Dear Mr. Thier:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. Applicable fee. See Sec. 35.1.
Please submit 14 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3
copies of construction plans directly to them, as stated in their comments). Once you receive the first
set of comments on the final site plan, please work with each reviewer individually to satisfy their
requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the attached conditions from the following agencies/reviewers have been
obtained:

1. [32.6.2(a), 32.5.2(a)] Application reference number. On the cover sheet, please include the initial site plan application
reference number — SDP201900051. (Note: The final site plan will be given a separate reference number so it is suggested
that room be reserved so that information can be easily added in the future.)
2. [32.5.2(s)] Coordination ofplans. Incorporate the planned Ivy Road Sidewalk project into the site plan for this property. The
County is relocating a waterline, and making bike lane and sidewalk improvements. In addition, the County has acquired
temporary and permanent easement that must be shown on the site plan. See review comments from Jack Kelsey attached.
[32.5.2(i), Albemarle County Engineering Policy] Rights -of -way and easements.
a. The proposed building will not be allowed to encroach into the existing VDOT utility easement. See review
comments from Jack Kelsey attached.
b. The proposed parking configuration and dumpster pad encroach on an existing rights -of -way as well as an
adjacent property, TMP 60-39. Approval of the parking configuration and dumpster pad location will require:
i. A realignment of the existing 20ft ROW easement, and
ii. An off -site easement from TMP 60-38
c. Clarify the easement that is to be abandoned (Sheet C4.0).
4. [32.5.2(k)] Proposed sewer and drainage facilities. Show all offsite storm sewer and sanitary sewer easements needed for
development. (Note: If new off -site easements are proposed/needed, they must be approved and recorded prior to final site
plan approval.)
5. [32.5.2(1)] Overhead Power Line. Is the existing overhead power line to the exiting 2-story stucco building to remain in
place (Sheet C4.0)?
6. [32.5.2(b)] Parking waiver. A parking waiver request will need to be submitted and approved, in accordance with Sec
4.12.2, for the reduced parking schedule.
7. [32.6.3] Parking structure. Please be aware that additional information for parking structure will be needed with the final
site plan. See Sec. 32.6.3 for more information.
8. [32.5.2(n)] Loading and service areas. Please confirm if loading or service areas are needed for this development. If they
are, please demonstrate this area on the plan, in accordance with the requirements of Sec. 4.12.13.
9. [32.5.2(b), 32.7.9.6(a)] Parking and vehicular circulation areas. Please provide the maximum amount of paved parking and
other vehicular circulation areas, if not already included in the plan. This amount must be used to calculate the minimum
landscaping to be provided within the parking area, per Sec. 32.7.9.6(a). (Note: If the resulting figure differs from that
provided in the table on Sheet L2.0, please update the figure and resulting calculations to match.)
10. [32.5.2(e), 32.7.9.4(c)] Existing landscaping. Please confirm that there are no other trees that exist on the property. County
GIS imagery shows the additional trees along Twin Sycamores Lane and a stand along the rear boundary line of the
property, yet Sheet C2.0 shows only two tree stands.
11. [32.5.2(p), 32.7.9] Landscape Plan. Please review and revise the following:
a. As required by Sec. 32.7.9.7(a), commercial development must be screened from adjacent residential uses,
therefore this development will need to provide screening along the rear property line.
b. On the table on Sheet L2.0, please update the interior tree canopy sf to match those provided in the County's
Plant Canopy Calculations document located on the Albemarle County website:

