantops Corner Self Storage. If Rt. 20 widening is not shown
with this Road Plan, it is unclear when or with what application it would be shown. (Rev. 1)
Withdrawn. ZMA201300002 proffer 3. is met by design that `provides two full north bound lanes on
Route 20 from its intersection with U.S. Route 250 to the intersection of Pantops Corner Way (Road
"A").