ons/Plant_Canopy Calculations _02_05_03.pdf . This revision may require updates to the Tree Cover
Calculations table as well.
c. If the parking area + vehicular circulation area measurement is updated, please update the Interior Parking Lot
Landscape Area Requirements table, per Sec. 32.7.9.6.
12. [32.5.2(a)] Zoning. In the zoning notes provided on the cover sheet, please also note that this property is within the "Airport
Impact Area Overlay".
13. [32.5.2(a), 4.20] Setbacks. In the setback notes provided on the cover sheet, revise the "Side and Rear" notes to state "Adj.
to residential: 50ft (structure), 20ft (off-street parking or loading space)"....
14. [32.5.2(f)] Watershed. Indicate on the cover sheet whether the subject property is located within the watershed of a public
water supply reservoir. (Note: The property is not located in a water supply watershed, however this information must be
provided on the plan.)
15. [32.6.2(h)] Signature panel. Remove the "Health Department" signature line and add a signature line for the "Albemarle
County Architectural Review Board".
16. [32.5.1(c), 32.5.2(n)] Dimensions. Show the following items on the plan:
a. Dimensions of the building footprint
b. Provide the maximum footprint of the proposed building
17. [32.5.2(a)] Departing lot lines. Show the departing lot line separating TMP 60-39 and TMP 60-4005, as this will affect
where landscape screening will need to be provided.
18. [32.5.2(n), 4.12.19] Dumpster pad. The length of the concrete pad must be at least 8ft beyond the front of the dumpster.
Only 6ft can be confirmed, through the dumpster pad detail given on Sheet C1.2. Demonstrate or note that at least 8ft will
be provided to meet this requirement.
19. [32.5.2(m)] Intersections. Show the distance to the centerline of the nearest street intersection from the proposed ingress and
egress since these areas are being modified by the proposed plan.
[Albemarle County Engineering Policy] Sight distance. Indicate the available sight distance for entrances and left turn lanes.
20. [32.5.2(n), 4.15.5] Proposed sign. Please be aware that while it is necessary to indicate the location of proposed signage on
site plans, signs are not approved by the approval of site plans. Signs are, instead, approved through separate permits (see
Sec. 4.15 for more information). (Note: Due to the intended location of the sign, VDOT will also need to grant approval, as
the sign will lie within a VDOT easement.)
21. [32.5.2(n)] Outdoor lighting. Please be aware that if lighting over 3,000 lumens will be provided onsite, an outdoor lighting
plan and schedule, in accordance with Sec. 4.17, will need to be provided in the final site plan per Sec. 32.6.2(k).
22. [Albemarle County Engineering Policy] Benchmarks. If not provided already, please reference the benchmarks used for this
survey.

a. Separate demolition permit required for existing building removal along with utility releases.
b. Building or structures built before January 1, 1985 must have an asbestos survey performed in order to
apply for a permit. Asbestos removal permits are required if positive for such. Contact VDOLI for
additional requirements and permits for demolition projects.
c. Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in
height require a stamped engineered design also. Walls require inspections as outlined in the USBC.

30. If the parking garage will be served by a stand pipe with a separate FDC then it must be shown on the plans along with
a hydrant within 100'.

Dear Applicant,
At its meeting on Monday, October 7, 2019, the Albemarle County Architectural Review Board
unanimously voted to forward the following recommendations on the above -noted Initial Site
Development Plan to the agent for the Site Review Committee:
Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5):
A Certificate of Appropriateness is required prior to final site plan approval.
1. Include the type, manufacturer and color of the masonry material utilized in the dumpster
enclosure in the dumpster detail.
2. Show how visibility of all mechanical equipment will be eliminated from the EC.
3. Revise the plan to provide additional on -site planting area outside of easements to
accommodate required frontage planting.
4. Ensure that there are no conflicts between the utilities and the proposed landscaping.
5. Provide large shade trees, at least 2 1/2" caliper in size at planting and a spacing of 40 feet
on center, along Twin Sycamores Lane.
6. Depending on the architectural design, additional landscaping may be required along the
length of the building.
7. Provide large trees along the perimeter parking area at a spacing of 40' on center and 2'/2"
caliper.
8. Ensure that the proposed sidewalk connects to proposed County streetscape improvements.
9. Ensure that the building does not conflict with easements.
Regarding recommendations on the plan as it relates to the guidelines:
10. Consider replacing the Ginkgo with a large shade tree with a broader canopy.
11. It is recommended that the sf of canopy specified for the Ginkgo be revised in the plant
schedule.

The proposed site development improvements shown in SDP201900051 will need to be revised to be consistent with the
bike lane and sidewalk improvements and waterline relocation the County will be constructing with the Ivy Road Sidewalk
project. In addition the proposed building will not be allowed to encroach into the existing VDOT Utility Easement we
acquired for our project (see attached site plan markup) -
The referenced proposed site development plan is located on a parcel where the County has acquired both permanent
and temporary easements for the construction of the Ivy Road Sidewalk project (refer to attached Sheet-3RW)- Within the
existing right-of-way we will be widening the road to create a dedicated bike lane, curb & gutter, variable width grass buffer
strip (6'max. width), 5'sidewalK, and storm drainage system. Within the acquired permanent VDOT Utility easement (and
behind the existing right-of-way and new sidewalk) we will be relocating the existing 8" waterline- Within the temporary
easement the site will be graded as necessary for the improvements and to tie back into the existing grades. Refer to the
enclosed Final - Ivy Road Sidewalk plan sheets.
